Thank you for your media release on 9th May 2024 " There is no excuse for abuse".
Of course there is no excuse for abuse. Sadly, you make no mention of the area in Services Australia that administers child support, which for ease of reference I will call the CSA. You failed to mention that of the 318 service centres around the country, there is not one in a face-to-face meeting with a child support officer is possible. I presume this is because of previous stressful experiences by staff dealing with even more stressed child support clients. The problem is twofold. Firstly, the culture in the CSA is (with rare exceptions) purely focused on debt collection. This can only have come as departmental policy driven by senior managers. Staff have it driven into them that their job is debt collection. They see a dollar number on a screen, without any idea of how that figure was derived and demand payment of it. Messages along the lines of "We don't care how you do it. This is what you owe. Just pay it."
This leads to draconian enforcement action such has cleaning out bank accounts, enforcing employers to deduct such large amounts from wages, that it leaves the payer in poverty and frequently, with no incentive to work, or in some cases even live. Yes. I am talking about su***de, which believe me is a live issue.
The second limb of the problem is the legislation and policy that leaves to such large debts by paying parents. Even though the CSA has access to income amounts in active cases through the ATO and Centrelink, they do not use this access. The policy is "It is up to you to tell us that you are not working. It is not up to us to check other sources". This leads to situation where for example, a payer might continue to be assessed on a large income for months or even years after they have stopped earning it. This leads to colossal windfall gains for receiving parents based on incomes that were never earned or existed. The legislation if flawed in many areas, perhaps one of the most extreme is that it financially rewards, to the tune in many cases of thousands of dollars, receiving parents by incentivising them to withhold care of the children from the other parent. Note, that is not to say that there are many other aspects of legislation that need reforming. Note as well, that although most paying parents are men, this is not universally the case, with serious aggressive behaviour be departmental staff towards paying parents who are women.
So Ministers, do your job. Institute an enquiry into the unfairness of the child support system in Australia and measures needed to reform it.

Is this a surprise to anyone who has a child support case?
