GOODBYE TO A LIBERAL MSD BOARD MEMBER !
After serving two terms on the Mosinee School Board, at-large board member Amy Baumann has filed her notice of non-candidacy and will not be seeking another term. She provided a brief statement explaining her decision. Baumann is the only member on the nine-member school board who was in favor of adopting inclusive language in board policy documents as suggested by Neola, an educational consultant that develops personalized bylaws, policies, guidelines, and materials for districts in multiple states.
The Mosinee School Board on Nov. 21 voted down using gender-neutral language by an 8-1 margin. Baumann, the current board vice-president, cast the sole vote in support of Neola’s recommendations.

NEXT MSD SUPERINTENDENT 2
WHAT IS THE ACUTAL VALUE OF THAT DIPLOMA TO FUTURE EMPLOYERS? Per the Wisconsin Department of Public Instruction (DPI) 2022-2023 MOSINEE (MSD) total enrollment 1983 students, high school 603 with only 427 tested of which 51.8% were proficient in English language arts (ELA) and 44.9% proficient in math. Keep in mind 2022-2023 benchmarks were lowered compared to 2019 pre-covid targets, further reducing the actual proficiency percentages. No one has inquired what are the proficiency percentages of all other classrooms where children participate in instruction. The MSD board of education has selected 3 finalists for the superintendent position. #1 The current superintendent of Creede School District, Creede Colorado WITH A TOTAL PREK-12 ENROLLMENT OF ONLY 78 WITH AN ELA PROFICIENCY OF APPROXIMATELY 50% AND MATH A DISMAL 20% according to public school review. Creede School District is ranked within the bottom 50% of all 1,734 schools in Colorado. #2 The current administrator/director of special education in the White Lake School District, White Lake Wisconsin WITH A K4-12 TOTAL ENROLLMENT OF 168, HIGH SCHOOL 43 WITH ONLY 34 TESTED OF WHICH 17.6% WERE PROFICIENT IN ELA AND 8.8% PROFICIENT IN MATH. #3 An individual no longer employed in education but rather a land agent for the Midwest Land Group. In his 19 years in education, he was employed by 6 different school districts. ‘During his 13 years administrative tenure, he spearheaded numerous financial, construction, and real estate projects’. NO MENTION OF CURRICULUM. Finalists 1 &2 oversee very small districts compared to Mosinee with dismal student achievement levels. Finalist 3 moved through multiple districts uncommon to those employed in education and lists his expertise in construction and real estate. The former MSD superintendent received total wages and fringes of $193006, the director of instruction $156116. MSD children will not recognize their academic potential under a norm-based assessment system and must be totally engaged in Mastery Learning. All three finalists lack the resume to ensure a positive outcome. Is the Mosinee board of education exercising due diligence in considering a $190000 contract for any one of these three finalists, ABSOLUTELY NOT. This is nothing but one big mess. Any board member voting to employ any one of these three finalists should be recalled. The EXPECT THE BEST mantra is merely a façade, happy talk.

1. Open records request 9/15/2023; Please provide all correspondence and implied expectations re the superintendent candidate’s accomplishments and educational strategies as it relates to student achievement and career readiness. Please provide all written input provided by the Instructional Programs Committee and its chairperson Maple. Gorman and Maple no response, Way and Hermening request denied. 2.Multiple emails; Are you an advocate of norm-based assessment? If so, please explain in detail. If not, what would you recommend as an alternative assessment strategy and why? Gorman, Hermening, Maple, CZebro, Way, Halvorsen, Grube, Schmidt no response. Conclusion 1. Lack of preparation, 2. Unable to answer the question or little respect for district residents, arrogance. Prior multiple requests for math and ELA proficiencies pre-covid benchmarks, no legitimate response, arrogance. Student achievement: 46% of high school students tested at or above the proficient level for reading and 41% tested at or above that level for math with a 94% graduation rate. WHAT IS THE ACUTAL VALUE OF THAT DIPLOMA TO FUTURE EMPLOYERS? In conclusion, norm-based assessment does not provide student success, by nature it’s based on seat time and rigid grade level designation. With Mastery Learning a student’s aptitude is based on how long they need to master the content, and all students (given enough time and intervention) are assumed to be able to eventually master the content. Students who demonstrate high competency can continue to grow their knowledge and skill set through personalized enrichment instruction, while those who have not demonstrated mastery can receive additional personalized instruction through remedial help. Norm-based assessment is teacher centered, mastery learning is student centered individual instruction. Will the future superintendent possess the knowledge, experience, and proven results in mastery learning? Given the realization of breaking family and community ties and the financial commitments associated with relocating to Mosinee, it is imperative this candidate understand the district’s future expectations. Mediocrity can no longer be the accepted expectation, any candidate falling short can expect continuous, extensive, intensive, scrutiny. This is not a teacher problem but frankly an administration and board of education problem.

