ანტიკორუფციული ბიურო „კეთილსინდისიერების საერთაშორისო ქსელში“ (Network for Integrity) გაწევრიანდა.

2023 წლის 5 დეკემბერს, ქალაქ მეხიკოში გამართულ ქსელის სამიტზე საქართველოს ანტიკორუფციული ბიუროს ქსელში გაწევრიანებას ორგანიზაციის ყველა წევრმა ერთხმად დაუჭირა მხარი.

„კეთილსინდისიერების საერთაშორისო ქსელი“ აქტიურად ფუნქციონირებს 2017 წლიდან და აერთიანებს 16 ქვეყნის, მათ შორის ევროპის 9 ქვეყნის, ანტიკორუფციულ უწყებებს.

„კეთილსინდისიერების საერთაშორისო ქსელი“ ანტიკორუფციული ბიუროსთვის საერთაშორისო გამოცდილების გაზიარების, მაღალი პროფესიული სტანდარტების შემუშავებისა და დანერგვის მნიშვნელოვან შესაძლებლობას წარმოადგენს.

The Anti-Corruption Bureau of Georgia has officially become a member of the "Network for Integrity."

On December 5th, during the Network Summit held in Mexico City, all members unanimously supported the integration of the Anti-Corruption Bureau of Georgia into the Network.

The International Network for Integrity, operational since 2017, brings together anti-corruption agencies from 16 countries, including 9 from Europe.

Joining the Network for Integrity presents a significant opportunity for the Anti-Corruption Bureau to engage in global experience exchange and to develop and implement high professional standards in its operations.

The world unites on December 9th to combat corruption.

We are honored that, for the first time on International Anti-Corruption Day, Georgia boasts its independent Anti-Corruption Bureau.

This day not only reminds us of the challenges we face but also reinforces and strengthens our collective resolve to work tirelessly towards a world free of corruption.

The Head of the Anti-Corruption Bureau, Razhden Kuprashvili, met with Otar Shamugia, the Minister of Environmental Protection and Agriculture of Georgia.

The discussion focused on the Bureau's main functions and its future goals.

Additionally, the meeting addressed the Bureau’s primary directions. The parties emphasized the importance of establishing mechanisms for collaboration.

შეხვედრაზე ყურადღება გამახვილდა ბიუროს მთავარ გამოწვევებსა და პრიორიტეტულ მიმართულებებზე. მხარეებმა ანტიკორუფციული პოლიტიკის შემუშავებისა და განხორციელების პროცესში სამინისტროსა და ბიუროს თანამშრომლობის მნიშვნელობაზე ისაუბრეს.

შეხვედრაზე ასევე განიხილეს სამუშაო მიმართულებები. მხარეებმა უწყებებს შორის თანამშრომლობის ფორმატისა და კოორდინაციის მექანიზმების ჩამოყალიბების მნიშვნელობაზე იმსჯელეს.

The Head of the Anti-Corruption Bureau, Razhden Kuprashvili, met with Zurab Azarashvili, the Minister of Internally Displaced Persons from the Occupied Territories, Labor, Health, and Social Affairs of Georgia.

During the meeting, the main challenges and priority directions of the Bureau were given special attention. The parties discussed the importance of collaboration between the Ministry and the Anti-Corruption Bureau in the development and implementation of anti-corruption policy. Additionally, the scope of work directions was also addressed.

The format of collaboration and coordination mechanisms between the agencies were further topics of discussion.

შეხვედრის დასასრულს, მხარეებმა უწყებებს შორის თანამშრომლობის მნიშვნელობას გაუსვეს ხაზი და სამომავლო გეგმები დასახეს.

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, met with Lasha Khutsishvili, the Minister of Finance of Georgia.

During the meeting, the parties discussed the functions and main directions of the Bureau. Special attention was given to the main challenges and future objectives of the Bureau.

At the conclusion of the discussion, both parties emphasized the importance of collaboration among agencies and outlined their future goals.

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, recently held a meeting with Nikoloz Marsagishvili, the Secretary of the High Council of Justice.

During the meeting, significant directions in the development and implementation of the anti-corruption policy were covered. The parties also discussed the Bureau's activities and future plans.

The meeting was also attended by Shorena Mezurnishvili, the Head of the High Council of Justice's department of international relations.

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, recently held a meeting with Natia Turnava, acting Governor of the National Bank of Georgia.

During the meeting, the parties discussed the bureau's functioning and future plans. The difficulties encountered in fighting against corruption were also discussed.

As it was mentioned the parties' collaboration would be crucial to the nation's democratic and economic growth as well as to preserving and enhancing the successes made in the fight against corruption.

The meeting was attended by Beka Dotchviri, the Head of the Legal Department of National Bank of Georgia.

