I. Development
A. B. C. We support the preservation of our environmentally sensitive hillsides. D. E. II.
We support responsible development that is consistent with our “low density” General Plan. We support responsible development of Old Town that preserves the history and rural character of our Town Center. Development in these areas must:
1. allow for quick and safe fire evacuation.
2. be consistent with adjacent housing densities.
3. preserve sensitive habitat.

sta developments proposed in our City’s environmentally sensitive hillsides and currently going through entitlements with the County of Orange must be consistent with the adjacent Yorba Linda development standards. We do NOT support State mandated affordable housing. We believe the City of Yorba Linda should act in accordance with the language the City put forth in Measure I, which voters were led to believe would lessen the burden of affordable housing for the future. Measure I should NOT be used as a method to build “high-density” market rate housing in sites that were designated as affordable and that the majority of residents have stated repeatedly they do NOT support. We support the development of:
1. an equestrian facility with access to the trail system.
2. a cultural arts center.
3. adequate parks and athletic fields to meet the needs of a growing recreational community.
4. a multi-purpose cultural / recreational use of the former 32-acre Friends Christian High School site.
5. reasonably priced community facilities. Fiscal Responsibility
A. The City’s Landscape Management Assessment District (LMAD), must be fair and equitable to all property owners and taxpayers throughout the City.
1. Each of the 25 local landscape zones and 3 arterial zones of the LMAD must have adequate funding to pay for the “special” benefits received within each respective zone or sub-zone. Consequently, each neighborhood, housing tract or homeowners association within a local zone, sub-zone and arterial zone must pay for the “special” benefits it receives.
2. It is unacceptable for General Fund money and the taxpayers-at-large to subsidize local zones, sub-zones and arterial zones where individuals, neighborhoods and homeowners associations receive a special benefit. General Fund money should only be utilized for “general” benefits that reward all taxpayers and residents. We believe our City Council and Staff must be fiscally accountable to the public. They are the caretakers of our money.
1. All major City contracts should be competitively bid on a regular basis.
2. City fees and salary increases should be carefully reviewed in light of the available revenues and their impacts on our current programs, resources and residents/taxpayers.
3. Public salaries should be commensurate with those they serve. III. Preservation
A. We support the preservation of our:
1. “low-density” zoning.
2. historic properties and equestrian heritage.
3. “semi-rural” nature and character.
4. environmentally sensitive hillsides.
