DSS ESTABLISHES DIRECTORATE OF PUBLIC RELATIONS AND STRATEGIC COMMUNICATIONS.

The Department of State Services (DSS), as part of efforts in sustaining its engagement with citizens and the public at large as well as deepening democratic governance, transparency and accountability, has established a new Directorate of Public Relations and Strategic Communications (DPRSC). Consequently, it has appointed Peter Nnochirionye Afunanya, Ph.D, fsi, the erstwhile Public Relations Officer, to head the Directorate as the supervising Director and also be in charge of the Service’s public communications. The appointment took effect from 26th September, 2023. The Service has commended its Director General, Alhaji Yusuf Magaji Bichi CFR, fwc, for the initiative to undertake the expansion and particularly appointing Afunanya to pilot the Directorate.

Afunanya comes to his new role with over 20 years vast and rich experience in Intelligence analysis, threat assessment, security administration, VIP protection/detailing, investigation, counterterrorism, open source intelligence management, background checks and security vetting, surveillance, security sector/intelligence governance, democratic accountability in law enforcement, educational research, peace advocacy, alternative dispute resolution, development communication, interagency cooperation/liaison, joint operations, teaching, public and media relations, reputation management, strategic communication, protocol and diplomatic affairs, writing, public speaking, stakeholder engagement among others.

A Ph.D holder in Security and Strategic Studies which he bagged in 2019 from the Nasarawa State University, Keffi, Afunanya also possesses a Master's degree in Peace and Strategic Studies, University of Ilorin, Kwara State from where he graduated in 2011. Daini seeks evidence from DSS to prove innocence in UI case

The attention of department of state services (DSS) has been drawn that the Former medical student of the University of Ibadan College of Medicine, Dr. Oluwole Adeoye Daini has requested the Department of State Services (DSS) to provide some documents and court processes as evidence to extricate itself from felony and some other infractions.

In a letter dated September 11, 2023 to the DSS, Daini said he has a withdrawn by consent appeal decision marked CA/A/702/2013 in his favour. He stated that the DSS should furnish him with documents based on the contents of the December 24, 2020 unanimously signed, stamped and returned withdrawal by consent decision obtained from the Abuja division of the Court of Appeal.

According to him, the decision was made pursuant to Order 11 Rules 2, 4 and 5 of the Court of Appeal Rules 2016 and Section 9 of the University of Ibadan Act, among other Laws of the Federation of Nigeria, and has to be provided as evidence that the DSS has not contravened the provisions in its Instrument SSS No 1 of 1999 made pursuant to Section 6 of National Security Agencies (NSA) Act 1986 Cap 74, LFN 2004.

UPDATE ON THE GARKI MARKET, ABUJA, INCIDENT INVOLVING DSS STAFF
It would be recalled that the Department of State Services (DSS) had earlier issued a statement in respect of a 7th September, 2023 incident involving its Staff and some members of the public at Garki Market, Abuja. This is to further inform the public that the Service has constituted an in-house investigative team on the matter. While the inquiry is ongoing, the Service has visited the two injured persons at the different hospitals where they are receiving treatment. It committed to the payment of the medical bills and made required deposits in this regard. To show sincerity of purpose at the time of the visits, the Service expressed readiness to move them to its world class medical facility in Abuja. It could have undertaken these actions even if its staff were not involved.

Though these efforts are not, in any way, in admission of guilt (as investigation is yet to be concluded), the Service believes that the victims deserve empathy, financial support and justice. While it is in regular contact with their families or guardians, it will continue to follow up on their recovery and progress. However, the DSS reassures the public that the victims are upbeat and responding well to treatment.

The public may wish to note that the Service has not interfered with the investigation of the Police which is also detaining its Staff suspected to be involved in the incident. The Service’s position is not only to ensure justice for the victims, but it is in line with its avowed commitment to transparency, accountability and rule of law. Nevertheless, updates of this nature will always be made available till the matter is finally resolved.

DSS INVESTIGATES GARKI MARKET, ABUJA, INCIDENT INVOLVING ITS STAFF

The attention of the Department of State Services (DSS) has been drawn to an incident that occurred a few hours ago (today, 9/9/2023) between its staff and a mob at the Garki Market, Abuja. Information at the disposal of the Service was that its FCT Command responded to an SOS from their field operatives who allegedly came under a mob attack in the said market.

Consequently, the Service has commenced an investigation into the matter. The public is assured that details of the inquiries will be communicated as soon as possible. The Service assures that it will not hesitate to mete out proper disciplinary measure(s) to its staff if found culpable or running foul of Standard Operating Procedures on dealing with a member of the public.

DSS APPREHENDS SUSPECTS OVER PALLIATIVE DIVERSION

The Department of State Services (DSS) has received reports from some State Governments relating to diversion or sale of palliatives meant for their citizens.
Consequently, the Service undertook investigations in that regard and has recovered some of the items as well as apprehended the suspects.
While this operation is ongoing in other states, the Service has for instance, intercepted a suspected criminal syndicate in Nasarawa State responsible for the diversion and sale of the palliatives meant for the vulnerable in the place. Among those suspects are officials of Nasarawa State Emergency Management Agency (NASEMA) and their accomplices in the markets, notably Modern Market Lafia, where the items were being resold. The suspects have, however, been handed over for appropriate disciplinary measures.
The Service, therefore, calls on members of the public who may have information relating to this emerging trend to report same to the relevant security agencies for necessary action.

