Creating and sustaining a clean, green and healthy environment is a mutually shared responsibility between citizens, non-state actors and Government.

Let us remind each other of the need to ensure that waste is correctly disposed of.

It is not a matter of ‘Boma iyanganepo’. ‘Boma’ is all of us.

Ø It is our individual responsibility to report anyone who is found indiscriminately dumping garbage in undesignated places to law enforcement agencies.

With concerted efforts from everyone, we will Keep Zambia Clean, Green and Healthy’

In an effort to strengthen the ‘Keep Zambia Clean, Green and Healthy Campaign’ the Minister of Local Government and Rural Development Honourable Gary Nkombo, MP, has launched the Communication Strategy (2024-2028).

Through this communication strategy, the Government has developed all the necessary legal and regulatory framework to create a clean, health and sustainable environment.

With the Government having done its part, Citizens in respective communities also have the responsibility of adhering to best practices and regulations for solid waste management including disposing waste in designated places.

While the development and launch of this communication strategy is a significant milestone, its success in influencing behavioural change requires unwavering support from all the stakeholders, particularly the media, the business houses, cooperating partners, civil society, and the church among others.

Our earnest appeal is as follows;

· To both public and private media; -as part of your corporate social responsibility, partner with us in sensitising communities to uphold the Keep Zambia Clean, Green and Healthy campaigns.

· To the private sector, including shop owners, marketeers, financial institutions, come partner with us through your corporate social responsibility programmes to support this noble cause.

· To all mobile phone service providers-take advantage of your presence in every household, which you can leverage on to reach out to individuals and households with key messages on keeping Zambia clean, green and healthy. Take up the mantle! adopt a theme from this strategy and run with it or partner with us to enhance the dissemination of information on keeping Zambia clean, green and healthy.



· To the manufacturers, distributors and chain stores, partner with us in ensuring that the packaging materials of your products do not end up in the environment indiscriminately disposed of. As you invest in the promotion of your products on the market, it would be commendable to see you invest in public awareness of the Keep Zambia Clean, Green and Healthy campaign.



· To the churches and other religious organisations, we invite you to champion this noble cause riding on the old adage of cleanliness is second to godliness.

· All ministries and government agencies, let us work together and get fully involved in this agenda of Keeping Zambia, Clean, Green and Healthy.

· To the local authorities, it is your responsibility to ensure that citizens adhere to the laid down laws and regulations related to solid waste management.

· As citizens, let us all actively participate in ensuring a clean, green and healthy environment.

HOUSE OF CHIEFS EXTOLS PRESIDENT HAKAINDE ON HIS LEADERSHIP ACHIEVEMENT

LUSAKA: The House of Chiefs wishes to congratulate His Excellency, Mr Hakainde Hichilema, President of the Republic of Zambia, on his outstanding achievement of being awarded an Honorary Doctorate by a Scottish University.

The Head of State was awarded an Honorary Doctorate at Heriot Watt Universitys Edinburgh Business School in Scotland last week in recognition for services to the economic advancement of Zambia and its citizens, enabling access to education and revitalization of international trade.

House of Chiefs Chairperson, His Royal Highness Chief Nkambo stated that such an advanced recognition of the President premised on his exemplary leadership at a global level, should inspire young people to work hard in school, taking advantage of the free education policy in Zambia.

His Royal Highness, Chief Nkambo stated that it is important for young people to emulate the attributes of hard work and self-sacrifice being exhibited by the President for the sake of developing the Nation.

He reminded the over 1.6 million young people currently enjoying free education to maximise the policy prudently in an effort to unlock their pathways in attaining education to become responsible Citizens and contribute to National development.

The Chairperson said it is imperative for young people to appreciate that free education did not just happen by chance, but was a deliberate policy championed by President Hichilema to ensure access to education by all.

"As House of Chiefs, we, therefore, challenge young people to emulate the ethic of hard work by our President. Free education is one of the many practical policies that young people can leverage to realise their potential," he stated.

The Chairperson further stated that the House of Chiefs had noted with gratitude that the recent decision by the New Dawn Government to recruit over 30,000 teachers is bearing fruits, particularly in rural parts of the Country.

He said this is because new teachers deployed to serve in schools in rural areas had significantly helped in reducing the high teacher-to-pupil ratio compared to previous years.

He said the House of Chiefs was further elated that, as a result of the virtues of dedication and foresight by the President, the Government, had also taken the delivery of quality healthcare services to rural communities by constructing more health posts and maternity annexes, through flagship programmes such as the enhanced Constituency Development Fund (CDF).

He said the House of Chiefs is committed to working with the Government in implementing various developmental programmes taking advantage of the fact that it is an important advisory body on traditional, customary and other matters referred to it by the President.

CDF PUTTING A SMILE ON THE FACES OF MANY CITIZENS-CHIEF CHIMESE

HIS Royal Highness Chief Chimese of the Ushi people in Mansa District has noted with gratitude that tangible benefits being derived from the enhanced Constituency Development Fund (CDF) is putting a smile on the faces of traditional leaders, and Citizens in communities.

