We are thankful for our partnership with World Changers, a hands on mission experience that engages students in meeting the needs of people in communities across the country. World Changers, last week assisted with construction and repairs at 10 sites on the south side of Rock Hill.

In response to storm damage from the severe storm that hit on April 20, the City and the Housing Development Corp. Rock Hill (HDCRH) are working together to help our neighbors in the Southside and need your help.
HDC stands ready to assist in the rebuilding effort with a focus on impacted exterior repairs for low-income, owner-occupied residential units without homeowner's insurance, as funds allow.

Did you know that The Housing Development Corporation of Rock Hill offers education and financial assistance to first-time homebuyers?
The first time education class is open to all Rock Hill residents interested in purchasing their first home. The class consists of three modules that give information on topics such as: budgeting, loans, choosing a realtor, and finding a home that fits your needs. Upon completion of the 3 modules, clients may become eligible for up to $5,000 in assistance.

We had a chance to reflect and celebrate all that was accomplished over the past year during our HDC Annual Meeting!
Last year the HDC took significant strides towards sustainability. The future Village at Osceola Development located in the Catawba Terrace neighborhood is set to be complete by early 2025 and will include 28 energy star efficient affordable rental units as well as 2 ADA accessible units.
Over the past year the HDC has been able to help 577 individuals maintain stable housing and avoid the hardship of homelessness.
During last years annual meeting Family Trust Federal Credit Union introduced us to the Federal Home Loan Bank of Atlanta’s Affordable Housing Program. This partnership resulted in a grant to transform 405 W. Main St. into four new Permanent Supportive Housing units, to be completed end of 2024.
We are well on our way to accomplishing our goal of 6 units by 2027!

The HDCRH is excited to announce a $539k grant in partnership with Family Trust Federal Credit Union and Federal Home Loan Bank of Atlanta’s Affordable Housing Program. This grant provides funding to develop or rehabilitate affordable housing for low-and-moderate income families. HDCRH will be utilizing these funds in our upcoming project at 405 West Main Street – where the construction of 4 permanent supportive housing units will take place. HDCRH is thankful to receive this funding and that it will assist those in the Rock Hill Community!

The HDCRH is honored to collaborate with passionate and talented community providers such as Life House Women’s Shelter. The HDCRH has donated land in support of Life House Women’s Shelter’s upcoming project of building a transitional home for the women and children of Rock Hill. We are excited to be a part of this wonderful opportunity for the Rock Hill Community. Construction for Life House Women’s Shelter’s Transitional Home is underway this month.

The HDCRH has been working alongside Salvation Army to assist those in the Rock Hill Community. Recently, we had the privilege of working with Emma McKnight. Emma was experiencing homelessness and has been working with us to find affordable housing in Rock Hill. After a few months, we are happy to share that Emma has successfully secured an offer letter for her new apartment. The HDC and Salvation Army were able to finance her 1st month of rent and initial deposit. Congratulations to Emma, we are happy to have helped you on your journey!
The City of Rock Hill, at the end of September, will submit its Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program to the U.S. Department of Housing and Urban Development for Program Year 2022-2023. A public hearing will be held to review the CAPER on Monday, August 29, 2023, at 4:00 pm at City Hall Room 373. If you require special accommodations to participate in the public hearing, please contact Corinne Sferrazza at (803) 326-2463 at least three days prior to the hearing.
There will be a 30-day public comment period regarding the 2022-2023 CAPER beginning Wednesday, August 30, 2023 and ending Monday, September 28, 2023. During this time, a draft of the 2022-2023 CAPER will be available on the City of Rock Hill’s website at www.cityofrockhill.com/cdbg . Please submit all comments or questions in writing to:

Eight buyers completed their HDCRH homebuyer education, housing counseling, and were awarded $5,000 toward their home purchases this year!
