ZDA has Not Given 6 Million Hectares of Land to Any Investor

Zambia Development Agency (ZDA) would like to clarify misinformation currently circulating on the purported allocation of 6 million hectares of land to the Vietnamese investor, Viet-Zam Diversified Operation Limited on various media platforms.

We wish to categorically state that ZDA does not approve or issue land to investors as this mandate is not under the jurisdiction of ZDA. Therefore ZDA has not approved 6 million hectares of land to Viet Zam.

Economic promotion of Zambia in Morocco

Rabat - Zambia's economic promotion week in Morocco was launched on Thursday in Rabat, to promote Zambia's economic potential in the Kingdom in various sectors of activity.

This week's program includes meetings in Rabat, Casablanca and Laayoune of a Zambian economic delegation with public institutions, private economic operators, the General Confederation of Enterprises of Morocco (CGEM) and sectoral federations.

Meetings are also scheduled with the Professional Group of Banks of Morocco (GPBM), Casablanca Finance City (CFC) and its business ecosystem and the Regional Investment Centre (CRI) of Laayoune.

This initiative is part of the actions that the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad implements to support Morocco's economic diplomacy on a continental scale, through the Moroccan Agency for International Cooperation (AMCI) and its partners, such as the CGEM, the GPBM, CFC and the Moroccan Investment and Export Development Agency (AMDIE), according to an AMCI statement.

The same source points out that these meetings aim to promote the development of win-win business partnerships between Moroccan operators and their Zambian counterparts.

The launch of this initiative was punctuated by a meeting between the Director General of the AMCI, Mr. Mohamed Methqal and a major economic delegation from Zambia, visiting Morocco from 20 to 28 June, in order to strengthen economic relations between the two countries.

The meeting took place at the AMCI headquarters in the presence of the Chargé d'Affaires of the Embassy of the Republic of Zambia in Rabat.

Chaired by Mr. Albert Halwampa, Director General of the Zambia Development Agency (ZDA), the Zambian economic delegation is composed of the President of the Zambian Chamber of Commerce and Industry (ZACCI), Mr. Anthony Kabaghe and several senior officials from the public and private sectors of this country.

ZAMZINC Actualises US$10 million out of the US$50 million Committed Investment

ZAMZINC Industry Company limited a company that registered with the Zambia Development Agency (ZDA) in 2021 has already actualized over US$10 million in a Manganese processing plant in Lusaka.

The plant, situated in the Lusaka Multi-Facility Economic Zone (LS-MFEZ) is currently producing 200 tonnes of Manganese every day with a target of increasing production to 300 tonnes daily.

Speaking to a team from ZDA that was visiting companies licensed with the ZDA, company General Manager Mavis Chintu said production is on course and that the company is running on a 24 hours basis with three shifts.

Ms. Chintu said the company has 250 employees who are on contract, while another 100 are working at the coal off-loading bay.

"We have 250 contractual employees and of these, 50 are females and the rest are males. We only have six expatriates," Ms. Chintu said.

She stated that the company, which has a subsidiary manganese plant in Serenje, gets coal from local suppliers in Zambia and imports the deficit.

Ms. Chintu said it took two years to construct and set up the plant in readiness for operations.

"We are happy that we are now running. We had all the licensing authorities come here at different times to inspect the plant and we were given a go-ahead," she said.

And speaking during the same tour, ZDA Head Communications and Public Relations, Kwali Mfuni said Zamzinc acquired the investment license in 2021 and has since benefited from various tax and non-tax benefits as provided for in the Investment, Trade and Business Development Act of 2022 which prescribes the mandate and functions of ZDA.

Ms. Mfuni said the visit was to ascertain the company’s level of investment actualisation, job creation and the business opportunities they offer to Zambians.

ZDA Trains 60 Businesses in Mpashya and Shikabesha Chiefdoms
The Zambia Development Agency (ZDA) in partnership with the United Nations Development Programme (UNDP), Zambia Tourism Agency (ZTA), National Museums Board (NMB) and the Hostels Association of Zambia is training businesses under the Community Resources Boards (CRBs) in Mpashya and Shikabesha chiefdoms in Rufunsa District.

The primary objective of the training programme was to build capacity of the two communities (CRBs) on implementation of the development of local tourism in the lower Zambezi game management area.