The traditional leader is further elated that shortage of accommodation among civil servants working in rural areas is being addressed through construction of decent houses using CDF, while communities are also benefiting from new infrastructure projects such as maternity annexes, and water reticulation systems.

He observed that, the gesture through CDF, to empower citizens to be at the centre of identifying developmental projects in education, agriculture, health, water and sanitation sectors, has been improving livelihoods of communities.

With reference to the construction of his new palace using CDF, which had reached lintel levels, the Chief said he looked forward to completion of the facility to enable him start living in a decent house with improved living conditions aligned with their significant roles in society.

His Royal Highness was speaking when Minister of Local Government and Rural Development Honourable Gary Nkombo, MP, called on him at his palace recently, and later led the Minister in inspecting the new palace under construction.

In November 2023, His Excellency, Mr Hakainde Hichilema, President of the Republic of Zambia, led the groundbreaking ceremony for the construction of Chiefs palaces in Luapula Province.

The first of these palaces under construction was for His Royal Highness Chief Chimese.
Arising from this background, Chief Chimese informed Hon Nkombo that he was impressed to note that there is significant progress on construction of his new palace, and many other Chiefs palaces across the Country.

When you look at these new palaces under construction and the benefits already being derived from other completed projects under CDF, what you see is a smile on the faces of many Chiefs and Citizens especially in rural areas, His Royal Highness stated.

Meanwhile, Hon Nkombo said the Government remained committed to working with traditional leaders in recognition of the important role they play in spearheading the implementation of developmental projects in chiefdoms.

In other areas of improving the livelihoods of more Citizens, the Minister cited how the Rural Electrification Authority (REA) working in collaboration with Local Authorities are enhancing access to electricity in rural Constituencies.

Last month, REA signed Memoranda of Understandings (MoUs) with 65 Local Authorities to enhance access to electricity.
The development had brought the cumulative number of MoUs signed to 152 Constituencies against a target of 156 Constituencies Countrywide.

The partnership between REA and the Local Authorities followed the recent directive by the Ministry of Local Government and Rural Development to allocate K1 million from the enhanced CDF towards rural electrification projects in order to accelerate development particularly in the Constituencies located in the rural parts of the Country.

The Minister of Local Government and Rural Development, Honourable Gary Nkombo, MP, is today, Thursday, 20th June, 2024, expected to launch the Integrated Development Plans (IDPs) for the Districts in Central Province.

On Monday 17th June, 2024, the Minister launched the IDPs for eight Districts in Luapula Province, while on Tuesday 18th June, 2024, he launched for the Districts in Muchinga Province.

An Integrated Development Plan (IDP) is a principal strategic planning instrument which gives an overall framework for development in a particular District.

The document guides planning, budgeting, management and decision-making by all sectors in the District, and places a greater emphasis on the integration of socio-economic and spatial planning.

We shall streamlive the proceedings of this event starting at 10:00 hours. Stay tuned.

MLGRD PONDERS TO CREATE PLANNED SUBURBS-HON NKOMBO

LUSAKA: The Ministry of Local Government and Rural Development (MLGRD), working in collaboration with other stakeholders, will undertake a rigorous exercise to address the challenges posed by unplanned human settlements in the Country.

On 16th January 2024, the Minister, Hon Gary Nkombo, MP, through a Circular to all Town Clerks and Council Secretaries, directed all Local Authorities to embark on the preparation of Local Area Plans (LAPs) for the upgrading of unplanned human settlements, and that all stakeholders, especially the local communities, should be involved.

Government is committed to enforce the Urban and Regional Planning Act No. 3 of 2015, which provides for among other key issues that; development control must be enhanced and enforced as provided in Section (71).

With particular reference to Lusaka, Hon Nkombo stated that one of the interventions in upgrading unplanned human settlements to proper Suburbs would involve identifying land within, and on the outskirts of the City for possible human resettlement as part of the upgrading process.

Hon Nkombo cited the current status of unplanned human settlements in among other areas; Chibolya, Misisi, George and Kanyama, that had hindered the delivery of essential services such as standard roads and drainage systems.

He said all unplanned human settlements are densely populated, in some instances, without proper roads and drainage infrastructure, thereby causing stagnation of water leading to outbreak of waterborne diseases such as Cholera.

In addressing such scenario, the Minister said Government will take deliberate measures to address unplanned human settlements on possibilities of relocating some families to upgraded areas.

“We are taking a varied approach in addressing recurrent outbreak of waterborne diseases, and one of the interventions will be creating an environment conducive to establishment of proper planned settlements, "Hon Nkombo said.

He said the Government is committed to ensure proper human settlements around the Country to facilitate more effective and efficient service delivery to citizens.

The Minister, however, cautioned Local Authorities against allowing the creation of new unplanned settlements, but the need to embrace comprehensive urban planning to ensure sustainable development and efficient service provision through the development and implementation of Integrated Development Plans.