As many families live paycheck to paycheck ….
May 16, 2023, meeting. Estimated cost $20.253M additions and remodeling. $10.048M additional gym and wrestling mezzanine. Total cost $30.809M. Total principal, interest, and existing debt $66.116M. Recently completed middle school cafeteria project $4.374M of which $2.441M taken directly out of the classrooms.
September 27, 2022, meeting. Superintendent Munoz ‘we’re already levying to the max’. Business manager Brown ‘tax levy as a whole is declining there is nothing we can do short of increasing our pupil count or referendum’. Student achievement: 48% of high school students tested at or above the proficient level for reading, and 33% tested at or above that level for math. Preparation: The board reviewed the specifics only one day prior, the new gym was asked for by the public, Tech Ed, youth apprenticeship, school to work, no stated curriculum and career objectives, classrooms, and labs not in close proximity to one another. Referendum highlights: District office moved to high school, existing high school kitchen becomes new board meeting area, existing high school cafeteria becomes fitness center, new girl’s locker room, new boy’s locker room, new high school kitchen and cafeteria, new high school office, another gym, renovate parking lots. Baird: ‘begin in September for an April referendum’.

SAFETY: Zero tolerance weapons, drugs, bullying on MSD property, no pornographic material in the MSD library. Gender identity exclusively biological determination. No boys in girls’ bathrooms, no boys in girls’ sports.
STUDENT ACHIEVEMENT: Each and every child is given the opportunity to reach both their academic and career potential, from the most gifted to the most disadvantaged. Individualized education plan for ALL students. Primary emphasis in falling short of this objective lies not with the teachers but squarely on the shoulders of the superintendent and the board of education. Math and ELA are sequential foundation disciplines essential to success, yet over 50% of the MSD enrollment is not proficient in these courses. Do you as a parent have a perpetual digital portfolio of your child’s record accessible from the district? School to work and youth apprenticeship are unacceptably ignored and under-funded. Knowledge you cannot apply is nothing short of useless. Students ask your teacher; how will I use tomorrow what you teach me today?
STEWARDSHIP OF TAXPAYER ASSETS: The three most recent building projects have circumvented a referendum for resident approval. They all exceeded the $1M authority limit https://dpi.wi.gov/.../fin.../debt/school-district-borrowing or were approved as a result of the energy efficiency exemption https://dpi.wi.gov/sfs/limits/exemptions/energy-efficiency requiring signatures the lesser of 7500 or 20% of the number of electors in the last governor's general election which is an overwhelming task. Three fair questions: What percentage of your students are proficient in ELA using 2019 benchmarks. Secondly, what are your thoughts re the board of education redirecting $2,440,593 directly from the classroom to replace a 15-year-old cafeteria? Finally, re safety the superintendent indicated there were no instances of drugs in the district and president of the school board implied the only instance of possible suspension was a student selling gummies on the bus. Isn’t then a fair question to ask why the superintendent is intending a large expenditure of district funds to add two additional officers again stealing dollars directly from the classroom if safety is not an issue?

Discussion: School Board/Superintendent Communications

1. Thank you to Mayor Jacobson and the entire Mosinee City Council for approving a final budget including 2 additional school police officers as the Mosinee School District respectfully requested. The Mosinee School Board already approved substantial funding from the community service Fund 80 at the school district annual meeting to help offset the additional police expenses incurred by the city. Increasing the number of Mosinee Police Officers not only drastically increases the safety of the schools but the city as a whole. The school district will be working with Chief of Police Grams and City Administrator Gates on transition to a second officer by October 1, 2023 and a 3rd officer in the 2024 new year. This sort of gradual transition is necessary due to training and hiring protocols. The Department of Justice, Office of School Safety Director will be training district staff on threat assessment early in January. The Mosinee School District completed a safety assessment by an external consultant. The district will be using the results of the assessment to make more upgrades. School Safety continues to be the top priority in the Mosinee School District but is also the responsibility of the entire community. Staff and students regularly drill safety and are made aware of the need to speak up and say something if there seems to be a school safety risk which we encourage everyone to do as well. The school district's focus on mental health is directly related to school safety as is our work on eliminating bullying if at all possible. We continue to be thankful for a wonderful relationship with the City of Mosinee and specifically the Mosinee Police Department led by Chief of Police Grams.