In line with the guidelines set out by the Government of Georgia's Resolution No. 81 of February 14, 2017, titled "On the Approval of the Instruction for Monitoring the Declaration of the Assets of the Official to be Inspected," the Anti-Corruption Bureau announced on November 8, 2023, its intention to join the independent commission. This commission is tasked with selecting officials for annual inspections as part of monitoring their asset declarations.

The Anti-Corruption Bureau extends an invitation to representatives from non-governmental organizations and academic circles to participate in this independent commission for the selection of officials to be monitored throughout the year.

ანტიკორუფციული ბიუროს უფროსი რაჟდენ კუპრაშვილი, ბიუროს უფროსის პირველი მოადგილე თამთა კაჭკაჭიშვილი და იურისტ-ანალიტიკოსი ივანე ჩოგოვაძე ქალაქ სტრასბურგში, GRECO-ს (კორუფციის წინააღმდეგ მებრძოლ სახელმწიფოთა ჯგუფი) 95-ე პლენალურ სხდომას ესწრებიან.

პლენალური სხდომა განიხილავს 3 შეფასების ანგარიშს, რომელიც მოიცავს მე-5 შეფასების რაუნდსა და 13 შესაბამისობის ანგარიშს, რომელიც შეეხება მე-4 და მე-5 რაუნდის შეფასებებს.

GRECO-ს შეფასების მე-5 რაუნდი ეხება კორუფციის პრევენციას, კეთილსინდისიერების ხელშეწყობას ცენტრალურ მთავრობებსა (უმაღლესი აღმასრულებელი ფუნქციები) და სამართალდამცავ ორგანოებში, ხოლო მე-4 შეფასების რაუნდი მოიცავს კორუფციის პრევენციას პარლამენტის წევრებთან, მოსამართლეებთან და პროკურორებთან.

The Head of the Anti-Corruption Bureau Razhden Kuprashvili, the First Deputy Head Tamta Kachkachishvili, and Law-Analytic Ivane Chogovadze are attending the 95th plenary session of the GRECO (Group of States Fighting Corruption) in Strasbourg.

The Plenary examines 3 evaluation reports relating to the 5th evaluation round, and 13 compliance reports relating to the 5th and 4th evaluation rounds.

The 5th evaluation round deals with preventing corruption and promoting integrity in central governments (top executive functions) and law enforcement agencies, while the 4th evaluation round covers the prevention of corruption in respect of members of parliament, judges and prosecutors.

ულრიხ ჰაგენლოხი 2007 წლიდან აქტიურად არის ჩართული საქართველოში მიმდინარე სამართლისა და სასამართლო რეფორმებში. მან არაერთი წარმატებული პროექტი განახორციელა.

შეხვედრაზე განსახილველ თემებს სამართლებრივი კორესპონდენციის მომზადება, გადაწყვეტილების სტრუქტურა, გადაწყვეტილების დასაბუთებულობის სტანდარტი და პრაქტიკული მაგალითების განხილვა წარმოადგენდა.

Ulrich Hagenloch, the former chairman of the Dresden District Court and a noted expert, recently conducted an interactive session for the staff of the Anti-Corruption Bureau, under the invitation of Razden Kuprashvili, the head of the Bureau, and with support from the German Foundation for International Legal Cooperation (IRZ).

The meeting's focus was on "Decision Structure and Preparation of Legal Correspondence." Since 2007, Hagenloch has been actively contributing to law and judicial reforms in Georgia, implementing numerous successful projects.

Key topics of discussion included the intricacies of preparing legal correspondence, the structure of decision-making, the standards for justifying decisions, and the exploration of practical scenarios. These discussions offered valuable insights and practical knowledge to the Bureau’s staff.

The Anti-Corruption Bureau extends its gratitude to the German Foundation for International Legal Cooperation (IRZ) for its invaluable support in facilitating this session.

The event was attended by distinguished members, Deputy Heads of the Anti-Corruption Bureau Tamta Kachkachishvili and Ana Klandadze; Head of the South Caucasus projects of the German Foundation for International Legal Cooperation (IRZ), Frank Hupfeld; Project Manager of the IRZ South East and South Caucasus Project Manager, Khatuna Diasamidze; Project coordinator of the German Foundation for International Legal Cooperation (IRZ) in Georgia, Sulkhan Gamkrelidze.

ანტიკორუფციული ბიუროს ორგანიზებით მამხილებელთა დაცვის მექანიზმების გაძლიერებასთან დაკავშირებით სამუშაო შეხვედრა გაიმართა, რომელსაც სხვადასხვა სამინისტროსა და უწყების საგამოძიებო სამსახურის წარმომადგენლები ესწრებოდნენ.

