Today, Chief Kidd of the Buda Police Department testified before the Texas House Committee on Homeland Security & Public Safety about how the BolaWrap helps de-escalate situations and is leading to a safer Buda community.

"Good morning Chairman Guillen, Vice-Chair Johnson, and committee members. For the record, my name is Bo Kidd, and I am the Chief of Police for the City of Buda, Texas. I’ve been a Texas peace officer for 30 years, serving at all levels of law enforcement and in a variety of roles, including as a Patrol Deputy, Narcotics Detective, Patrol Sergeant, and Captain while with the Hays County Sheriff. I also spent more than a decade on the multijurisdictional SWAT Team, including two years as SWAT Commander before leaving to serve as Chief in Buda, where I’ve been for the last 14 years.

Let me first say “thank you” to this committee – the interim charge being discussed today is an important one. When I started in law enforcement, I was given a gun and an ASP (club). That’s it. Since then, we’ve seen rapid technological advancements that have been instrumental in saving lives and reducing injuries.

We often say that the most important tool an officer has is their ability to communicate… but there are times when attempts to effectively communicate and deescalate simply can’t solve the problem. That’s when these less-lethal and non-lethal tools can make a huge difference. These tools provide an officer with options to overcome resistance or threats in a much safer manner for both officers and citizens.

In Buda, we are fortunate to have many less-lethal and non-lethal options at our disposal. The most recent addition to our tool set is the BOLA Wrap. And let me note right here, I have no affiliation to BOLA Wrap, nor am I being compelled to talk about this tool – it just so happens that we’ve had success with it and it fits perfectly with today’s discussion.

The BOLA Wrap is not even a “less-lethal” device as it causes no pain or risk to a suspect. It’s a deployable restraint. It uses a horizontal laser to identify a target, and once activated, it deploys a Kevlar cord, which wraps around the upper or lower torso of a suspect, temporarily preventing them from moving. I thought it looked like what SpiderMan did in the cartoons...

What appealed to me as a veteran law enforcement officer was that the BOLA Wrap didn’t cause pain or injury. This is key, as in my career I have seen an ever-increasing number of mental health calls where people are suicidal or in some sort of mental health crisis. We rarely had calls like this early in my career, but now they are almost a daily occurrence. It is the new norm in law enforcement.

These types of calls can be challenging and sometimes dangerous. We are often forced to detain persons for their own protection or others, and further, to get them help and treatment. And when they aren’t interested getting that help, we sometimes have to use force. We have all seen or heard of horrible outcomes in situations like this. It has always bothered me when we have used force on persons that haven’t committed a crime… they just need our help.

I thought the BOLA Wrap would be an ideal option in situations like this. And it proved to be true. Within the first month of deployment, we had a call where a woman was a danger to herself but didn’t want to go with the officers. The BOLA Wrap was used and she was safely taken into custody without pain or injury. This is one of many examples, and why we’re a better police department because of the product.

Let me close by saying that I am not suggesting any existing tools should come off of an officer’s belt — I’m simply encouraging us to look at adding new tools which can make for better outcomes. I want my officers, county and state law enforcement, our schools and the criminal justice system to have every option available to them. With more options for varying degrees of force and de-escalation, we can become better at what we do, making policing safer for officers and citizenry alike.

I am grateful and honored to testify before you today, and I welcome any questions you may have. Thank you."

Over the last two years, the Loveland Police Department has been integrating a new tool to handle situations in a way that can minimize injury or harm all with the press of one button.

The department began using Wrap Technologies’ BolaWrap device in early 2022 after officials were able to see a demo of it in use. The handheld unit can be used to fire a nearly 8-foot tether, wrapping up the legs or torso of someone who is hit with it.

“Anytime there is a new technology that can give us a tool for our officers to … use a de-escalation device and … not have to put their hands on somebody, you are going to research that tool, and that is what we did,” said Assistant Chief Laurie Scott.

From this point, the department gradually began training officers in how to use the device and equipping them with it. The device and its training is voluntary as of now, two years after implementation, with about 30 officers trained and equipped; Hannah Gleditsch, social media specialist, added that many other officers have shown a serious interest in training and getting one as well.

The small, yellow remote can fit alongside an officer’s belt of equipment for handling various situations. When needed, a trained officer can take out the device, aim at the target with the aid of a horizontal green laser line and press a button on top to fire.

