LEGISLATIVE UPDATE
March 14, 2023

As the 2023 Georgia Legislative Session begins to wrap up, Georgia Right to Life wants you to be aware of the following legislative efforts.

GEORGIA PRENATAL EQUAL PROTECTION ACT - HB 496

This bill was read in the House of Representatives and assigned to the House Committee on Public Health.

Though it did not receive a committee hearing and did not make it over to the Senate at Crossover Day, all hope is not lost. We have a chance to bring this bill back for the 2024 legislative session. In the meantime, over the next several months, there is an opportunity to increase the number of supporters we have for this legislation.

Additionally, we can talk to legislators who need further education on what this legislation does and does not do. We encourage you to continue the conversations at the grassroots level in order to increase momentum and encourage your family members, friends, pastors and
legislators to support this legislation. We will engage with you soon on further action that you can take even after the 2023 legislative session ends.

HOUSING AND TENANTS HB 520 (Second Installment of
House Bill 1013 Mental Health Parity Act)

This bill was fast-tracked through the House Committee on Public Health, sent to the Rules Committee and then put up for a House floor vote in record time. This bill is highly favored by leadership and those willing to push the agenda. It was referred to the Senate Health and Human Services Committee.

This is the second installment of HB 1013 THE MENTAL HEALTH PARITY ACT which passed last session even after constituents made it very clear that they were against it.

House Bill (HB) 520 removes protections of Georgia citizens who are in crisis, and those who struggle with mental illnesses. The problem of mental health is not directly addressed, neither is mental health illness clearly defined.

HB 520 allows for millions of Georgia taxpayer dollars to be spent on mental health administration, mental health programs, prescriptions, government data bases of patients and providers, and student loan forgiveness, without providing any auditing process of these expenditures.

Overall, this bill removes civil liberties, increases the power and size of federal and state government and its agencies, and violates citizens’ rights to due process.

At the March for Life in Atlanta today, Dr. Haywood Robinson said, “God always preserves a remnant and He’ll use the smallest number of people to make a difference…” and then he referred to the discouragement Elijah felt right after his victory because he thought he was the only prophet left, but God had preserved a remnant. Dr. Haywood referenced how Elijah refused to bow to Baal, and then Dr. Haywood continued, saying how we too will not bow to Baal. I remembered this when I watched “Return to the Hiding Place” just now, and heard Hans Poley’s quote, which I shared in my previous post.