The local business are being trained in business management, entrepreneurship and corporate governance. It is worth noting that the tourism sector is key in bringing in forex and providing jobs and income among the locals people throughout the tourism value chain.

Malaysian Delegation signs 3 MoUs and Secure 32 scholarships for Zambians
The Zambia Development Agency in collaboration with My Events International SDN Bhd of Malaysia organised a trade mission for Malaysian investors to visit Zambia.

The delegation led by Mr. Dailan Ravi Director International Business, My Events International comprised of investors from the education and agriculture sectors.

The aim of the trade Mission was to enhance trade and investment between Zambia and Malaysia in agriculture and higher education sectors.

As a result of their interactions in Zambia, the team of investors signed three Memoranda of Understanding with three Zambian companies and secured 32 Scholarships for Zambians.

One of the companies Qarbortech signed memoranda of understanding with Mukuba University, Kamano Seeds and Seed Co Zambia, while 30 scholarships were announced by Heriot Watt University for Zambian women to pursue post graduate studies and two scholarships from Saito University for eligible Zambians.

Speaking when he officially opened the engagements between Zambian and Malaysian private sector participants, High Commissioner of the Republic of Zambia to Malaysia, H.E. Mr. Morecome Mumba expressed gratitude to the companies that attended the business forum as well as organizers of the trade mission.

Ambassador Mumba noted that Zambia is in a hurry to develop adding that trade missions such as the Malaysia delegation was important to enhance economic relations and exchange of knowledge.

“It is the view of the mission that this trade mission will build on the existing works and will continue to promote economic diplomacy and ensure that it serves to benefit the people of the Republic of Zambia” explained Mr. Mumba.

He urged all the participants to engage in fruitful, beneficial and sustainable consultation that would lead to a win-win situation and enhanced bilateral trade and investment between Zambia and Malaysia

ZDA Trains 40 SMEs in Export Readiness in Kitwe

In line with the mandate to promote trade and exports from Zambia, the Zambia Development Agency (ZDA) is in Kitwe, training 40 businesses in export readiness, preparing them to be exporters.
The ZDA has partnered with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and other government agencies namely the Zambia Bureau of Standards (ZABS) and Zambia Revenue Authority (ZRA) to undertake train Small and Medium Enterprises (SMEs) in export readiness.

The primary objective is to build the capacity of exporters for them to meet export requirements and standards. It is worth noting that exports contribute to economic growth, create better jobs, and generate foreign exchange earnings for an economy.

The training is from 14th to 17th May 2024, in Kitwe, Copperbelt Province.

MCTI – ZDA Tour Jiangxi Multi-Facility Economic Zone to Appreciate Progress

The Minister of Commerce, Trade and Industry (MCTI), Chipoka Mulenga and the Zambia Development Agency (ZDA) Director General Albert Halwampa were in Chibombo at the Jiangxi Multi-Facility Economic Zone to appreciate the progress on investments in the zone.

The delegation visited Zamtrans, Xiamen Better Technology Group and Jiangxi Copper, all of which are located in the zone.

Zamtrans is currently operational and has invested US$ 100 million in the production and assembling of transformers which has created 30 permanent jobs. On the other hand, Xiamen Better Technology Group is expected to invest about US$34 million in the production of Vehicle Batteries, Solar Power Storage Batteries and Recycling of Waste Batteries which will create about 700 direct jobs.

Meanwhile, Jiangxi Copper is expected to invest about US$ 10 million in the production of Copper Cables and create about 300 direct jobs.

Speaking when he toured the companies Mr. Mulenga expressed delight at the progress made and urged the promoters of the companies to ensure that their products prices are right and affordable for the people of Zambia, with the right quality and standards delivered on time.

He also applauded the Zone Management for ensuring that the facility is ready for investors to set up their companies. Mr. Mulenga emphasized that incentives are not only for foreign investors but for every investor both local and foreign. Mr. Mulenga urged Zambians to invest in the Zones just like Mufupuli Trading Ltd and Java Foods. Mufupuli Trading limited is setting up operations to support the construction sector in the Zone, while Java Foods will be setting up in the Lusaka South Multi - Facility Economic Zone.

And Jiangxi Multi-Facility Economic Zone Managing Director of the Zone, Xu Jianfeng said as at April this year, the zone had signed nine investment agreements with investors.