With a loud pop, the device will then shoot out a 7.7-foot Kevlar tether with two hooks on either end, spinning toward wherever it is aimed. So long as the officer is the appropriate distance from the suspect and not obstructed by any environmental factors, the wrap will, in the blink of an eye, wrap around the suspect, hooking into their clothes and stopping further movement.

The device is “strategically engineered with Wrap’s no-harm guiding principle to proactively deter escalation” to safely restrain people from a distance according to Wrap’s website. The website says the company’s goal is to enhance the relationship between law enforcement and the community, adding “only in a world where individuals have unwavering trust and confidence in public safety agencies to safeguard their personal safety and well-being can there be a sense of security and peace within communities.”

LPD Officer Burke Baldwin, who has trained with device and used it in the field on a handful of occasions, said that the hooked ends could cause slight pain but ideally will cause no pain at all. He said in a desired situation, the tether will wrap up a suspect’s feet, leaving him able to break his fall safely since his hands are unrestrained.

“It is something that could be used in situations that may not raise to the level where we might need to taser somebody,” he said. “Unlike a Taser — other than if you get poked — it doesn’t cause any pain. The taser causes quite a bit of pain.”

Baldwin and Scott both said the use of the device will be based on the situation. Scott said this could range from someone suffering from a mental health crisis — which she said is a founding philosophy for Wrap — or under the influence and unable to comprehend verbal commands from officers. It has also been used in Loveland when officers are trying to detain suspects for a crime but they are refusing to be taken into custody.

In one incident in late 2023, Baldwin and another officer had been notified a man in downtown Loveland had been exposing himself to several people. After they located the man, he refused to be arrested and kept walking away from them, Baldwin said. Once he was a safe distance away and in an open space, Baldwin used the device to wrap up the man’s legs, causing him to fall to the ground and Baldwin arrested him.

Wrap highlighted the incident in a YouTube video posted earlier this year, praising the use of the device to take the man into custody without any injury to anyone.

The department implemented the device as another tool for officers to handle situations and lessen the possibility of injury during police contact.

Baldwin said the device gives them another option when assessing situations and trying to figure out how to safely detain someone.

“Obviously if someone is shooting at us, we are not going to try to BolaWrap them, if someone is charging at me with a knife, the BolaWrap isn’t going to be the right tool,” he said. “But if (there) is somebody we have to arrest, we have that duty to go arrest them, this is a great option that allows us to interrupt their thought process, try to restrain their movement and do that without just running up and grabbing onto them, which is usually where things start to go sideways for us.”

Scott said she sees the device moving toward the same level of issuance as the Taser for LPD officers.

“Looking at LPD and how we have hit the rest button under Chief Doran and our goals and values, we are looking for excellence,” Scott said. “This is one of those tools that really can give our officers another tool to seek that particular value. It is getting the trust of the public, knowing we not only are training our officers and training them on the latest and greatest, but we are including technology in that …to minimize force.”

The local police of Ciampino have equipped themselves with new technological and cutting-edge devices. Thursday morning, as part of the day's celebration for the 133rd anniversary of the foundation of the body that replaced the municipal police (or as they were once called, the urban guards), some important tools that help agents in their work were presented. Among these is the BolaWrap, which shoots a lace up to three meters away to non-violently immobilize the arms and legs of a potential aggressor or anyone who, perhaps under the influence of drugs or alcohol, or with health problems, does not comply with the verbal commands of the agents. In some of the demonstrations held on the green area of Viale Aldo Moro, near the Ciampino police station, these new tools were also presented. Mayor Emanuela Colella, who also attended the demonstrations, emphasized the innovation brought by these tools. Commander Roberto Antonelli underlined that the goal is always to reduce the level of force used by agents, relying more on technology to ensure safety for both officers and citizens. The BolaWrap, in particular, has been defined as "a flower in the buttonhole" of the local panorama. A daily reference point for public safety and national security that in the last 35 years has managed to renew itself, responding to new challenges.

In addition to these new tools, the agents of Ciampino are also equipped with electronic handcuffs and telematic systems for innovative operations. Our agents, guided by luminaries such as Commander Roberto Antonelli, demonstrate deep respect for the rule of law, responsibility, and appreciation of the collective sentiment towards the police.

The tools that have been requested to respond to growing concerns related to the increased complexity of urban control and the commitment to safe management of the city were showcased with an operational demonstration. Moreover, the event featured prominent figures like Emanuela Colella and Francesca Sensi, illustrating the importance of these innovations for modern law enforcement. This innovation underscores the continuous evolution and commitment of the Ciampino local police in adopting state-of-the-art technology to ensure the safety and security of the community.