DSS DISCOVERS PLOT TO STAGE VIOLENT PROTESTS IN THE COUNTRY

The Department of State Services (DSS) hereby informs the public that it has uncovered plans by some elements in parts of the country to stage violent protests in order to discredit the Federal Government and security agencies over sundry socio-economic matters. Intelligence reports have indicated that the plotters include certain politicians who are desperately mobilising unsuspecting student leaders, ethnic based associations, youth and disgruntled groups for the planned action. Meanwhile, the Service has identified the ring leaders of the plot as well as sustained monitoring around them in order to deter them from plunging the country into anarchy.

In view of this development, University Vice-Chancellors and Heads of Tertiary Institutions are advised to discourage their students from engaging in acts capable of derailing public peace. Also, parents and guardians are enjoined to admonish their children and wards respectively to shun the lure of participating in inimical behaviours or conducts against law and order.

While the DSS is aware of Government’s efforts and determination to resolve some of the challenges confronting the nation, it warns those desirous of subverting national security to retrace their steps. This is more so that it will not hesitate to legally come against persons and groups behind the devious plans.

AYU’S UNPROVOKED DIATRIBE AGAINST DSS.

The attention of the Department of State Services (DSS) has been drawn to an unwarranted statement made by the National Chairman of the Peoples Democratic Party (PDP), Dr. Iyorchia Ayu against security agencies including the Service. The Party Chairman, while speaking at an event on 22rd August, 2023 in Owerri, Imo State, was quoted to have said that his party would not use the SSS to harass the people when they take over A*o Rock in 2023. Though the Service restrains itself from joining issues particularly with politicians, it wishes to state its disapproval of such statement which is considered unjustified, unfair, speculative and preposterous.

TrackaNG-BudgIT GOT IT WRONG...

PROJECTS AT COUNTER TERRORISM CENTRE (CTC) BAUCHI ONGOING ACCORDING TO BUDGET PROVISIONS

The Department of State Services wishes to react to a misleading publication by TrackaNG–BudgIT, self-acclaimed budget implementation monitors to the effect that the Service’s Counter Terrorism Centre, Bauchi is not under construction in spite of budget provisions for it.

2. On 27th July, 2022, Tracka on its social media platforms, particularly Facebook and Twitter, posted that the construction of DSS Counter-Terrorism Training Centre, Gubi Dam, Bauchi State allegedly valued at N1.1 Billion in 2021 FG budget was “not done”. It added that it “visited the site and discovered they only renovated a primary school and mosque adjacent to the site”. Tracka made other unsubstantiated and wild claims as part of its findings.

3. To set the records straight, the DSS outrightly dismisses Tracka’s unfounded claims. It further expresses dismay at the shoddy way Tracka embarked on its project verification exercise as well as the manner it drew conclusions without the slightest efforts to be diligent.

NO DSS PERSONNEL ESCAPED FROM KUJE PRISON

The attention of the Department of State Services (DSS) has been drawn to an online Vanguard newspaper report of 16th August, 2023 captioned: Kuje Prison Attack: One Suspect Reportedly Caught After Hot Chase by Gallant Officers. The said report alleged that one of the escaping inmates who “claimed to be a DSS personnel was apprehended by NCS operatives near Kwali after a chase.” The report further stated that the so called DSS operative also claimed to be “carrying out a special mission in the forest”.

2. The Service wishes to state that none of its personnel was involved in the escape episode. In fact, at the point of the attack on the prison, no DSS personnel was an inmate at the holding facility just as the claim of carrying out a special assignment was non-existent. The Vanguard report is not factual and therefore misleading. The public is advised to disregard it.

Has received several enquiries relating to the security advisory issued by the US Embassy in Abuja, 15/08/23.
The public may recall that the Service had variously issued similar warnings in the past.
While advising that necessary precautions are taken by all and sundry, the populace is enjoined to remain alert and assist security agencies with useful information regarding threats and suspicious criminal acts around them.

BREAKING: SERAP Calls For Immediate Release Of Suspended EFCC Chairman Bawa.

The Socio Economic Rights And Accountability Project SERAP has called on President Asiwaju Bola Ahmed Tinubu to immediately release the detained suspended Chairman of the Economic Financial Crime Commission EFCC Abdulrasheed Bawa who is currently being detained by DSS.

Bawa was suspended as EFCC Chairman by President Tinubu in June following a corruption allocation against him and was immediately arrested by the Department Of State Security Service DSS.

Reacting to Bawa detention, SERAP in a statement on their Twitter handle@DSS official4 on Tuesday August 15th 2023 called on President Tinubu to release Bawa or charge him with legally recognized offences.

SERAP further threatened to sue the federal government if they fail to adhere to their demands and continue to violate the right to liberty of Bawa.

The Statement Reads!

"The Tinubu administration must immediately release the suspended chairman of EFCC, Abdulrasheed Bawa from arbitrary detention or charge him with a legally recognizable offence. We'll see in court if the authorities continue to flagrantly violate his right to liberty.
