Richard Haines is currently working with Environment Agency (EAN Area) on the appraisal of Low Risk Debris Screens as part of the ABRC Assets Below Recommended Condition packages of works being delivered across the Eastern Hub.

One of the screens visited for inspection recently was at Spicketts Brook Sluice, Heybridge, Maldon, Essex where the watercourse is currently directed under the existing Basin Road. This screen is mounted directly in front of a rising penstock valve which controls the exit flows via two culverts out to the River Blackwater.

The LRDS team are currently considering an improved screen design to ensure compliance with new CIRIA standards and a new system of access arrangements and steps to ensure better standards for operators, especially during adverse weather conditions.

Designer for the associated screen works is JBA Bentley and Principal Contractor is BAM Nuttall. Callsafe Services Ltd will be carrying out the role of Principal Designer.

The accompanying pictures are of Spicketts Brook Sluice and the penstock arrangements, screen and outlet headwalls forming part of the control system for these local waterways connecting to the River Blackwater adjacent to the site.

One of the screens visited for inspection recently was at Washer Women Sluice, Wyton, Huntingdon where a watercourse is currently directed under the existing Huntingdon Road. This screen is mounted directly in front of a rising penstock valve and the whole sluice has a brick frontage with concrete rendering. There is a system of steel sheet piling forming the edge of the watercourse.

On first inspection with the sluice closed currently, it was evident that the brick frontage needs damage repairs, repointing and rendering to keep the asset in a safe working condition. Also, the piling is suspected to have some deterioration which may need rectification following further inspection once the sluice is opened fully.

Designer for the associated screen works is JBA Bentley and Principal Contractor is BAM Nuttall. Callsafe Services Ltd will be carrying out the role of Principal Designer.

Richard Haines was at Marconi Sailing Club on the River Blackwater in Steeple, Essex with senior field team members from Environment Agency, Chelmsford. Currently, there is a damaged section of existing sea wall where a ragstone revetment has washed away over time, leaving an exposed section of existing clay embankment to be repaired.

The repair will be carried out using steel gabions filled with selected gravel craned in over the roof of an existing reinforced concrete wartime pillbox. The gabions will be fixed using plastic coated steel pins to provide sufficient anchorage points.

The Environment Agency field team will carry out the role of Principal Contractor with Cadman Cranes Ltd providing the cranage sub-contractor role. Callsafe Services Ltd will carry out the role of Principal Designer. Gabion design and fixing methods will be finalised by EA internally as Designer.

The accompanying pictures show the damaged areas of sea wall adjacent to the pillbox and the general setting of the Sailing Club on the River Blackwater.

This screen will be assessed and possibly redesigned and rebuilt to current standards as will the maintenance operatives access from the local road Mill Lane, down to screen level.

Designer for the screen works is JBA Bentley and Principal Contractor is BAM Nuttall. Callsafe Services will be carrying out the role of Principal Designer.

Richard Haines, currently working with Environment Agency (Herts and North London), was at the Staples Road Flood Storage Reservoir in Loughton, Essex. Staples Road FSR is an online reservoir which attenuates flow from the Loughton Brook. It is designated a high-risk reservoir under the Reservoirs Act 1975 and has been categorised as a Category A reservoir in accordance with the guidance in Floods and Reservoir Safety (FRS) (ICE, 2015). The last Section 10 inspection report (S10) under the Reservoirs Act 1975 (Atkins, 2020) recommended measures to be taken in the interest of safety (MIOS) under Section 10(3)(c).

Environment Agency directed that an up-to-date flood study be carried out for the 1:1,000 year and 1:10,000 year return period floods in conjunction with a freeboard assessment based on up-to-date crest levels. EA commissioned work to decide on the adequacy of the downstream erosion protection measures on the spillway and that they be assessed considering the updated flood flows.

The flood study was completed by Jacobs in January 2022. EA recommended a further assessment (ALARP Study) to assess the proportionality of carrying out significant civil engineering works to the reservoir in terms of the actual risk reduction achieved.

The conclusions and recommendations of recent flood studies were then agreed and hence the current project is to develop designs from the study to a preferred engineering option and produce drawings to enable consultation with stakeholders. Development of the ongoing designs is being undertaken by Jacobs and Callsafe Services are carrying out the role of CDM Advisor.

Barry Smith from Callsafe Services who is providing the Principal Designer and CDM Advisor role at Wansford Lock near Peterborough on behalf of the Environment Agency, was on site with the EA project team and Principal Contractor Jacksons Civil Engineering.

The overarching objective of the project is to undertake the necessary inspection and investigation works to determine the condition of the lock, landing stages and canoe portage platforms, and to undertake the necessary maintenance and repair works to the lock structure and associated component parts. The lock will be dewatered to complete the asset inspection.

The works comprise drain down of navigable locks at various locations along the River Nene and the Great River Ouse and carry out the necessary 10-year maintenance of the structure.

The drain down has finally taken place which has been delayed due to recent heavy rainfall. The Contractors have now been able to carry out work in the lock chamber. This has included concrete and brick repointing repairs, testing of existing equipment including pull chains and moving parts to the existing lock gates including the seals. The work has involved working in confined spaces, and gas monitors and rescue plans have been implemented and regularly tested.

The project is aiming to complete over the next couple of weeks to allow the locks to be opened for the boating season.

Richard Haines was at Hawkins Road, Colchester in connection with the Environment Agency planned works on Lower Risk Debris Screens in the EAN area.

At Hawkins Road, a system of incoming 900mm dia surface water drainage pipes converge on a reception chamber structure where flows from the various sources pass through a debris screen before exiting via a 900mm sealed drain which outfalls to the River Colne, west of the site. Debris rarely accumulates on the current screen and therefore clearance is infrequent.

Current design proposals include complete removal of the existing debris screen but with a suggested new set of access steps to enable safe descent to the floor of the structure to enable maintenance.

The accompanying photographs show general views of the Hawkins Road structure and screen together with the enclosure perimeter fencing and gates and surrounding residential housing directly opposite the site.

For the Lower Risk Debris screens package, the Principal Contractor will be BAM Nuttall and the Principal Designer role will be carried out by Callsafe Services Ltd.

A company has been fined after an employee fell through a roof and fractured their back.

The 24-year-old had been carrying out some repairs when they fell nearly five metres onto the floor below.

They sustained a broken foot and ankle as well as a fractured vertebrae.

A HSE investigation found Hightech Roofing N/W Limited failed to ensure work on the roof was properly planned, appropriately supervised and carried out in a manner that was as safe as reasonably practicable.

The company was later fined £20,000.
