As Manufacturing Momentum rapidly approaches, we would like to introduce our moderator, Scott Shelby!
Scott is a Vice President and Project Executive at JE Dunn Construction, Middle Tennessee’s largest general contractor. Scott leads large, complex projects with collaborative delivery methods and large numbers of stakeholders. His project experience includes overseeing the 1 million square foot design-build modernization program at Nashville International Airport. Scott’s diverse experience also includes Nashville’s new United States Courthouse, the terminal modernization at Asheville Regional Airport, as well as multiple projects for defense contractors and the United States Army Corps of Engineers.
He brings over 25 years of industry experience and holds a Bachelor of Science in Construction Management from Pittsburg State University.

Meet Bryan Farlow!
With over 14 years of industry experience, Bryan oversees Thomas & Hutton’s economic development and site selection activities across the US. Partnering with local and state-level economic development agencies, Bryan helps clients develop a vision for attracting industries to locate and expand in their communities through multi-faceted engineering services, including land analysis, planning, design, and site selection activities assistance. Bryan also leads efforts for corporate clients to locate, analyze, and select new locations for expanding operations in the United States.
Bryan’s previous positions at the Tennessee Department of Economic and Community Development and Jobs Ohio give him a dynamic background in workforce development, regional planning, business development, business recruitment, site development, and site certification for domestic and international industries. After departing the public sector, Bryan co-founded a site selection firm focused on foreign direct investment and first-time entry into the US market. Before joining Thomas & Hutton, his most recent role was as Client Development Manager for a nationwide science and engineering consulting firm. A graduate of Tennessee Wesleyan University, Bryan went on to the Economic Development Institute at the University of Oklahoma. He is an active member of the Tennessee Economic Development Council and Southern Economic Development Council and serves on his alma mater, Tennessee Wesleyan University’s Business Advisory Council.

Meryl Harris serves as a Target Market Specialist for TVA Economic Development. Her primary role is to actively recruit companies in the clean technologies industry to locate and expand in TVA’s seven-state region by providing site-selection services. Before joining TVA, Harris served as Director of Business Development for the Tennessee Department of Economic and Community Development where she led recruitment and project management for various industry sectors for the State of Tennessee, including Headquarters relocation Clean Energy and Life Science. Harris previously served as Assistant General Counsel for the State of Tennessee Department of General Services.
Harris graduated from Vanderbilt University, holds a Juris Doctorate degree from Belmont University College of Law and is a member of the State of Tennessee Bar Association.

Josh Ward is a Nashville native with a background in recruitment, commercial real estate, and economic development that moved to Clarksville after graduating from MTSU with a bachelor’s degree in communications. He helped countless businesses find office, retail, and warehouse space during his role as Commercial Property manager with Millan Enterprises from 2017 to 2021 and has supported IDB economic development efforts as director of Economic Development since joining the team in October of 2021.
“I am passionate about connecting companies with the right resources, land, workforce, and our great community,” said Ward. “I believe Clarksville is one of Tennessee’s top spots, not just geographically but economically.”
