Examinations Council of Zambia Before this enactment, the Ministry of Education and Culture under the Examinations Section used to conduct the examinations.

An Act of Parliament established the Examinations Council of Zambia (ECZ) in 1983 to set and conduct examinations and award certificates to successful candidates. After the enactment, the section continued to perform the function of conducting the examinations while simultaneously developing an institutional framework and job descriptions. The full launch and operationalisation of the Examinations Council of Zambia was in 1987 as a semi autonomous public institution (Parastatal).

CELEBRATION | ECZ AWARDS DESERVING EMPLOYEES

The Examinations Council of Zambia (ECZ), has awarded eight employees for their hard work and commitment to the institution. During the Awards Giving Ceremony held at the ECZ Headquarters in Lusaka on Monday, 20th May, 2024 ECZ Executive Director Dr Michael Chilala said the occasion was meant to celebrate the institution’s achievements.

“There has been an exhibition of unity and commitment when we have a task. We have never failed to work as a team when we set out to achieve anything that we have planned for ourselves,” Dr Chilala said.

Dr Chilala congratulated the deserving employees as he handed over certificates and gift vouchers to them.

For the ECZ, this is a moment to celebrate the dedication of our staff in anchoring the institutions’ mandate and delivering quality services to all our stakeholders. Our staff remain our most valued resource and through teamwork, we achieve our goals and our vision to be an educational assessment body of excellence.

DEATH NOTICE | MR NEWTON MUTANEKELWA
The Board, Management and Staff of the Examinations Council of Zambia are saddened by the passing of the institution’s first Chief Executive Officer (CEO) Mr. Newton Mutanekelwa. Mr. Mutanekelwa passed away on Tuesday, 7th May 2024, at Maina Soko Hospital.
Mr. Mutanekelwa was instrumental in the formation of ECZ. He rendered 32 years unbroken service to the country and retired from the Council in 2007.
May His Soul Rest in Peace.

NEWS | ECZ HOLDS FEES COLLECTION SYSTEM (FCS) EXIT MEETING WITH INFRATEL AS PART OF EFFORTS TO ENHANCE SERVICE DELIVERY

The Examinations Council of Zambia has today successfully held the Fees Collection System (FCS) Exit Meeting with Infratel, following a collaboration which started four years ago.

The meeting had representation from the two institutions’ Information and Communication Technology (ICT) Department and the Finance Department.

The FCS allows stakeholders to pay registration fees for ECZ Examinations online and verification of Results using a variety of digital payment methods.

Initially, the FCS only catered for ECZ internal candidates but now caters for external and Teacher Education candidates as well, with a possibility of adding more ECZ Services in future.

The FCS is meant to enhance efficiency in service delivery and contribute positively to the digital financial revolution being encouraged by the Government.

NEWS | ECZ HOLDS CAPACITY BUILDING WORKSHOP FOR EDUCATION STAKEHOLDERS IN ASSESSMENT

The Examinations Council of Zambia is today, Saturday, 13th April 2024 holding a capacity building workshop for education stakeholders.

ECZ recognizes the critical role that stakeholders play in delivering on its mandate. The workshop presents an opportunity to reflect on matters of the conduct of examinations and planning areas that require improvement.

Stakeholders in the meeting have been drawn from various parts
of the country holding relevant knowledge and expertise in assessment. It is the objective of the ECZ that this workshop will address issues around the professional, logistical and well-being of everyone involved in the assessment process.

The overall objective is to derive benefits for the whole assessment process to enhance the conduct of examinations, the quality with which the work is done and to be inclusive in meeting Zambia's education aspirations. Participants will be presented with emerging information around assessment systems and strategies for quality assessment.

ECZ COMMENCES THE REVIEW OF THE GUIDELINES FOR THE ADMINISTRATION AND MANAGEMENT OF EXAMINATIONS

The ECZ has over the years been setting and conducting examinations at various levels (Grades 7, 9, 12, GCE and Teacher Education) and awarding certificates to successful candidates. In order to ensure the security, smooth conduct and integrity of the examinations, ECZ developed guidelines in 1998 that have been instrumental for all levels of operation, supervision, monitoring and stakeholder engagements in the administration and management of examinations.

With the ever-changing environment in educational assessments and the demand for quality education both locally and internationally, examination guidelines are extremely important in supporting a system for reaching local and global standards in education and assessments.

Following the review of the ECZ Act No. 15 of 1983 which was repealed and replaced by the ECZ Act No. 3 of 2023, ECZ has commenced the in-house review of the guidelines as the first step towards a series of consultative meeting that will be held with stakeholders before the finalized guidelines are published in the Gazette as demanded for by the new ECZ Act in Section 42.

Since the development of the Guidelines in 1998, subsequent revisions have been done in 2002, 2004, 2008, 2011, 2015, 2018, 2020 and now in 2024.

Our Story

An Act of Parliament Number 15, CAP 137 established the Examinations Council of Zambia (ECZ) in 1983 to set and conduct examinations and award certificates to successful candidates. Before this enactment, the Ministry of Education and Culture under the Examinations Section used to conduct the examinations. After the enactment, the section continued to perform the function of conducting the examinations while simultaneously developing an institutional framework and job descriptions. The full launch and operationalisation of the Examinations Council of Zambia was in 1987 as a semi autonomous public institution (Parastatal).

Over the years, ECZ has developed both in terms of institutional capacity and in the Management and Administration of Examinations at Grades 7, 9, 12, GCE and Teacher Education through the introduction of various examination reforms such as School Based Assessment, ICT based systems to improve service delivery, opening of regional offices in provincial towns, restructuring, partnerships among other innovations.

With the support from the Zambian Government and the Ministry of General Education, the ECZ has scored milestones in its 2016-2020 Strategic Plan. By now, the ECZ has started examining candidates in South Africa at Grades 7 and 9 at a school called the St. Jeff College Primary School. Indeed, this is a demonstration of the confidence that the outside world have developed in the Zambia school system and the Assessment of learners.

At the regional, continental and global scale, Zambia remains a key partner in developing Education. In 2014, we played host to the 42nd AEAA Conference and in 2016 the 10th SAAEA Conference to which we assumed chairpersonship of these Asssociation. This take the Zambian qualification and makes it a global currency that can be used for education or employment in any country.
