The resources were developed in a partnership between WestEd and the Special Education Division of CDE. This is an URGENT CALL TO ACTION for everyone in the disability community! Contact Governor Newsom TODAY and urge him to sign AB 2423 into law. This bill would require the state to review developmental disability service rates every two years.
AB 2423 passed the State Legislature on August 26. Now all it needs is Governor Newsom’s signature to become law in California!
Disability services funding does not automatically keep up with economic changes like cost of living and minimum wage increases. AB 2423 would require the state to keep track of the funding our system needs. The Department of Developmental Services would be required to post updated rates to their website for better transparency. These updated rates will provide valuable information to lawmakers as they make funding decisions about vital disability services and supports.
After decades of underfunding, we need to protect recent investments in the disability services system and make sure we never go back.
Please reach out to Governor Newsom and urge him to sign AB 2423 into law!

👉Please tell us about your family.
I’ve been happily married for 19 years. It’s a blended family—my wife and I each came to the marriage with a child, and they’re now adults. We have a daughter together; she’s 17, off to college next year to study music. She’s awesome!
👉What’s your favorite thing about what you do?
It’s hard to pick one thing! My passion is helping others discover their purpose in life and how to achieve it--I love talking to people, I love helping families, I love answering questions. I do in-depth evaluations of parents who are in the child welfare system, and one of the most satisfying feelings I have is finishing one of those reports—they take 20 hours of interviews and end up being around 35 pages of information and analysis, so they’re definitely a lot of work.
👉What do your patients say about you?
I often hear “I finally got someone who really wanted to listen to me.” And how about the professionals you train? They tell me that I’m good at making complicated things easy to understand.
👉What job would you have if you weren’t a psychologist?
I would be a neuroscience professor. Or a religious scholar.
👉What do you do to relax?
Spend time with my family, read, watch movies. And I’m a big Kansas City Chiefs fan! So I watch a lot of football.
👉What’s your favorite book? The Bible. It’s the only book I read in Spanish, and it’s the book I read the most.
👉And what’s your favorite movie? I love end of the world movies—anything with a lot of people screaming and running around, trying to figure out what to do.

Registration is now open for Summer Institute 2024! This year's event will take place July 19 with the theme "Preparing for Next Steps: Navigating the Educational Journey from Early Intervention to High School and Beyond."
This in-person event is for providers, educators, community members, individuals with disabilities and families. It will focus on critical topics related to key transitions that occur in early intervention, elementary and secondary education, as well as post-graduation for students with neurodevelopmental disabilities.
