DPWH-Baguio Gives Bags to Rizal Es Liteng Learners
Over 50 learners at Rizal Elementary School Liteng Extension received a new back pack each
From the staff of the Department Of Public Works and Highways,Baguio City District last July 31 at the school ground. Recipients of the new back pack were all enrolled kinder, grades one; two; and three learners and atleast three identified learners each in grades four;five; and six. Three members of the staff delivered the goods to the school including the district director. The donations were acknowledged by the school head Maam Elizabeth B. Alberto during the turn-over ceremony held at the school ground attended by the teachers and the pupil-recipients. The new bags were the early Christmas gifts to the learners compliments of the members of the District Engineers League of the Philippines through their personal donations.

Wikang Filipino bilang Instrumentong Nagpapalaya

Sa gramatikang Filipino, ang panlaping-unlaping โ€œMapagโ€ ay nagsasaad ng kawilihan o pag-uugali tulad ng mapagkalinga, mapagkawang-gawa, mapagpatawadโ€”sa tema ngayong taรณn ay MAPAGPALAYA. Kung sa gayon, itรณ ay pag-uugaling nagpapalaya ang mapagpalaya.

Ano-ano ang katangian ng wika upang maging behikulo ng pagpapalaya?

1. Kung mayroong wikang magbibigkis sa gitna ng hidwaan, mawawakasan ang sigalot sa dalawang panig na hindi nagkakaunawaan.
2. Kung may mga publikasyon o babasahin na mababasa ng mga batang nasa laylayan ng lipunan, makalalaya sila sa iliterasiya.
3. Kung ang nasyon ay gagamit ng wikang Filipino sa pakikipagtransaksiyon sa pamahalaan, lalong mararamdaman ng mamamayan ang serbisyong pambayan na sa kanila ay inilalaan, gaya ng winika ni Sen. Lito Lapid (2022):

โ€œSadyang napakahalaga po sa ating bansa na lubos na naiintindihan ng ating mga kababayan ang lahat ng mga dokumento at sulatin ng ating gobyerno. Kung madali pong maintindihan ang ating mga batas ay mas ma-eengganyo po ang ating mga kababayan na hindi lamang sumunod sa batas, kundi makilahok po sa mga usapan patungkol sa mga pambansa at pampublikong mga isyu.โ€

4. Kung wikang Filipino ang magiging midyum sa propesyonalisasyon at paggawa, mapuputol ang tanikala ng kahirapan sa bansa na itinatadhana ng Saligang Batas ng Pilipinas (1987):

Article II, Section 24. The State recognizes the vital role of communication and information in nation-building.

Article III, Section 7. The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.

Sa ganitong framework o kaisipan ninais ni Pangulong Manuel L. Quezon ang wika bilang instrumento sa pagtatamo ng social justice. Sa madaling sabi, isang kainhustisyahan kung hindi natin tatangkilikin ang ating sariling wika sa mga bagay-bagay na nakaaapekto sa ating mga buhay. Kaya, isang mahusay na ehemplo nito ay ang mga balita sa telebisyon na hanggang sa ngayon ay gamit ang Filipino. Ito ay patunay na mas mauunawaan ng madla ang paggamit ng sariling wika.

Idagdag pa rito ang wika ay tulay sa pagtatamo ng mga konseptong abstrak na magpapalaya sa karahasan sa kaisipan, kamalayan, kahirapan, katayuan, at kamangmangan na napakahalagang gampanin ng wika lalo sa ating mga mag-aaral at kabataan. Ang wika ang susi sa pagpapatahan sa umiiyak na bata, susi sa wastong pagpapalaki sa anak, susi sa wastong pagtuturo, susi sa hinaharap ng ating bayan. Ang wika ay nakapagpapalaya at nakapagbibigay ng aliw at inspirasyon sa kabataan upang higit na maabot nila ang kanilang pangarap at umangat ang ating bansa sa kabuoan.

Ayon kay Virgilio Enriquez (1986), sa kaniyang artikulo sa Sikolohiyang Pilipino na may pamagat na โ€œAng Kaisipang Pilipino sa Sikolohiyang Malaya at Mapagpalayaโ€ na:

Ang "kaisipang Pilipino" ay tumutukoy samakatwid sa katauhan, ugali, at diwang Pilipino. Hindi ko na aangkinin pa ang pagtatalo sa pagitan ng mentalismo at behabyorismo sa Kanluraning sikolohiya sapagkat sa gamit ko ng salitang "kaisipan" ay tinatanggap ko na ang pagkilos ng tao ay nakaugnay sa kaniyang diwa, ugali, at kaisipan. โ€œ # # #

Ginamit ni Enriquez ang salitang โ€œmapagpalayaโ€ upang ilarawan ang sikolohiyang Pilipino na magkaugnay ang kaisipan sa aspekto ng tao sa kaniyang pag-uugali at iniisip. Kaya, ang konsepto ng salitang โ€œmapagpalayaโ€ ay bahagi nang malawak na kultural na pagmamay-ari ng ating sikolohiyang Pilipino.

