In Texas v. Department of Homeland Security, the court administratively stayed DHS (USCIS) from granting PIP under Keeping Families Together for 14 days. The court may extend the stay through mid-October. Plaintiff States argue PIP is an unlawful agency action. They have 60 days to address factual matters that bear on their standing (i.e. whether the program will cause actual harm, as they claim).