The companies named included Leaf To***co a cigarette making plant and Zamtrans Electrical operating in transformer assembling and manufacturing. Others were a Quarry crushing and block making company by Mufutuli Trading Ltd a local Zambian company, Xiamen Better Technology Group which is expected to invest about US$34 million in the production of Vehicle Batteries, Solar Power Storage Batteries and Recycling of Waste Batteries which will create about 700 direct jobs.

Others are Jiangxi Copper which is expected to invest about US$ 10 million in the production of Copper Cables and create about 300 direct jobs, Pinetree Resin tapping and processing by Jiangxi Fenglin, Electricity Cable and PVC products producing by Jiangxi Copper, Motorcycle assembly plant operated by T-Better Motorcycle.

In addition, a 50-MW solar power plant by Abena Consultants, will also start construction this year and the vehicle battery manufacturing plant by Airumi New Energy.

Mr. Jianfeng said that once the businesses are fully operational, around 1500 new jobs will be created for the local people.

Jiangxi Multi-Facility Economic Zone was officially commissioned by His Excellency Mr. Hakainde Hichilema, President of the Republic of Zambia in October, 2023. It is expected to host a number of companies as well as create jobs for the local people.

Government Launches China - Zambia High Quality Development Forum
Zambia is set to host the China-Zambia High -Quality Development Forum on the 15 May 2024 in Lusaka.

The forum is in the wake of President Hakainde Hichilema’s visit to the People’s Republic of China at the invitation of President Xi Jinping in September, 2023.

Speaking when he officiated at the launch of China-Zambia High Quality Development Forum, Minister of Commerce, Trade and Industry Hon. Chipoka Mulenga revealed that the forum will have a representation of both public and private sectors, and will seek to discuss cooperation opportunities for China and Zambia.

Mr. Mulenga said the forum, will provide an opportunity for Zambia and China to continue learning from each other.

“I strongly believe that this platform will result in productive engagements between the two countries that will continue to further enhance economic and trade relations and promote bilateral cooperation between China and Zambia,” he explained.

Meanwhile, speaking at the same event, Chinese Ambassador to Zambia Du Xiaohui disclosed that over 200 Chinese companies from more than 20 cities in five provinces of China have so far registered to attend the forum.

Mr. Xiaohui said the significance of the forum is to convey the message that China and Zambia have always been and will continue to be partners on the road to development.
He stated that China’s growing economy will help to bring immense opportunities to the China-Zambia cooperation.

“As the pie of China-Zambia cooperation grows bigger, the Chinese and Zambian people will feel ever closer to each other,” he added.
And Zambia Development Agency Director General Albert Halwampa said ZDA stands ready to work closely with the Chinese Government and the China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters to facilitate smooth investment into the country by potential Chinese investors and already existing Chinese investors.

Mr. Halwampa stated that the Agency is promoting business linkages and partnerships between Zambian and Chinese private sector.

He was speaking in a speech read for him by Mr. Gabriel Musentekwa Director Business Development.

The China-Zambia High-Quality Development Forum will be attended by President Hakainde Hichilema, cabinet ministers, Bank of China, and World Bank, among others and is open to all Zambian companies.

ZDA Commends the High Rate of Actualisation of Committed Investments
The Zambia Development Agency (ZDA) has commended Bibagry Limited for already actualising US$27 million investment in just 2 years, out of the US$30 million which the company committed in October 2021 to invest in 5 years. Bibagry is a ZDA-supported company manufacturing non-alcoholic beverages and water in Kamfinsa area of Kitwe.

ZDA Director General Albert Halwampa commended the President of the Republic of Zambia Mr. Hakainde Hichilema for the consistent, stable and predictable policies of the UPND government which are bringing about stability in the business environment.

He further thanked the President for playing the role of Chief Trade and Investment Officer, which has led to the country experiencing increased investment inflows and actualisation rates.

Mr. Halwampa said the country has recorded an unprecedented rate of investors accessing Investment Licences at the ZDA.

“In the last three years, the Agency issued Investment Licences to the tune of US$ 50 billion which are at different stages of actualisation” he said.

He explained that when the Agency announces US$50 billion worth of Investment Licences issued, it is based on real statistics, adding that Bibagry Zambia was one of those statistics.

“Once again, we want to applaud Bibagry Limited for actualising nearly the entire committed investment in just over 2 years, standing at US$27 million. The company committed to create 114 jobs for Zambians and have already employed 125 Zambian staff.

