On the auspicious occasion of the 62nd anniversary of the National Day and of the 32nd anniversary of Liberation Day of the State of Kuwait, it is my great pleasure to extend warmest congratulations on behalf of the Government of the Republic of Malta and on my behalf to His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, to His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the Crown Prince, to the Government, and to the friendly people of the State of Kuwait.
Over the last 50 years Malta and Kuwait have enjoyed excellent relations based on friendship and mutual respect. I am confident that building on the past the long-standing ties will continue to be enhanced in the future on different levels of engagement. Malta values Kuwait’s role in the humanitarian field and in maintaining peace and security in the region. As a member of the United Nations Security Council for 2023-2024, Malta will be advocating for dialogue in favor of peace and security and for respecting the agreed principles of the United Nations.
In conclusion, I wish the State of Kuwait and its friendly people lasting peace, continued progress and prosperity.

Minister Ian Borg participates in the Munich Security Conference

Minister for Foreign and European Affairs and Trade Ian Borg is participating in the Munich Security Conference, in which various European leaders are attending in order to discuss the latest developments on security and international peace. Malta, being one of the countries of the United Nations Security Council, therefore plays an important role.
In the margins of this conference, Foreign Affairs Minister Ian Borg had a number of bilateral meetings with the aim of strengthening our country’s international relations.
Minister Borg commenced by meeting Secretary of Foreign Affairs of Philippines Enrique A. Manalo, during which collaboration, particularly in the maritime sector, was discussed, considering that both countries have a strong maritime industry. Dr Borg also met with Deputy Prime Minister and Minister of Foreign Affairs of Qatar Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani as well as with Foreign Minister of Saudi Arabia Prince Faisal bin Farhan Al Saud, where the continuation of strengthening the strong relations that have been created in recent times were discussed, with the aim of benefitting both peoples.
In light of the recent elections in Brazil, in Munich, Minister Borg had the opportunity to meet the new Foreign Minister, Mauro Viera. During this meeting, discussions fell upon the opening of the Maltese Embassy in Brazil during 2022, which marked the first diplomatic representation in South America, and how Malta is looking forward in continuing to expand this work.
Together with Deputy Prime Minister of Serbia Ivica Dačić and Minister for European Integration Tanja Miščević, the relations of the two countries were discussed, also from a European perspective. Furthermore, Serbia’s commitments for the EXPO2027 were also discussed. Minister Borg also had the opportunity to wish Petr Pavel every success as he has just been elected President of the Czech Republic.
During this conference, Minister Borg also had a meeting with Minister for Foreign Affairs of Ukraine Dymtro Kuleba, where they discussed the last preparations for the debate to be held during next week, organised by the Maltese Presidency of the United Nations Security Council on the anniversary since the Russian Federation started its aggression on Ukraine.
Dr Borg also had discussions with Minister for Foreign Affairs of Austria Alexander Schallenberg and Minister for European Affairs Karoline Edstadler, as well as with Ministers for Foreign Affairs of Romania Bogdan Aurescu, of Pakistan Bilawal Bhutto Zardari, of Italy Antonio Tajani, Spain's José Manuel Albares Bueno and Netherland's Wopke Hoekstra. In the margins of the Maltese Presidency of the United Nations Security Council, Minister for Foreign and European Affairs and Trade Ian Borg held a number of bilateral meetings, with the Presidency’s agenda being the main priority to these meetings.
During Tuesday 14th February 2023, Minister Borg had a meeting with the Secretary General of the United Nations António Guterres. During this meeting, the Secretary General thanked our country for the fact that Malta has brought forward for discussion a number of important topics in relation to peace and security around the world, including climate change and the Russian Federation’s invasion of Ukraine. Together with Guterres, Minister Ian Borg also spoke about the latest developments in Libya.
Another meeting that took place on Tuesday was with the President of the General Assembly of the United Nations, Csaba Kőrösi. During this meeting, the discussion focused on the themes and meetings planned which Malta shall be leading forward as President of the United Nations Security Council during February. Minister Borg and President Kőrösi exchanged their views to foresee that the work of the General Assembly and the Security Council complement each other in the best possible manner during this important time.
Minister Ian Borg also met with Head of the United Nations Office of Counterterrorism Vladimir Voronkov. During this meeting, our country’s role as member and even President of the Security Council was discussed to ensure an effective work collaboration with this office. Minister Borg specified that more work is needed to effectively address the problem of terrorism. He outlined how Malta believes that through literacy, a number of radicalisation problems can be addressed.

On Tuesday, Minister for Foreign and European Affairs and Trade Ian Borg presided over the Maltese Presidency’s main event at the United Nations Security Council. The debate dealt with the subject that Malta chose to bring to the Security Council’s attention, dealing with the implications and effects on the security and peace of small islands such as Malta due to the increase that the world is experiencing in terms of sea level rise.
During his speech, Minister Ian Borg said that even though the Security Council was originally created due to a number of conflicts that existed and the need for peace to reign, science showed that the world is facing new global challenges that cannot be disregarded, among which is climate change.
Minister Borg said that climate change is today’s reality, faced by everyone, in particular by small island states and coastal regions. "Malta was the first country in the world to bring this challenge to the United Nations a number of years ago, and today we have maintained the same commitment to see that this matter becomes an essential part of an international discussion", stated Dr Borg.
The Maltese Foreign Affairs Minister claimed that the debate that Malta is leading is a significant one, due to the fact that there is recognition of the implications and effects on the security and peace of islands such as Malta caused by the global increase in the level of sea water. He went on to say that in a few more years, there is a strong possibility that a number of countries will end up under water, and this is a serious threat to the peace and security of the respective peoples.
"As our country was a pioneer in pushing forward the United Nations Convention on the Law of the Sea (UNCLOS) a number of years ago, Malta must now continue to be a strong voice for these countries and their peoples who are confronted with this global threat", emphasised Minister Borg. He claimed that this debate is a unique opportunity for countries to listen to each other’s best practices on how to fight this threat in a collective manner.
This debate was attended, among others, by the Secretary General of the United Nations António Guterres and the President of the General Assembly Csaba Korosi.

50 Maltese businessmen in Ghana to explore more business opportunities

Cooperation agreements between Maltese and Ghanaian companies
Currently, in Ghana, a Maltese trade delegation made up of 50 Maltese businessmen is being led by Trade Malta, in order to explore more business opportunities with this African country.
While he was addressing Maltese and Ghanaian businessmen, as part of the third Malta-Ghana Business Forum, the Minister for Foreign and European Affairs and Trade Ian Borg claimed that this is a very important opportunity to continue to see Maltese and Gozitans expand abroad.
He stated that three years have passed since the last time this forum convened due to the pandemic and that now the time has come again to look with optimism towards the future of bilateral relations between the two countries, particularly in the field of trade.
The minister spoke about the opportunities for growth and development under the Free Trade Area of the African Continent and claimed that this is key for building more business bridges. He stated how in his role as minister for trade, he holds a number of meetings with businessmen, and it is evident that the Maltese are interested in this country which has a dynamic environment when it comes to business and hence is ideal for creating collaborations between international partners.
While he was introducing the Maltese businessmen, Ian Borg claimed that the commercial delegation is made up of businesses in the ICT, digitalisation, education, health, engineering and construction, manufacturing and even oil and gas industries. He continued that he is honoured to have presided over a number of agreements between Maltese and Ghanaian companies.
He concluded by stating that the Maltese Government will continue to provide all the necessary support in order to see more success stories of Maltese and Gozitan business expansions.
