The Pipeline That Survived Four Years of US Sanctions: Will it Finally be Completed?

Nord Stream II has reached its final sprint. Since 2017, US policymakers have promised that the successive rounds of US sanctions would terminate the project and reduce Russia’s “malign influence” on the European continent. The year is now 2020 and the project is 93% complete with 160 km left of construction, but the intrigue isn’t over; a another threatening sanctions package is currently seeking approval from the US Senate.

Will this be enough to terminate the project or is it too late? Together with Yury Borovsky, a distinguished professor at MGIMO's Department of International Relations and Russian Foreign Policy, we will seek to uncover the effectiveness of these sanctions, the Russo-European energy relationship and dive into the historical context of US sanctioning efforts against Russian oil and gas pipelines. We conclude with a forecast in light of American elections in November.

This past week, the British Intelligence and Security Committee of Parliament released the much-anticipated , in which it described Russia as "fundamentally nihilistic." This, however, represents a popular myth in American and British thinking when it comes to Russia.

The truth is, and as Ru-PAC President Hunter Cawood argues, "Russia, like most countries, has a foreign policy that is typically driven by economic self-interest. Whether it’s in Syria, Ukraine, Venezuela, or elsewhere — Russia’s motivation for intervening is to protect its economy and the billions of dollars that are represented by contracts it has with such countries. However, the country is also guided by the ethics of utilitarianism. That is, Russia wants to do the most good for itself and its citizens, but also people around the world. RIAC :: Recommendations for American Policy and Priorities Towards Russia

In his article with the Russian International Affairs Council, Ru-PAC President/Founder argues that since 2014, there has been a significant decline in Russia-U.S. dialogue. Instead of attempting to work out the differences between one another, the has stepped away from any semblance of real diplomacy with Moscow and has instead tried unsuccessfully to isolate through sanctions and other means. That strategy has made matters worse, while simultaneously failing to achieve anything of real substance.

The United States gains nothing by continuing a policy approach that doesn't work. What the United States should do instead is reinstate a policy of engaging Russia on all matters where there are overlapping interests. This policy should include high-level, regular dialogue between both countries' executive branches as well as policymakers from Congress and Russia's Federal Assembly. That dialogue can start with mutually beneficial topics for both countries and graduate to issues that are circumstantially harder to reconcile.

Whether it is arms control, fighting terrorism, climate change, or ensuring economic stability across the world — the two sides simply need to engage in dialogue to find common ground. That common ground will likely lead to stabilizing solutions that advance the interests and security of both countries.