Batay sa KWF Kapasiyahan Blg. 8-2, s. 2024, ang tema ng Buwan ng Wikang Pambansa ay hinati sa limang (5) lingguhang tema: (1) FSL tungo sa Ingklusibong Pambansang Kaunlaran; (2) Sistematiko at maka-Agham na Pananaliksik tungo sa Pambansang Kaunlaran; (3) Paggamit ng Indigenous Knowledge System and Practices (IKSP) sa Scientific Research; (4) Katutubong Wika sa Pagpapaunlad ng Edukasyong Pambansa; at (5) Paglaban sa Misinformation (fact checking).

Tampok din ang ibaโ€™t ibang gawaing pangwika sa buong buwan ng Agosto sa lalong pagpapatupad ng Pampanguluhang Proklamasyon Blg. 1041, s. 1997 kabilang ang limang (5) serye ng webinar, tertulyang pangwika sa pamamagitan ng mga Sentro ng Wika at Kultura sa ibaโ€™t ibang unibersidad sa Pilipinas, mga timpalak at gawad, Selyo ng Kahusayan sa Serbisyo Publiko, at Gabi ng Parangal.

Simbolismo sa Poster

Kaugnay sa sikolohiyang Pilipino sa pagiging mapagpalaya ay makikita sa poster ngayong paggunita sa Buwan ng Wikang Pambansa ang krokis at dibuhong may mga Pilipinong naglalakad na may ibaโ€™t ibang kasuotan mula sa payak na pananamit hanggang sa kultural na mga kasuotan na sumisimbolo sa dibersidad ng mga wika sa Pilipinas na patungo sa kanilang mga gawaing magbibigay sa kanila ng kasiglahan, saysay, at kalayaan sa paggawa. In order to allow learners to complete pending assignments, projects, and other requirements as the end of school year is fast-approaching, all public schools nationwide shall implement ASYNCHRONOUS CLASSES/DISTANCE LEARNING on April 15-16, 2024.

Likewise, teaching and non-teaching personnel in all public schools shall not be required to report to their respective stations.

However, activities organized by Regional and Schools Division Offices, such as Regional Athletic Association Meets and other division or school level programs, to be conducted on the aforementioned dates may push through as scheduled.

Finally, private schools shall not be covered by this advisory but shall have the option to implement the same.

Matatag Monitoring Team Concludes Activities With FGD
The national Matatag Program monitoring team had concluded its monitoring activities with Focused Group Discussion last March 8,2024 at Rizal Elementary School in Baguio City.
The FGD was conducted separately by grade level that include all teachers teaching in kinder, grade one and grade four. The members of the team facilitated the FGD asking questions on the basic understanding and perspective of teachers on the Matatag Curriculum; strength they can draw from the regular collaborative expertise and needs for improvement;relevant insights of teachers on the content of the matatag program; other issues in the implementation of the program;school initiatives to address issues in the process of Matatag implementation;good practices among the matatag program implementers; and suggestions for improvement that would make a quality collaborative expertise. In the afternoon of March 7, the team also observed the actual conduct of a joint Collaborative Expertise with the school head as facilitator.
The team commented that the activity was carried as planned but they noticed that the teachers missed the part on planning for the next conduct of collaborative expertise. The team had gone to all the five public schools in the region in Apayao,Benguet, and Baguio City observing the pilot implementation of Matatag program in all the Matatag classrooms. They monitored on the use of the Learning Exemplars and interviewed teachers and school leaders to gather data for review and analysis as part of the research findings to be presented in the Education Committee for appropriate action.

