Election 2024: Forecasting the Impacts on Federal IT Programs

As the Fall of 2024 approaches, many in the government contracting community are looking toward the upcoming federal election with wonder and, in some cases, concern about the impact of the election outcome on our industry. At first blush, one might assume that there could be significant impacts on contracting budgets depending on who wins the White House and Congress. Does the data bear out those fears? What should savvy contractor companies be doing to prepare for the outcome of the election?

Through our history, M3 Government Services has conducted market assessments on the federal contracting industry spanning four administrations, and these assessments show that federal contract spending continues to remain strong, especially with growth in the IT modernization, AI/ML, data analytics, cybersecurity, and across the national security and health sectors. In fact, over the last four administrations, we have seen a steady increase in federal IT spend across all cabinet level departments.

So, let's finish 2024 strong and focus on what value your organization can bring to the federal marketplace.

As I read through the stack of proposals we have to submit before the end on the month I thought I would share something I keep trying to emphasize to our clients.

You can't credibly claim thought leadership in a proposal. It’s too late. If the customer doesn't already think of you as a thought leader, what will they think about that unsubstantiated claim? At best it won't affect your evaluation score one bit. At worst it will hurt your credibility. Doesn't being a thought leader require providing leading thoughts? What does claiming leading thoughts and not providing any do for your image?

Thought leadership is more about trust than knowledge and not at all about image. Simply claiming it can backfire. When you get to the proposal phase, instead of claiming thought leadership you must demonstrate thought leadership. The way you demonstrate it is through insight. And the only insight that matters in a proposal is that which impacts your evaluation score.

Good luck to all the small businesses out there, as we enter the last month of the government's year.

📰 DOD Releases National Defense Industrial Strategy Interim Implementation Report

The Department of Defense (DoD) today published the National Defense Industrial Strategy (NDIS) Interim Implementation Report, detailing the progress that DoD is making toward implementing the actions laid out in the NDIS.

"This report conveys the commitment that the Department has made to achieving the priorities outlined in the National Defense Industrial Strategy since January," said Assistant Secretary of Defense for Industrial Base Policy, Dr. Laura Taylor-Kale. "Among other activities, we are increasing our domestic production capabilities, educating and training the current and future defense industrial workforce, exploring new ways to lower the barriers to entry for small and non-traditional businesses, and strengthening collaboration with allies and partners."

WOSB Update:
On May 30, 2024, the U.S. Small Business Administration (SBA) Administrator issued a program update to firms participating in the Women Owned Small Business Federal Contract Program (WOSB Program). The announcement provided SBA certified Woman-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) an additional year of eligibility to those firms whose three-year certification renewal date occurs between June 1, 2024, and May 31, 2025.

This means WOSB Program participants whose renewal date is on or between June 1, 2024, and May 31, 2025, will not need to complete a three-year Renewal until June 1, 2025.

Firms that have already submitted a renewal application and their three-year expiration date on or between June 1, 2024, and May 31, 2025, these recertification applications will be administratively removed by SBA.

Participants must continue to meet the WOSB or EDWOSB requirements at all times while certified. Specifically, firms should remain aware of the regulation at 13 C.F.R. § 127.401: “Once certified, a WOSB or EDWOSB must notify SBA of any material changes that could affect its eligibility within 30 calendar days of any such change. Material change includes, but is not limited to, a change in the ownership, business structure, or management. The notification must be in writing and must be uploaded into the concern's profile with SBA.
Additionally, the method for notifying SBA can be found on https://WOSB.certify.sba.gov. A concern's failure to notify SBA of such a material change may result in decertification and removal from SAM and DSBS (or any successor system) as a designated certified WOSB/EDWOSB concern.
