Lancaster Equity is a coalition of organizations committed to contributing to a Lancaster where housing is affordable, where economic development includes everyone, and where neighbors, regardless of their skin color, are safe, respected, and treated with dignity. As Martin Luther King wrote from his Birmingham jail cell in 1963, “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.”

Our hearts grieve for the senseless loss of life of George Floyd, Breonna Taylor, Ahmaud Arbery, and far too many others to name here, victims of systemic racism that infects our nation. But our spirits remain resolute that we must stand up for our values, we must denounce hate, and we must create true opportunity for our black and brown and all neighbors to thrive.

As a coalition, we have focused on expanding affordable housing and quality of life in Lancaster. It’s not lost on any of us that the challenges of our neighborhoods are the consequences of decades of systemic racism at play. Redlining that made it hard for people of color to become homeowners. Economic development campaigns that disconnected neighborhoods and gutted small businesses. Greater likelihood of incarceration. Fewer opportunities for jobs that offer upward mobility. Landlords who wield the threat of eviction to keep tenants frustrated by substandard housing from speaking up.

But we also know that these communities are resilient. That people of color are leading efforts for change within our neighborhoods and with their neighbors. That black and brown entrepreneurs are starting businesses and creating new jobs. That families are becoming homeowners on streets where they once rented.

Beyond this progress, however, we recognize that achieving true, sustained racial equity will require a confrontation with white privilege inherent in our society’s institutions and policies. And each of us, including the membership of this coalition, tackling our own privilege and implicit biases. We must practice anti-racism every day.

Rooted in a belief that housing and economic opportunity are basic human rights, and clear-eyed that racism is an insidious threat to the well being of our entire community, we reiterate our commitment as a collective to invest our resources and deploy our services in a way that lives up to our name – with EQUITY.

The agency’s potential partners include organizations such as Lancaster Housing Opportunity Partnership, Lancaster Equity, Community Basics and the city housing authority.

When a property becomes available, they would conduct a "joint review process" to decide which one of them should acquire it, according to a draft of the plan.”

“The food hub could create around 30 full-time and 50 part-time jobs, said Lancaster Equity President Dan Jurman. More will come from other uses that will be brought into the market — possibilities include offices, art venues, co-working and maker spaces, shops and an event hall.

At Southern Market Center, some components could be operational as early as the end of 2020, [CEO of Willow Valley Living, John] Swanson said.

The building is owned by the city redevelopment authority. On Tuesday, the authority approved a development agreement and a sales agreement under which Lancaster Equity will acquire the market for $800,000, paid in three installments.

Willow Valley will provide the purchase funds and will hold a 29-year master lease on the building. It will also handle the renovations. The building needs a lot of work, including all-new mechanical systems and repointing of brickwork, Swanson said.

Lancaster Equity will sublease about 10,000 square feet, where it will build out and equip a food hall, commercial kitchen and culinary job training center.

Willow Valley will manage and use or sublease the rest of the building. Office space will be offered to Assets, the nonprofit that is currently the market’s sole tenant.

“Our hope is to continue as a tenant ... (and) be a support to the entrepreneurial activity,” said Assets’ co-director Jonathan Coleman.

Jurman envisions the market creating a jobs “pipeline.” Not only will Willow Valley be just across the street, it plans to operate a shuttle service to its flagship campuses.”

Keeping Lancaster an affordable place to live [column] 06/12/2019

"When we talk about new housing in the city, the focus is usually on larger projects happening downtown. These developments are not displacing existing residents, but this new product is building the market.

With that said, it is important to support the organizations that are quietly securing affordable housing throughout the city. Lancaster Housing Opportunity Partnership, Spanish American Civic Association, IMPACT Missions, Housing Development Corp. MidAtlantic, the city’s Redevelopment Authority, Community Basics, Habitat for Humanity and others in partnership with the city and private sector are doing significant work with existing housing stock and new construction.

In true Lancaster fashion, these stakeholders are collaborating with the goal of sustaining our neighborhoods. A great example is Lancaster Housing Opportunity Partnership’s Local Housing Investment Fund & Trust Program.
In the past two years alone, the program’s financing provided to many of the partners listed above allowed for the rehabilitation of 36 units. In that time, the Lancaster Housing Opportunity Partnership assisted 77 families to purchase their first city home, many of which were developed by the Spanish American Civic Association and Habitat for Humanity, to name a few."

Today, Lancaster Equity’s Marshall Snively presented at YWCA Lancaster’s Social Justice Lunch and Learn. Marshall discussed his journey to Lancaster city from the small town of Hagerstown, Maryland; Population: 40,000. During his presentation, Marshall talked about the major influencers in his life, which included his mother, grandparents, and great-grandparents. Marshall also addressed his experiences growing up as an African American child in the 70s and 80s; which included being asked to read the part of Jim in Huckleberry Finn, and being coerced to play the trombone instead of the trumpet because of his facial features. Marshall also shared some information on his postsecondary academic life, which began in 1986 at the University of Maryland. In addition to this, Marshall talks about the evolution of his career life, which began in 1995, where he worked at the Baltimore Harbor for about 10 years. He later went on to work for a real estate company called Struever Bros. Eccles & Rouse, Inc. in 2005, and remained there till 2007. In 2007, Marshall made the decision to move to Lancaster city where his partner resided. In 2013, Marshall became the president of the Lancaster City Alliance, and today he is an awesome member of the Lancaster Equity Board of Directors. We are proud to have such an amazing person, with a remarkable story on our team!

"Aracelis Rivera, a retired teacher from New York City, fell in love with a newly remodeled row house on Lancaster’s West Vine Street and quickly made an offer.

Rivera was drawn to the shiny floors, the kitchen cabinetry and the dining room spotlights.

What Rivera didn’t know was the win-win nature of the property’s backstory, how a job-training crew transformed it from a condemned eyesore to a neighborhood gem that she would buy for $140,250.

The community-improvement initiative, known as CAPital Construction, has a dual mission. One is to train workers who have employment barriers, such as a criminal record. The other is to attack blight.

Increasing Economic Opportunity for Everyone

LECDC’s board is comprised of representatives from a variety of organizations that do community and economic development work in Lancaster, including: Community Action Partnership, Spanish-American Civil Association, Lancaster County Workforce Development Board, Fulton Bank, Lancaster Housing Opportunity Partnership, Lancaster Coalition to End Homelessness, Lancaster City Alliance, Community First Fund, Tabor Community Services, Penn Medicine Lancaster General Health, ASSETS, and Habitat for Humanity. Now that the organization is finished with strategic planning, they are seeking low-moderate income residents to sit on the board as well.

Since the 1980s, the Community Action Partnership had a subsidiary called CAP Housing Inc., which owned and maintained a subsidized housing complex called Duke Manor. In 2017, that extension of the Community Action Partnership was remade into Lancaster Equity. Lancaster Equity still holds and maintains the Duke Manor property, which has generated significant revenue over the last several decades, and now invests that revenue in other properties around the County.

Currently, LECDC operates primarily in the south side of Lancaster City, rehabbing blighted houses with CAP’s social enterprise construction crew, CAPital Construction. CAPital Construction is comprised of individuals with barriers to employment. In their position with CAPital, these individuals are taught the soft and hard skills (including lead remediation) that they need to get a construction job in the future and are paid a livable wage. Upon completing a renovation, LECDC either sells those homes to low-moderate income first time home buyers through a program of Lancaster Housing Opportunity Partnerships or acts as a scattered-site landlord depending on the property.