As ZDA, we shall continue to work with Bibagry and the entire private sector to make sure that we create jobs and grow the Gross Domestic Product (GDP)”, explained Mr. Halwampa.

And Bibagry Limited Managing Director Mehran Ahmed appreciated the Agency for visiting his company to witness the actualised investments which started as a commitment.

Mr. Ahmed thanked government and the ZDA for the support from the construction stage all the way until completion when the factory is almost operating to its full capacity.

He announced that the company has started expansion programmes to double and eventually triple the investment, which expansions are happening because of Zambia’s strategic location and access to export market over and above the Zambian market.

ZDA tours Africab Zambia
12th April, 2024 - The Zambia Development Agency (ZDA) has continued to provide After Care Services to investors with ZDA Investment Licences.
The Agency recently visited Africab Zambia dealing in a range of electrical accessories and wood products. The Aftercare Visitations are meant to build and sustain a relationship with investors, identifying and addressing their unique needs opportunities.

ZDA Director General Albert Halwampa commended Africab for their tenacity to expand and diversify their investment in the country, creating jobs and giving back to society through corporate social responsibility (CSR) activities. Mr. Halwampa said government and ZDA are ready to walk and hand hold the investors to help actualise their investment aspirations in the country.
He said through facilitation of business to business meetings and other interventions, the Agency will help Africab source raw materials such as copper which they need to start the production of copper cables and transformers.
Mr. Halwampa said it was within the mandate of the Agency to visit investors in order to understand their operations and requirements in order for the Agency to advise government correctly on issues affecting the business community.
He noted that government prioritises the private sector because it understands the role and importance of the sector plays in growing the economy through employment and wealth creation.
Mr. Halwampa said this year, the Agency targets to visit at least 500 companies so as to know them, understand their operations and create interventions for those that need help.
He added that the Agency will organize an investment forum for existing investors in order to get feedback, promote re-investment, expansion and diversification.
Mr. Halwampa explained that the investment forum will also be used to get feedback from the investor community on the investment environment and any bottlenecks that may be affecting the investors.
Meanwhile, Mustafa Chittalia, Managing Director for Africab Zambia was impressed by ZDA’s step to start engaging with existing investors in the country to understand the operating environment.
“When an investor is happy, they are more likely to expand their investment and invite other investors to come and invest,” stated Mr. Chittalia.

He said Zambia is privileged to have copper deposits in the country and that his company will take advantage of the opportunity to create a copper value chain. He assured the ZDA that his company will fulfil their investment commitment of investing seven to eight million United States Dollars in the economy.
Mr. Chittalia said at the moment, the company has already employed over 300 workers and practicing corporate social responsibility. He stated that the company also provides food to the community around every day to about 1000 people per day through corporate social responsibility.

Trade Corridors are Important in Facilitating Trade
The Zambia Development Agency (ZDA) participated in the Land Linked Zambia Conference that took place on 4th and 5th April, 2024 in Lusaka at Ciela.

Assistant Director Investment Support Services Dennis Sikaulu participated on a panel discussion on Unlocking Financing Opportunities and Development of Potential Key Corridors as Important Routes for Economic Growth in the Tripartite Region.

Mr. Sikaulu explained the mandate of the Agency with regard to promoting investment trade and business development in Zambia.

He stated that ZDA is working in collaboration with government and other cooperating partners to attract and facilitate investment in the corridors such as the Lobito Corridor. He noted that Corridors are important in facilitating Trade between the various counties along the Corridors.

Mr. Sikaulu explained that the ZDA has gone further to profile investment opportunities in the Corridors, such as the Lobito and Central Corridors.

He urged Zambian business owners to work together in order to fulfil large orders such as small Transporters bidding as one was one of the opportunities available in Zambia.

ZDA Prepares Businesses to Export
In the bid to grow the export base of the country, the Zambia Development Agency (ZDA) has continued training growth oriented businesses in export readiness.

The ZDA trained over 35 MSMEs, from various sectors, to help them assess their capacity and resources to deliver a marketable product or service on an international scale at a competitive price.

Speaking when she opened the training workshop in Lusaka, ZDA Director Export Promotion Jessica Chombo said the Agency is upbeat in facilitating and creating a conducive and enabling environment for the private sector to thrive in the country through various initiatives.

Mrs Chombo stated that in terms of trade, the government has signed several bilateral and multilateral agreements meant to enhance trade in the region, Africa and the world at large.
