Sometimes we get to see and experience the absolute great side of life!

On Friday, July 19th, Deputy Allen responded to a motorist assist in the county. Upon arrival, he met with a man who had graciously stopped to help a female and a family member with a blown tire. He had issues changing the tire with what was on hand and called our dispatch. Deputy Allen arrived and the 2 worked together over the next 20 minutes to get the old stubborn tire off and to get the spare safely on. And they did this in the wonderful West Texas afternoon heat of 100 degrees with zero complaints. Once the job was completed, the female and her family member went on their way...and so did this helpful citizen and our Deputy, with nothing else said or discussed.

Then, apparently the man decided he was impressed enough with Deputy Allen to call dispatch and let them know how he went above and beyond to assist (even though the citizen was already doing a wonderful thing by stopping and helping another person in need). He did not ask to be identified or called back, he just wanted someone to know that Deputy Allen did a great job. Dispatch let the Patrol Lieutenant know of this and even though we do these things every single day, it is rare it is brought to our attention in the manner of a positive phone call. He found the video from the call and grabbed a couple of screenshots.

So thank you to our good citizens and our Deputies for being who you are! We know this type of positive interaction happens all the time, but hey, this one got an extra highlight because of the complimentary phone call and we appreciate the heck out of it!!!

Over the past few weeks, we have held 2 separate swearing in ceremonies that were very well attended, with tremendous guest speakers and amazing local judges administering the oath (one of which used to work here...how cool is that?!?!), we had a wonderful Independence Day, we outfitted & equipped new people, we responded to all calls as normal, we debuted a truly impressive new protective piece of equipment that will help the entire Concho Valley, we attended budget meetings, we had regular trainings, and then we settled down for a brief second....

Aaaaannnnd then we got going again and got all 6 of our new Deputies fully enveloped into the Sheriff's Office, to include an initial training week of just refreshers and tactics based subjects. Aaaaannnnd now, as of end of day today, you have ALL 6 new Deputies assigned to a Field Training Deputy, ready to be guided and mentored through the next 4+ months of training to get them to the point of being able to solo Patrol all 1500+ miles of Tom Green County. SHERIFF'S DEPUTIES ARREST CHILD PREDATOR

On Tuesday, July 9, 2024, the Tom Green County Sheriff's Office received a request for assistance with a child exploitation investigation from the Ouachita Parish Sheriff's Office in Louisiana. A suspect had been identified and was believed to be living in San Angelo, Texas. The Tom Green County Sheriff's Office immediately began conducting a follow-up investigation. With the totality of information, probable cause was developed and used to obtain a search and arrest warrant. The Sheriff's Office then executed the warrant on Wednesday, July 10, 2024 at approximately 8:30 a.m. in the unit block of East 33rd Street.

The suspect, Joshua Fulton, 32yoa, was taken into custody for Online Solicitation of a Minor Under 14. The Sheriff's Office acted expeditiously with this investigation due to the possibility of a contact victim. Fulton, a registered s*x offender, has priors for S*xual Assault of a Child and S*x Offender Duty to Register. This investigation remains open and further charges may be forthcoming. While conducting a lawful search of digital evidence, the sheriff's office has reason to believe there may be other child victims of s*xual exploitation. If you believe you or your child may be a victim of Fulton, the Sheriff's Office asks that you contact the Tom Green County Sheriff's Office or your local law enforcement agency and reference this investigation.

The Tom Green County Sheriff's Office remains steadfast in their resolve of actively investigating crimes of child exploitation.

OVERNIGHT STABBING INCIDENT RESULTS IN DEATH OF SAN ANGELO MAN, SUSPECT ARRESTED AND CHARGED WITH MANSLAUGHTER.

The Tom Green County Sheriff's Office is investigating the death of a San Angelo man that occurred in the 1200 block of Vines Road in Tom Green County. Deputies responded to the area at approximately 11:53 PM in reference to a report of a stabbing victim.

Deputies arrived and found the victim, identified as Layne Lubke, 23 YOA, of San Angelo in the backyard suffering from a stab wound to the upper left chest area and a stab wound to the left side abdominal area. A second individual at the scene, 24-year-old Shae Shepherd of San Angelo was attempting to apply direct pressure to the wounds. The victim was subsequently transported by ambulance to Shannon Hospital where he was pronounced deceased.

Preliminary investigation indicates that Lubke and Shepherd had spent Sunday afternoon together drinking at bars in San Angelo. The pair were called back to Shepherd's residence by his girlfriend who claimed she had heard gunshots in the area and subsequently heard the sound of someone breaking into her residence. After arriving at the residence, Shepherd armed himself with a pocketknife and proceeded to the rear of the residence where he encountered Lubke coming from the other direction. In the confusion of the moment and under the apparent influence of alcohol, the defendant, Shepherd stabbed Lubke, resulting in his death.

Investigators located no evidence of an intruder.

Shepherd was subsequently arrested for the offense of Manslaughter and booked into the Tom Green County Detention Center. This is currently an active investigation.

Anyone with information about this investigation is requested to contact the Tom Green County Sheriff's Office, Criminal Investigation Division at 325.655.8111.