მემორანდუმის ფარგლებში მხარეები შეთანხმდნენ, რომ ერთობლივად შეუწყობენ ხელს მამხილებლის დაცვის მექანიზმების განვითარებასა და ევროპულ სამართალთან ჰარმონიზაციას. ასევე ის მოიაზრებს ერთობლივი მექანიზმების შემუშავებას მამხილებლის უფასო ფსიქოლოგიური და იურიდიული კონსულტაციის უზრუნველყოფის მიზნით; მათ გადაწყვიტეს, რომ ერთობლივად უზრუნველყოფენ კონსულტაციის პროცესში მონაწილე ადვოკატებისა და საჯარო მოსამსახურეთა პროფესიულ მომზადებას.

The Anti-Corruption Bureau recently organized a meeting focused on bolstering whistleblower protection mechanisms. This working meeting saw participation from representatives of investigative services across various ministries and agencies.

During the meeting, participants shared experiences and outlined future objectives. A key point of discussion centered on the necessity for potential whistleblowers to have access to both legal assistance and psychological consultation. Emphasis was placed on the importance of not only strengthening protection measures for whistleblowers but also on inspiring and counseling them on appropriate actions, with a priority on providing legal support.

A significant outcome of the meeting was the signing of a tripartite memorandum among the Anti-Corruption Bureau, the Legal Aid Service, and the Georgian Bar Association. This memorandum is dedicated to reinforcing the mechanisms for protecting whistleblowers.

Under this agreement, the parties committed to collaboratively enhance whistleblower protection measures, ensuring their alignment with European legal standards. The memorandum also includes plans for developing joint approaches to offer free legal and psychological support to whistleblowers. Additionally, the agreement outlines a commitment to ensure that public officials and attorneys involved in these processes receive professional training.

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, delivered an interactive lecture to students enrolled in the anti-corruption certificate program at Ilia State University.

In his presentation, Razhden Kuprashvili provided an overview of the Bureau's current activities and its future initiatives. He elaborated on the structure and functioning of the Bureau, offering insight into its operational dynamics.

A significant portion of the lecture was dedicated to discussing the effective anti-corruption strategies employed by various countries. This segment provided valuable comparative perspectives on global efforts in combating corruption.

The lecture concluded with a dynamic question-and-answer session, which saw active engagement from the students. This interactive segment allowed for a deeper exploration of the topics covered and fostered a lively academic discourse.

ანტიკორუფციული ბიუროს უფროსი რაჟდენ კუპრაშვილი საქართველოს საგანგებო და სრულუფლებიან ელჩს ავსტრიის რესპუბლიკაში ქეთევან ციხელაშვილს შეხვდა.

ბიუროს ხელმძღვანელმა ელჩს საერთაშორისო ანტიკორუფციული აკადემიის (IACA) ასამბლეის მე-12 სესიის ვიცე-პრეზიდენტად დანიშვნა მიულოცა და სამომავლო საქმიანობაში წარმატება უსურვა.

საერთაშორისო ანტიკორუფციული აკადემია (IACA) დაარსდა 2010 წელს ვენაში. აკადემიის მთავარი მიზანია ხელი შეუწყოს ანტიკორუფციული მიმართულებით ცნობიერების ამაღლებას და შესამაბისი ტრენინგებისა და სასწავლო პროგრამების განხორციელებას როგორც საჯარო, ისე კერძო სექტორში.

შეხვედრაზე მხარეებმა ანტიკორუფციულ ბიუროსა და

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, recently held a meeting with Ketevan Tsikhelashvili, the Georgian Ambassador Extraordinary and Plenipotentiary in Austria.

During the meeting, Mr. Kuprashvili extended congratulations to Ms. Tsikhelashvili on two counts: firstly, for her success in future endeavors and secondly, for her recent appointment as vice-president of the 12th session of the International Anti-Corruption Academy (IACA) Assembly.

The IACA, established in 2010 in Vienna, is dedicated to enhancing global anti-corruption efforts. Its primary aim is to increase awareness and understanding of corruption issues, offering specialized training and educational programs to both public and private sectors.

The meeting provided an opportunity for both parties to discuss potential areas for future collaboration. They highlighted the significant role both the IACA and the Anti-Corruption Bureau can play in sharing international experiences and developing effective training models in the fight against corruption.

Tamta Kachkachishvili, the First Deputy Head of the Anti-Corruption Bureau, was also present at the meeting.

ანტიკორუფციული ბიუროს ორგანიზებით ანტიკორუფციული საკითხების საგანმანათლებლო პროგრამებში ინტეგრირებასთან დაკავშირებით აკადემიური წრის წარმომადგენლებთან შეხვედრა გაიმართა.

ღონისძიება ანტიკორუფციული ბიუროს უფროსმა რაჟდენ კუპრაშვილმა და საქართველოს განათლებისა და მეცნიერების მინისტრმა გიორგი ამილახვარმა გახსნა. როგორც შეხვედრაზე აღინიშნა საგანმანათლებლო სფეროში ანტიკორუფციული საკითხების ინტეგრირება მნიშვნელოვან წვლილს შეიტანს როგორც ანტიკორუფციული პოლიტიკის ფორმირების პროცესში, ისე კორუფციასთან ბრძოლის ეფექტურად განხორციელებაში.