Participating in the Matatag National Summit: A Recount Narrative

Before 9:00 oโ€™clock in the morning on February 15,2024, 19 teachers handling the Matatag classes at Rizal Elementary School including two teachers from Liteng Extension were at the Victory Bus terminal in Baguio City. We all arrived at the bus terminal via taxi cabs from our respective residence in Baguio City and others from La Trinidad. we all boarded the bus and in few minutes time, off went the bus for its 5-hour travel to Pasay City in Metro Manila. The bus had one stop over along the highway in Pangasinan for lunch. At around 3:00 oโ€™clock in the afternoon, we were at the Victory Bus terminal in Pasay City. We were informed of the name of the billeting hotel but none of us had the knowledge as to the hotel site or the Lime Resort Manila in Pasay City which is near the Philippines International Convention Center(PICC)where the summit was held. We asked the people at the bus terminal as to where is the billeting hotel. In few minutes, a van for hire with a driver brought us to the hotel site. The van can accommodate at least 14 passengers but unfortunately we were 19 besides our baggages. Some were in standing position as we jampacked like sardines in a can inside the car that we almost can not breathe. The driver tried to whisk us through the heavy traffic in Metro Manila as we were all weak and hungry. In more than half an hour, we were at the hotel. We carried our bags as we entered the hotel entrance. While inside the hotel, we were instructed to go up the hotel lobby via the elevator. There were just four elevators and other participants were also arriving at the hotel. When we went up the hotel lobby, we were already exhausted and a throng of summit participants were already having a long queue for the registration at the hotel and check in. Everybody was already hungry and becoming impatient for the long queue. Our bags were heaped in one corner while others patiently waited for their turn to be registered and be given the room key card. While at the long queue,we saw a former DepEd Baguio City supervisor who was also patiently standing with us. We took the chance to have selfie.
Early in the morning On February 16, everybody was ready for the breakfast and just after eating, we walked from the hotel to the summit hall at PICC. At 8:00โ€™oclock in the morning, we were at the registration queue for CAR participants. There were seven regions that participated in the Matatag national summit that include: National Capital Region, Cordillera Administrative Region, Region I, Region II,Region VII,Region XII,and CARAGA.
We waited at the hall for more than two hours before the vice president and her entourage arrived at the summit hall. They were in white polo shirt. The hall was in high spirit as everybody was excited to see the young and tall vice president. In few minutes time, she was invited to deliver her inspirational message. Just after the message for the event, everybody was given the chance to have group photo and selfie with the DepEd secretary. That was the happy moment for all the participants in the First Matatag Pilot Implementers National Summit at the historic PICC. Just after the selfie with the Vice President, the first plenary session started with international speaker from Australia via online platform discussing on the science of teaching and learning. We were treated with sumptuous lunch at the hall. In the afternoon, the plenary resumed with topics on Support services of the Matatag Program;Success stories on the implementation of the Matatag Curriculum; Imminent school visit; and Group Break out where shared our thoughts, perspectives, and ideas related to the given questions about the implementation of the Matatag Curriculum.

19 RES Teachers Participate in the First Matatag National Summit
Atleast 19 teachers at Rizal Elementary School including the school head Maam Remedios Quino and two teachers in its extension in Liteng participated in the Matatag Pilot School Implementers National Summit on February 16,2024 at the Philippines International Convention Center (PICC) in Pasay City.
The Vice President of the Philippines and DepEd Secretary Sara Duterte graced the occasion with members of the Assistant secretaries and the Curriculum and Teaching Division of the DepEd Central Office. In her message, the vice president hailed the seven DepEd regional directors of their courage to accept the responsibilities as pilot implementers of the Matatag program. She also posed challenges to the Matatag teachers and school leaders.โ€ Thank you to the seven brave regional directors who rolled out the Matatag Curriculum in their respective region, because it is never easy to be the first to implement the program.โ€ the vice president said. She also said,โ€ A good curriculum is not enough because we need very good teachers and school leaders who can work together.โ€ The seven regions as pilot implementers of the Matatag Program include the National Capital Region (NCR); Cordillera Administrative Region (CAR); Region I or Ilocos Region; Region II or Cagayan Valley; Region XIII or CARAGA;Region XII or Davao Region; and Region VII or Central Visayas. Activities in the summit include Plenary sessions on the science of learning;Support programs for the Matatag Curriculum; Succes Stories on the Implementation of the Matatag Curriculum; Expected school visit by the members of the Philippine Research Center for Teaching Quality, in coordination with the DepEd Central office, regional, and divisional offices to see what are really happening on the ground through a seamless visit with teaching observation, informal interview, observation on the conduct of Collaborative Expertise followed by a Focus Group Discussion; and Group Break Out for sharing of experiences, issues and concerns, effective practices, other challenges and suggestions for improvements. The summit was participated in by the teachers, school leaders, DepEd supervisors, Schools Division Superintendents, regional directors, and concerned stakeholders.

Matatag Teachers Receive Teaching Equipment on Valentineโ€™s Day
The 25 teachers handling the Matatag Classes including the school head at Rizal Elementary School and its extension in Liteng received teaching equipments and gadgets on February 14 in time for the Valentineโ€™s Day Celebration.
Among the brand new items received by the teachers include laptop, printer, 55-Inch Television,external hard drive, extension cord, and tablet. The items were purchased through the fast procurement process facilitated by the Schools Division Office of Baguio City with Officer In-Charge of the Schools Division Superintendent Soraya Faculo in coordination with the Department of Education-Cordillera Administrative Region Regional Director Estela L. Carino with the quick response by the DepEd Central Office. The teaching equipments and gadgets were parts of the requests during the regular collaborative sessions among the Matatag teachers who have identified those priority needs for a more efficient and effective learning delivery of the Matatag curriculum among the pilot schools. RES is among the Matatag Program pilot schools in the region and nationwide that started the implementation in September 2023.
The teachers and school management and leadership were very thankful for the equipments they have received.

