Today’s historic levels of homelessness represent a massive failure of public policy across multiple systems – including the homeless assistance system itself. Many homeless adults first experienced homelessness as children or youth, did not graduate from high school, and/or suffered various adverse events at the earliest stages of life.
To truly stop the cycle of homelessness, we must expand our vision: policymakers and leaders must focus equal attention and resources on children, youth, and families: infants, toddlers, school-age children, young adults, expectant parents, and caregivers. Every person who experiences homelessness – from before birth through old age – deserves respect and dignity.
We urge local leaders to reject criminalization and to instead embrace tailored solutions to prevent and address homelessness along the full continuum of life.
A new investigation by The 74 reveals how hundreds of U.S. high schools have wrongfully refused entry to older students, highlighting critical issues faced by immigrant youth and the importance of ensuring they receive the education they deserve. SchoolHouse Connection recently submitted testimony to the Senate and House Appropriations Committees, advocating for $800 million in Fiscal Year 2025 funding for the Education for Homeless Children and Youth (EHCY) program. This amount would maintain the funding levels we saw with the pandemic-era American Rescue Plan Act's bipartisan Homeless Children and Youth amendment.
💥 Much more support is needed in Congress. But with your continued help, our advocacy has already seen:
👉 123 House members signing the FY25 letter request for EHCY and RHYA funding, compared to 86 members who signed the FY24 letter.
👉 37 House members signing on to support EHCY/RHYA for the first time ever.
👉 28.2% of the entire House of Representatives signing our letter.
👉 2 members of the House Appropriations Committee breaking with the tradition of abstaining from public letters to the Committee.

👉 34 Senators signing the FY25 letter request for EHCY and RHYA funding, compared to 👉 31 Senators who signed the FY24 letter.

"These children that we find in our city that are unaccompanied, they don't have one adult in their life that they feel like cares for them. And a lot of times, we were that person," shares Janet Scott, a Social Worker for the Families In Transition-FIT Program of Rochester City School District. After September, her position will be dissolved. Without additional funding sources, countless school district staff positions created and sustained under ARP-HCY will be forced to abruptly end this fall, leaving many children and youth experiencing without the lifelines of support these champions offered.
