**Mandatory Dog Registration and Vaccination in Luangwa District**
Luangwa Town Council is hereby notifying all dog owners within the district that on the 22nd of July, 2024, officers from public health section and Veterinary Officers will commence a dog registration and vaccination to ensure adherence with the Registration and Control of Dogs Act of 2006, Chapter 247 of the Laws of Zambia.
The Council highlights the importance of this initiative, warning that non-compliance will result in the removal of unregistered dogs across the district following the conclusion of the exercise.
Kindly be advised that the registration and vaccination fee amounts to k150 per dog.
The designated vaccination centres for your convenience are as follows:
Monday: Wipers Ground from 08:00 to 16:00
Tuesday: Chidada Preschool from 08:00 to 16:00 (Kabila and Chidada)
Wednesday: Maozeka Junction from 08:00 to 16:00 (Kamoba and Soweto)
Thursday: Chiyende Yende Child Fund from 08:00 to 16:00 (Mandombe and Chiyendeyende).

Luangwa District Celebrates Major Development Milestones and New Initiatives
Luangwa – 20th July 2024
Luangwa District Commissioner, Mr. Luke Chikani chaired a Special District Development Coordinating Committee (DDCC) meeting on 17th July 2024, held in the Council Chamber at the Civic Centre.
In his opening remarks, Mr. Chikani highlighted that since 2021, Luangwa District has experienced significant development through the implementation of CDF projects under the leadership of the Republican President, Dr. Hakainde Hichilema.
Mr. Chikani explained that the purpose of the special DDCC meeting was to discuss the service charter adopted by the council and to provide an update on the implementation of the road fund.
Meanwhile, Luangwa Town Council Secretary, Mr. Stephen Malenga discussed the registration of vehicles as per the Constitution Amendment Act of 2016. He explained that the function of vehicle registration has been devolved to the Local Authority, so RTSA is now collecting funds and apportioning them across the local authorities, which will be utilized for road maintenance and construction
Additionally, the council staff gave various presentations. The Engineering Department's Fire Brigade section explained that it is mandatory for business owners to engage fire and health officers to inspect their premises before establishing their business and obtaining the necessary fire and health certificates.
The Council offers short training sessions for those interested in learning how to handle fire emergencies and use fire extinguishers.
Under Planning Department 's public health section, the Council offers solid waste collection services for institutions, residential, and business premises, and also provides pest control services, including dog vaccination, registration, and control of insect infestations, as well as the medical examination and certification of food handlers for public food providers.

Luangwa Town Council, under the Department of Planning's public health section, continued to spearhead the Keep Zambia Clean, Green, and Healthy Campaign.
The Council staff, under the guidance of the Council Secretary Mr. Stephen Malenga, actively participated in the cleanliness activity .
Mr. Malenga also diligently inspected the marketplaces, the harbor, and the Devolved Ministries to ensure strict adherence to the regulations, not only for the promotion of a healthy environment but also for the overall well-being of the community.
During the inspection, the Secretary of Luangwa Mini Fish Traders, Ms. Grace Ngulube, emphasized the company's responsibility to ensure that all business owners maintain cleanliness in their surroundings before commencing operations.
She underscored the crucial role of promoting sanitation to prevent potential health risks for customers, highlighting that flies, originating from garbage, pose a significant threat by contaminating food items.
Further, the Council encourages community members to uphold cleanliness beyond the scope of the Keep Zambia Clean Green and Healthy campaign.

95 students Graduate in Various Skills Training, Under Feira CDF Sponsorship

149 students graduated from DZALO Skills Training Centre in Luangwa District, having completed training in various skills.
The event was graced by the Luangwa District Commissioner, Mr. Luke Chikani, who praised the DZALO Training Centre for its dedication to inspiring, challenging, and preparing students to pursue careers aligned with their values.
This marked the first-ever graduation ceremony for DZALO Skills Training Centre.
Notably, 95 students graduated under the sponsorship of the 2022 and 2023 Feira Constituency Development Fund (CDF).
The President of the Republic of Zambia, Mr. Hakainde Hichilema underscored the importance of such initiatives in empowering young individuals with pertinent and appropriate skills tailored toward fostering job opportunities and entrepreneurship.
Mr. Chikani added that skills development is essential for driving social economic development "at District and National level".
Meanwhile, the Council Chairman, Mr. Lawrence Shaba expressed gratitude towards the Government for implementing the CDF, which has significantly enhanced the livelihoods of youths in Luangwa District.
Further, the Acting Council Secretary, Mr. Mainda Mudenda, who also serves as Director of the Engineering Department, urged the graduates to utilize their acquired skills by establishing cooperatives and utilizing the CDF grants to kickstart their entrepreneurial ventures.

Highlight of the Keep Zambia Clean Green and Health activity

Luangwa Town Council Chairman, Mr. Lawrence Shaba, presided over a ranking ceremony on 27th June,2024 for council police officers, promoting:
- Mr. Syrus Ngoma from Constable to Senior Sergeant
- Mr. George Kanyama from Constable to Sergeant
- Ms. Merry Phiri from Constable to Corporal
- Ms. Helen Phiri from Constable to Corporal
Mr. Shaba encouraged officers to pursue further education, emphasizing that age should not be a barrier.
Meanwhile Council Secretary, Mr. Stephen Malenga, highlighted the officers' duties: maintaining law and order, exhibiting discipline, protecting council property and employee safety, and participating in parades. He announced that officers are now authorized to use tasers and the need for impartiality, responsibility, and securing permanent employment status.