Look: Six Athletes Participate in 2024 Palarong Lunsod
Atleast six athletes have represented Rizal Elementary School Extension in the 2024 Palarong Lunsod from February 9-10 at the Baguio Athletic Bowl.
Three boys and three girls were qualified to participate in the citywide sports and athletics selection meet that include Iver Glienand Sumangen: discuss throw, shot put, and javelin throw; Radner Charles Iniong: discuss throw, shot put, and javelin throw; Xyren Carias: long jump and triple jump; Jamira Kate Dumot: discuss throw, shot put, and javelin throw; Mia Calsiman: discuss throw, shot put , and tripple jump; and Jelliene Tubiera: high jump,long jump, and triple jump.Unfortunately, none of the athletes made it to participate in the regional level but they are hoping for better luck next time. They were trained and coached by Maโ€™am Audrey Calines. The coach also accompanied them with Maโ€™am Shaira Joy Abaya and other parents during the whole duration of the Palarong Lunsod. The athletes were qualified after participating in the District I selection Meet in December last year. This was the first time RESE participated in the District Sports activities and Palarong Lunsod.

Matatag Teachers Hold First Collaborative Session for 3rd Quarter
Teachers in kinder, grades one and four of Rizal Elementary School and its extension in Liteng held the first joint collaborative session for the third quarter of the Matatag classes on February 8 at the schoolโ€™s main campus.
Tackled during the joint session include the issues, concerns, suggestions and initiatives of the teachers to address imminent challenges they have encountered in teaching the Matatag curriculum. Other concerns that were tackled include the experiences of learners teachers in the process of teaching and learning the new program and the over-all comments and perceptions about the Matatag program. . The kinder teachers were the first to present their concerns in all the learning areas by identifying the significant issues affecting the daily teaching of the Matatag learning competencies. They also pointed out other issues to be addressed and brought out suggestions for better delivery of the program and the teacherโ€™s personal initiative in addressing encountered issues. The grades one and four teachers also presented their concerns respectively. Other concerns tackled also include the upcoming summit of the Matatag teachers set on Feb. 15-17 at the Philippines International Convention Center (PICC) in Pasay City, Metro Manila.
Rizal Elementary School was among the chosen pilot public elementary schools nationwide that initially implemented the Matatag program in September 2023.A regional seminar for the Matatag program was held in Baguio City in September 2023 for teachers in the pilot public elementary and high schools in the Cordillera region.

Kagawad Dangatan Approves Cementing of School Grounds
Newly elected Brgy. Pacdal Kagawad Luis Dangatan, in his latest visit to Rizal Elementary School Extension on February 5, gave the green light for the plan to cement the school ground. The matriarch of the Dangatan family visited the school upon the invitation of him by the newly installed Teacher-In-Charge Elizabeth B. Alberto to make an ocular inspection on the present condition of the school ground. The school used to hold school activities at the newly cemented barangay road beside the school entrance. With the activities of the Brigada Eskwela, members of the Public Order and Safety Division(POSD) of the City Government prepared the school ground within the school campus but it was not cemented due to some issues raised by the donorโ€™s family. Kagawad Dangatan was the primary donor of the school site. He was elected as Punong Barangay of Brgy. Pacdal for two terms. The school was operational in 2013 with makeshift buildings for kindergarten program. It became a complete elementary school school in 2022.

LOOK! Maโ€™am Alberto Leads RES Extension
Maโ€™am Elizabeth Alberto was installed and welcomed as the new Teacher-In-Charge of Rizal Elementary School Extension in Liteng, Pacdal during the Welcome and Send-Off program on January 23 held at Rizal Elementary School. Ma'am Alberto took the place of Sir Genar P. Tacay, who was re-assigned to San Luis Elementary School. The program was attended by the Punong Barangay of Brgy. Pacdal Abraham Lagasca II; District I Public Schools District Supervisor Nixon Elahe; School principal Remedios Quino; some members of the General Parents and Teachers Association at RES Extension and members of the faculty of the schoolโ€™s two campuses. In his message, Punong Brgy Lagasca challenged the new school leadership to treasure education. He expressed further support for the smooth operation of the school in Liteng to which the members of the barangay officials have sacrificed their time and other resources to put up the school.
