From all of us at Massman, have a safe and happy Independence Day weekend!
This week, the Buck O’Neil Project Team broke ground on the replacement of the existing 1956 Missouri River crossing. Representatives from project stakeholders, including and helped kick off the critical undertaking.
On behalf of the Massman-Clarkson joint venture team, we are excited to deliver this signature project for our region and leverage our skills and expertise in our hometown. In addition to the new river crossings, the project includes enhancements to regional connectivity, safety, and overall accessibility, including a pedestrian and bike path crossing the river. Construction will continue for the next several years, culminating in the project’s opening in 2024.
Massman earned the 2021 Associated General Contractors of America Build America Award in the Design-Build Civil category for the recently completed Champ Clark Bridge. The project included the design and construction of a new Mississippi River crossing at Louisiana, Missouri, and provides the Missouri Department of Transportation, Illinois Department of Transportation, and the local community a safe and reliable structure that will serve the traveling public for more than a century.
Additionally, the project earned a Build America Merit Award in the Marvin M. Black Partnering Excellence category in recognition of the team’s emphasis on collaboration and focus on shared success.
The Construction Risk Partners Build America Awards honor AGC members who build the nation’s most impressive construction projects ranging across the building, highway and transportation, utility infrastructure, and federal and heavy divisions. These awards will be presented at AGC’s annual convention this September in Orlando.

The W.D. Mayo Lock and Dam 14 is the first lock and dam in Oklahoma as part of the McClellan-Kerr Arkansas River Navigation System (MKARNS). Located on the Arkansas River in eastern Oklahoma near Fort Smith, Arkansas, the lock is part of a system that provides a great economic benefit to Oklahoma, Arkansas, and the surrounding regions in the forms of waterborne commerce, hydropower, and recreation.
Massman led the Massman-Al Johnson-Kiewit joint venture that constructed the complex, including a 110 by 600-foot lock chamber and a 7,400-foot-long dam featuring twelve tainter gates. The project broke ground in 1966 and utilized a staged series of cellular sheet pile cofferdams to ensure safe access to the work area. It was dedicated on October 24, 1970, at a ceremony attended by former President Lyndon B. Johnson and approximately three thousand additional guests.
The Stan Musial Veterans Memorial Bridge carries I-70 across the Mississippi River adjacent to downtown St. Louis. Constructed by a Massman-led joint venture, the bridge features the third longest cable-stayed main span in the United States (1,500 feet) and two 636 foot backspans. From an innovative alternative foundation design that yielded significant cost savings to efficiently mitigating the impacts caused by record-setting high water, Massman’s management personnel effectively addressed the numerous challenges associated with constructing a major river bridge.
This record-setting bridge was also recognized by MoDOT and the FHWA as a “national model in DBE and workforce participation,” with the team being commended for achieving and exceeding all the goals set forth for the project. Today kicks off this year’s Construction Safety Week. Massman is proud to have been a founding member of this industry initiative and to dedicate the week to thanking our employees for making safety the focus of our work planning and ex*****on each and every day.
Safety Week 2021’s theme is “Be Present. Be Focused. Be Safe.” Our focus and the choices we make every day have real consequences for everyone around us. So when it comes to creating a safe and productive work environment, it is critically important that we are both physically and mentally present as individuals and an entire team.

The 30 Crossing team is making headway on the design-build reconstruction of the I-30 corridor between Little Rock and North Little Rock. Since the beginning of the year, work has progressed on a number of critical items, including the completion of the drilled shafts for the eastbound river unit and north approach. The joint venture has also opened the first piece of permanent work to traffic: a new entrance ramp onto westbound I-30.
Arkansas Department of Transportation's largest project, 30 Crossing is intended to improve mobility and safety throughout the heavily traveled corridor. The project’s centerpiece is a new Arkansas River crossing, addressing structural and functional deficiencies on the the existing Arkansas River bridge. It will also improve adjacent roadways and overpasses. The final configuration will improve both roadway and navigational safety throughout the corridor.
On a per ton-mile basis, the transportation of goods along the inland waterways has the lowest carbon footprint of any major way of moving freight, with a standard tow carrying the same amount of freight as 890 semi-trucks.
Since our earliest projects over 110 years ago, Massman has worked with public and private clients to build the infrastructure that enables this more environmentally friendly mode of cargo movement. From river lock construction and rehabilitation to dock construction projects, this critical work supports the backbone of the transportation system.
This week, the Louisiana Department of Transportation and Development (DOTD) virtually broke ground on the Belle Chasse Bridge and Tunnel Replacement Project. The project will replace the existing bridge and tunnel with a fixed-span, 4-lane bridge. The new structure will improve the connectivity on the LA23 corridor and allow for safer and more reliable access for the residents, businesses, and industries in Plaquemines Parish. The project is LADOTD's first Public-Private Partnership (P3) and will pave the way for this delivery method to be utilized on other state projects. As part of the construction joint venture building this pioneering project, Massman looks forward to helping deliver the much needed improvements.

The Champ Clark Bridge project won the 2021 Grand Conceptor Award from the American Council of Engineering Companies (ACEC) of Missouri. As a joint undertaking between Missouri Department of Transportation and Illinois Department of Transportation, the project was the first design-build project IDOT participated in, as well as the first time the design-build delivery method has been used to cross the Mississippi River in an eight-state region. As Massman’s subcontractor responsible for the design of the project, HNTB's efforts are receiving well-deserved recognition with this latest award.
Congrats to the project team!
After being destroyed by Hurricane Katrina, the U.S. Highway 90 Bridge across Biloxi Bay was rebuilt by a Massman-led joint venture.
The award-winning design-build project for the Mississippi Department of Transportation included the design and construction of a six-lane, 1.6-mile bridge across the bay that served as a vital artery for the local and regional communities.
The project required 20 floating cranes and six land-based cranes, as well as an average of 240 people working six days a week to rebuild the destroyed bridge.
The team achieved a very aggressive schedule and completed the project 45 days early, with final acceptance just 22 months after contract award. The project’s success was grounded in the strong partnering relationship with MDOT and the Federal Highway Administration.

The Norfolk Southern Corp Grand River Bridge Emergency Repairs project won the 2021 Engineering Excellence Honor Award from the American Council of Engineering Companies of Illinois (ACEC-Illinois).
Massman constructed replacement spans for this critical river crossing following the destruction of the original bridge by significant flooding and waterborne debris. The project team worked around the clock to restore rail service in just 27 days – weeks ahead of the originally estimated schedule.