მომხსენებელთა რანგში სხვადასხვა უნივერსიტეტის რექტორები და პროფესორები იმყოფებოდნენ. მათ ყურადღება გაამახვილეს საგანმანათლებლო პროგრამებში ანტიკორუფციული საკითხების ინტეგრირების მნიშვნელობასა და განათლების როლზე კორუფციის წინააღმდეგ ბრძოლაში.

აკადემიური წრის წარმომადგენლებმა და დამსწრე საზოგადოებამ ანტიკორუფციული საკითხების საგანმანათლებლო პროგრამებში ინტეგრირების მხარდაჭერის მიზნით ხელი მოაწერეს დეკლარაციას.

შეხვედრა განხორციელდა გერმანიის საერთაშორისო თანამშრომლობის საზოგადოების (GIZ) მხარდაჭერით და გერმანიის ეკონომიკური თანამშრომლობისა და განვითარების ფედერალური სამინისტროს (BMZ) პროექტის დაკვეთით, „კარგი ფინანსური მმართველობა ადგილობრივ დონეზე საქართველოში“ (GFG) ფარგლებში, რისთვისაც მადლობას ვუხდით მათ.

A meeting was convened by the Anti-Corruption Bureau, focusing on the integration of anti-corruption topics into educational programs. This gathering brought together representatives from the academic sector.

The event was commenced by Giorgi Amilakhvari, Minister of Science and Education of Georgia, and Razhden Kuprashvili, the Head of the Anti-Corruption Bureau. They underscored the vital role of embedding anti-corruption themes in education, highlighting its significant impact on both the development of anti-corruption policies and the effectiveness of combating corruption.

The meeting featured speeches from academics and rectors of various universities. The primary focus was on the importance of incorporating anti-corruption elements into educational initiatives and the pivotal role of education in the fight against corruption.

A notable outcome was the signing of a declaration by university representatives and members of the public, endorsing the inclusion of anti-corruption principles in educational curricula.

რაჟდენ კუპრაშვილმა ვენეციის კომისიას ბიუროს სტრუქტურა და საქმიანობის ძირითადი მიმართულებები გააცნო. საუბარი ასევე შეეხო საქართველოს ანტიკორუფციული ბიუროს სტრატეგიულ ამოცანებს.

Razhden Kuprashvili, Head of the Anti-Corruption Bureau, met with representatives from the Venice Commission Secretariat.

In this meeting, dialogue centered around the Bureau's structure and its principal directions. Emphasis was placed on the Anti-Corruption Bureau's strategic insights and goals within the anti-corruption arena.

Detailed information was shared with the commission members regarding the efficacy of anti-corruption legislation, the Bureau's model of tackling corruption, and its institutional and functional independence. Additionally, the significance of maintaining transparency in anti-corruption policies was highlighted during the discussions.

შეხვედრაზე მხარეებმა ანდალუსიის თაღლითობასთან ბრძოლის ოფისის სტრუქტურა და ძირითადი მიმართულებები განიხილეს. ასევე, ყურადღება დაეთმო საქართველოს ანტიკორუფციული ბიუროს სტრატეგიული ამოცანების გაცნობასა და შემდგომი თანამშრომლობის მიზნით, მნიშვნელოვანი მიმართულებებისა და სამომავლო შესაძლებლობების განხილვას.

Razhden Kuprashvili, the Head of the Anti-Corruption Bureau, in the Parliament of Andalusia, met the Ricardo Puyol Sanchez, director of the Office of Anti-Fraud of Andalusia (OAAF) Ricardo.

The dialogue centered around the Anti-Fraud Agency's main goals and organisational structure. The potential for further support and cooperation was also a topic of interest.

The possibility of the Anti-Corruption Bureau becoming a member of the European Network of Integrity and Whistleblowing Agencies (NEIWA) was mentioned during the meeting.

The Network of European Integrity and Whistleblowing Authorities (NEIWA), was established in May 2019 in The Hague, which unites the "competent bodies" of the EU member states. The network aims to enable its members to exchange on their expertise, their experiences both on the theoretical and practical as well as on the strategic level.

Distinguished attendees included Manuel Perez Pinas, the Deputy head of Anti-Fraud office in Legal Affairs; Luisa Wic Galvan, the Deputy head of the Director Anti-Fraud office in Investigation and Jose Maria Martinez Garcia, Chief of Staff; Jose Santiago Torres, Director of Torres & Oliva Legal Advisory; and Vasil Babluani, Advisor to the Anti-Corruption Bureau.
