Our Humphrey Family & Friends also figure prominently during the fellows arrival, settling in and orientation. A highlight is meeting at Onondaga Lake Park for a picnic on a perfect summer's evening, to celebrate the start of another Humphrey year.
Humphrey fellows have been getting out and about this week, as they get to know the larger Syracuse area: its opportunities, its challenges and some of what makes the region special.
They went on an economic development walking tour of downtown Syracuse, which concluded with lunch at an international food hall. They also ventured out to the Finger Lakes village of Skaneateles with the ever-popular boat tour on the lake and concluded the with volunteering at the Samaritan Center, serving more than 200 meals to guests. All in all, a myriad of ways that provided fellows a sense of place in and around the Syracuse area.
We are thrilled to welcome the new cohort of Humphrey fellows to Syracuse University! Before they begin the process of settling in and getting to know the program, they get to know each other with Icebreaker Bingo!

Humphrey alum visit alert!
Umar Kiyimba (Uganda, 2016-2017) stopped by Maxwell during a visit to New York City for his work as Head of the Election Management Department of the Uganda Electoral Commission. He also visited with his host family Frank and Sandy.
Umar was one of 60 members of the African Union Election Observer Mission to South Africa for its elections at the end of May.
While at Maxwell he also had the opportunity to meet fellow Ugandan Pearl Natamba, who is currently a Mandela Washington Fellow at the Maxwell School.
2021-2022 Syracuse Humphrey alum Burhan Rasool (Pakistan) wrote, Technology in Policing, that has now been published by the National Book Foundation in Islamabad. Originally intended as a training manual, Burhan states the book has undergone a substantial evolution, now focusing on critical aspects of technology adoption and cultural change within his country’s policing system.
He incorporated some theories and case studies from the Humphrey Seminar, Managerial Leadership and tapped into insights he gained as Project Director for the Computerization of Police Stations in Punjab.
Congratulations to 2018-2019 Syracuse Humphrey alumni Mavrick Boejoekoe (Suriname) and Magda Monteza (Panama) and 2018-2019 UC Davis alum Irina Mkrtchyan (Armenia), who have been awarded the Collaborative Alumni Project (CAP) by the US Department of State and the Institute of International Education.
They will launch the "Building the Basis for Introducing Sustainable Governance Practices in Waste Management and Sustainable Mining" project in August. The project will be implemented in Armenia, Panama, and Suriname.
The CAP is a pilot launched for all eligible Humphrey alumni interested in projects to further collaboration to address global challenges, share expertise and best practices in their fields, and strengthen partnerships within the Humphrey network.
2018-2019 Humphrey alum Anton Shevchenko (Ukraine) is working on information support to Ukraine's explosive ordnance victim community grant provided by American Councils for International Education.
In the past year, he's been involved in two major initiatives aimed at linking humanitarian and recovery priorities in Ukraine. More details will be in the upcoming newsletter.
He's pictured briefing the leadership of the Republic of Slovenia’s Ministry of Foreign and European Affairs on explosive hazard challenges in Ukraine.
2019-2020 alumna Barbara Barrios Dumanoir (Panama, pictured left) was recognized by the Ministry of Social Development for her collaboration and commitment to the elderly in Panama. She’s been working with the National Technical Commission for the Promotion of Healthy Aging along with the group that prepared the Pact for the Rights of the Elderly that was signed by all the presidential candidates of Panama. 2009-2010 Syracuse Humphrey alum Ni**od Goren (Israel) was interviewed on National Public Radio in the U.S. providing an analysis about the recent resignation of Benny Gantz. Ni**od is a senior fellow for Israeli Affairs at the Middle East Institute and president and founder of Mitvim, the Israeli Institute for Regional Foreign Policies.

PA-based fellows Zaur Allahverdiyev (Azerbaijan), Grecia Vasquez (Guatemala), Sanam Rasool (Pakistan) and Ana Villarreal Garcia (Costa Rica) to thank their professional affiliation hosts.

2019-2020 Humphrey alum Barbara Barrios Dumanoir (Panama) was a moderator representing her country at the Latin American and Caribbean Forum during the annual conference of NAFSA: Association of International Educators that took place in New Orleans, Louisiana.

While Washington, DC is a popular PA location, other cities also serve as host locations, as with Marcelo Funes' (Argentina) professional affiliation.

