These challenges facing the new Government in trying to get our criminal justice system back on its feet. The stats report on the prison population to the end of June and other prison and probation statistics up to the end of March this year.
18,344 first receptions into prison between January and March 2024
This was a rise of 7% compared to the same period in 2023.
13,289 releases from sentences between January and March 2024
This was 12% higher than the same period in 2023.
87,726 prisoners in England and Wales as at 30 June 2024
This represented a rise of 2% compared to the same period in the previous year.

I wanted to say a massive thank you for your contribution at today’s forum. The feedback received from people who attended, including EYST colleagues, and via the MS Forms form has been quite overwhelming for the Team.
We would not have been able to run such a successful forum without your commitment and contributions. I’ve just gone through the feedback and thought I would share it with all of you so you can see how attendees benefitted from the session.

Better Outcomes through Linked Data (BOLD) is a Government data-linking programme which aims to improve the connectedness of government data in England and Wales.
The BOLD programme
Government is responsible for supporting people with multiple complex needs such as those who are homeless, victims of crime and offenders. Often this is difficult because information about the challenges those individuals face is held across different government departments and administrations and not frequently shared.
The Ministry of Justice led BOLD programme has been created to demonstrate how people with complex needs can be better supported by linking and improving the government data held on them in a safe and secure way. BOLD will initially focus on reducing homelessness, supporting victims of crime, reducing substance misuse and reducing reoffending.

Post-release deaths
Lessons to learning from Prisons and Probation Ombudsman (PPO)investigations into the deaths of those who died within 14 days of release from prison.
Our investigations also found that of those who died within 14 days, just over 50% died within the first four days of being released. This stark finding demonstrates how acutely vulnerable prison leavers are, especially in those first few days after release.
There is a desperate need for more joined‑up and partnership working between HM Prison and Probation Service (HMPPS) and community Services.

Last week, the latest national stop and search (S&S) figures by ethnicity and area were released, accessible via the GOV.UK Ethnicity Facts and Figures portal.
These figures, covering April 2022 to March 2023, reveal that the S&S rate for black individuals in Devon and Cornwall is 10.8 per 1,000, compared to 2.6 per 1,000 for white individuals. This discrepancy results in a disproportionality rate of approximately 4.15%.
The table outlines Devon and Cornwall Police S&S disparity data from 2010 to 2023, highlighting the peak disproportionality in 2019-2020 at 12.2%, the year the DCCS Panel was formed.

The Mental Health Act needs to change, it’s outdated, discriminatory and fails to adequately consider people’s rights and dignity.
We need a reformed Mental Health Act that boosts people’s mental health. And we need to see this take place within the first 100 days of the new government.
The wait has been too long.
Now is a crucial time to modernise the Mental Health Act, improve funding for mental health and ensure everyone gets timely, local access to support when they need it.

Drug dealers who exploit children will face punishment under a new law as part of a crackdown on crime planned by the new Labour government.
The king’s speech, due on 17 July, is expected to outline measures including a new offence of child criminal exploitation, Labour sources confirmed, among a series of new laws and reforms across the policing and justice system.
The new law is designed to help combat the use of children in “county lines” drugs running, in which they are used as mules and sometimes asked to hide illicit substances in their bodies.