Luangwa Launches Child Health Week: Vital Services for Children Across the District
Luangwa - 25th June 2024
The Luangwa Town Council, through the Ministry of Health, has joined the rest of the country for the first round of Child Health Week in 2024, with services being provided in all health facilities and various outreach points across the district. The exercise began on June 24th and will continue through June 29th.
This initiative occurs biannually, in June and November.
This Child Health Week will focus on providing children under 5 years old with vitamin A supplements, deworming, routine immunizations, Bivalent Oral Polio Vaccination (bOPV), nutritional assessment and growth monitoring, and other services.
Additionally, this week will involve educating mothers on childcare, testing for HIV, and administering HPV vaccines to girls aged 9 to 14 to prevent cervical cancer.
In this vain, Luangwa Town Council urges all parents to make time to take their children to their nearest health facility or outreach point to receive the services being offered, in order to safeguard the health and wellbeing of their children.

LTC Awards 185 Certificates to Food Handlers: Announces Ongoing Training Initiative

After the first-ever food handlers' training held by the Luangwa Town Council, 185 certificates have been awarded to certified food providers in the district who participated in the recent two-day training at the Luangwa Town Council Chamber.
Further, the Council wishes to inform the general public that the food handlers' training is a continuous process. These training sessions will be held twice a year, and renewal of food handlers' certificate will be conducted every after (3) three months.
Meanwhile, the Council will keep the public updated on the dates for the next food handlers' training and urges all those who did not participate in the previous session to show interest.
The Council is grateful for the compliance from the general public, specifically from food service providers, businesses, restaurants, and institutions such as schools and lodges we also urge the members of the public to continue with the same spirit and to apply what they have learned in their daily practices.

LTC Launches Crucial Food Safety Training to Combat Foodborne Illnesses

Luangwa Town Council, in collaboration with the Ministry of Health, commenced a two-day food handlers training for all food service providers in the district on June 20, 2024.
During his welcoming remarks, Council Secretary Mr. Stephen Malenga expressed his gratification at the large community turnout. He emphasized the critical importance of the training and encouraged participants to approach it with utmost seriousness.
The inaugural session was enriched by valuable insights from public health inspectors and Ministry of Health officials, who led the program. They ensured participants understood the elements of caring for customes, in terms of food preparation. The training was deemed imperative due to recent foodborne illness incidents, widely shared on social media and radio.
The primary objective was to equip participants with the skills to oversee food preparation and safety measures efficiently.
Mr. Malenga encouraged active engagement, highlighting the pivotal role of each participant in safeguarding public health. He reaffirmed the Local Authorities' commitment to ongoing training and mentioned that those unable to attend would have future opportunities.
Participants were informed about the opportunity to obtain a certificate, which could potentially render them eligible for financial assistance through Constituency Development Fund (CDF) in addition to opportunities for business growth. The government emphasized the significance of obtaining accreditation to ensure that restaurants are well-managed.
Mr. Malenga urged participants to approach the training with importance as it opens rare and invaluable prospects. He called for collaboration in elevating food service standards to ensure community health and safety.

Luangwa Town Council Takes Action Against Destruction of Public Property

Luangwa Town Council has expressed deep concern regarding the destruction of waste collection bins that were recently installed at specified locations within the Luangwa District Township CBD, Council strongly warns those responsible that they will face legal actions against the destruction of public properties which is a serious offence.
The Director of Planning Department, Mr. Emmanuel Nyoni said that the destruction of public properties is a significant obstacle to our developmental efforts, particularly in terms of waste management.
The procurement of waste collection bins was made possible through the Constituency Development Fund (CDF) in order to enhance the district's waste management practices.
The Local Authority urges members of the public to be vigilant and report any individuals involved in such distractive behavior.

LTC Council Secretary Urges Ward Development Committees to Leverage Substantial CDF for
Community Projects
Luangwa - June , 19th 2024
Luangwa Town Council Secretary, Mr. Stephen Malenga, yesterday on June 18th , 2024 delivered a message of motivation to the members of the Ward Development Committee (WDC) at Chilibwe Primary School during their Orientation. He underscored the significant amount of work that lies ahead and urged the members to enhance their efforts, particularly in light of the substantial Constituency Development Fund (CDF) allocated by the Government of Zambia to aid in the development of the district and its communities.
Mr. Malenga emphasized that the time for action is now. Following the orientation, he anticipates that the WDCs will commence holding zonal meetings to pinpoint projects that will benefit numerous individuals within the wards and the community at large. He stressed the importance of selecting feasible projects. The committee, comprising representatives from Community Development, the Ministry of Health, and other sectors, must demonstrate support for decisions such as the construction of a school if necessary in the community or the initiation of a borehole or any other beneficial project.
Moreover, Mr. Malenga highlighted the significance of reporting. He indicated that the WDCs should be capable of reporting to the principal officer post meetings to keep the Council informed. He called for collaboration between the WDC Chairpersons and Councillors, urging them to set aside any differences and collaborate for the betterment of development. Decisions made within the WDCs should be endorsed by all members, even if some initially disagree, as long as the majority is in agreement.
In conclusion, Mr. Malenga encouraged the WDCs to feel free to inquire whenever they encounter something they do not comprehend.
