Rental Market Update: January 2024
The Greater Toronto Area witnessed a significant quarterly decline in average condo rents, marking the largest reduction since covid. In Q4 2023, rents dropped by 5.7%, a reaction to the record-high rents in the preceding quarters. However, this decline didn’t translate into improved affordability, with a “dramatic decline” in affordable rentals throughout 2023.
The purpose-built rental market also experienced a “similar softening,” with a 3.5% drop in average rents in Q4 2023. Despite this, the rental market regained balance towards year-end due to a surge in new supply.
Completed and registered condos increased by 26%, leading to a 10% YoY rise in units listed for rent. However, the ratio of leases to listings fell to an 11-quarter low, highlighting the market’s adjustment.
The supply of purpose-built rentals saw a 30-year high in quarterly completions, reaching 1,863 units in Q4. The vacancy rate rose to 2.5%, and construction starts hit a 10-quarter high of 2,147 units.
Despite the recent market moderation, Hildebrand notes it is likely a temporary response to past overheated conditions, and fundamental indicators suggest an undersupplied market will persist. The rental landscape is evolving, with increased construction starts and a focus on addressing affordability concerns in the Greater Toronto Area.