Ghulam Jan Naseer (Pakistan) is helping both city and county governments in Syracuse on procurement systems and strategies during his professional affiliation.
Syracuse Humphrey Fellows are currently engaged in their professional affiliations, weaving their expertise and experience at Maxwell to create impact at their PA hosts.
Sometimes graduation weekend brings Humphrey alums back to campus. 2022-2023 Humphrey alums Niño Raymond B. Alvina (Philippines) and Maria Margarita Musante (Argentina) re-connected during Convocation weekend. Niño was also able to meet current 2023-2024 Humphrey fellow Ghulam Jan Naseer (Pakistan) who's conducting his professional affiliation in Syracuse.
Barbara Barrios Dumanoir (Panama, 2019-2020) was invited to be a member of the International Scientific Committee of the Scientific Journal “Estudios e lnvestigaciones”, published by Universidad Iberoamericana of Paraguay, and to collaborate as a reviewer evaluating articles.
The journal is interdisciplinary, covering the areas of social sciences, humanities, health, legal, economic-business, natural, communication and science and technology. It's published biannually in Spanish, English and Portuguese.

Syracuse Humphrey fellow Cristina Virlan (Moldova) is a Rotarian in Chișinău and had the opportunity to recently attend Rotary International’s multi-district conference in Binghamton, NY. She was invited by Syracuse Sunrise Rotary, who has welcomed Humphrey fellows as speakers at their weekly meetings for many years.
Cristina was a presenter during the conference, discussing Peace and Conflict Resolution: An Eastern European Perspective. Besides networking with Rotarians, she was also able to re-connect with Angela Sullivan, member of the Ithaca Rotary Club, who recently presented a session on grant writing to the Syracuse Humphrey fellows. 📷 Cristina Virlan
Before their time on campus as Humphrey fellows wrapped up, Grecia Vasquez (Guatemala) and Ana Ruth Villarreal (Costa Rica) took time to see the Harriet Tubman National Historical Park to learn about this 19th century abolitionist, who was born enslaved and was a conductor on the Underground Railroad, leading about 70 people to freedom.
Grecia was also among those hosting the final Spanish Culture and Conversation Table of the semester, which also included Humphrey alumna Margarita Musante (Argentina), who is now an Executive Master of Public Administration student. 📸Grecia Vasquez
Trim Berisha (Kosovo) was the third Syracuse Humphrey fellow selected for the Community College Residency Program (CCRP) and the second to visit Cowley Community College in Arkansas City, Kansas.
During the week he engaged with leaders, faculty, and students, exchanging knowledge while gaining insights on the role of community colleges in the U.S. higher education system.
He also met with the local Chamber of Commerce representatives and community during presentations about his work and Kosovo's heritage. He states that the warm reception he received has made a lasting impact and he looks forward to more cross-cultural experiences with the community. 📷 Trim Berisha
Sanam Rasool (Pakistan) was a Community College Residency Program (CCRP) participant at Cowley Community College in Arkansas City, Kansas in April. During the week she met with the president and vice-president of the community college and presented to the college community and the chamber of commerce about Pakistan and her work in public administration.
She also toured a museum in Wichita and visited Etzanoa, a historical city of the Wichita people that flourished between 1450 and 1700 and located in present-day Arkansas City.
“My meetings with the College Administration, including the President and Vice President of Academics, provided invaluable insights into the inner workings of Cowley Community College. Understanding the priorities, challenges, and aspirations of the institution will serve as a guideline for me to identify potential areas of collaboration in the future,” Sanam reflected.

Cristina Virlan (Moldova) organized a movie screening of Siberia din Oase (Siberia in the Bones), about deportations of Moldovans by Soviet authorities in July 1949. Cristina introduced the film and moderated the discussion afterwards. The screening was sponsored by the Central Asian and the Caucasus Initiative (CACI) and Center for European Studies (CES), regional centers of the Moynihan Institute of Global Affairs.
It’s come to that bittersweet time of year when we celebrate the Humphrey fellows during their Year-End Celebration.
Grecia Vasquez (Guatemala) and Zaur Allahverdiyev (Azerbaijan) were selected by their peers to deliver remarks on behalf of the cohort and Ghulam Jan Naseer (Pakistan) compiled images of the year as seen through the eyes of the fellows themselves. Humphrey seminar faculty lead Catherine Gerard offered thoughts framed around quotes from Hubert H. Humphrey.
We also recognized our fantastic Humphrey Family & Friends, many of whom have been host families for more than 10 years!
The highlight was the awarding of the certificates— from both the Department of State and the Maxwell School.
