Anakbayan is the comprehensive, national democratic mass organization of the Filipino youth.
Under a Marcos dictatorship, student publications, councils, and organizations were shut down in USC which curtailed the democratic rights of Carolinians from political participation. In 2021, state forces raided a Lumad Bakwit School in USC TC sheltering students seeking refuge from the state-enforced bombings of their schools and homes. Recently, state forces were reported to have harassed students across USC TC, while the AFP-PNP are allowed entry in NSTP classes to recruit students. Legitimate youth leaders, including a former USC SSC president, have been red-tagged nearby USC DC. Yet, the university administration has allowed the entry of a Marcos inside our campus!
The university providing a Marcos an avenue inside our university is to turn its back to the militant Carolinian history from which thousands of students were at the forefront of in the ousting the Dictator Marcos. Until the present, many Carolinians commemorate the Martial Law to deplore the grave human rights abuses made under a Marcos regime, and we condemn the university for welcoming a Marcos amid continued calls for accountability from a family that has driven our nation into the darkest times of democracy. The AICS as a DSWD program does not mandate the presence of Imee Marcos. Imee Marcos’ presence is a clear maneuver to obtain supporters as we near the 2025 midterm elections.
The power-hungry Marcoses, who are pushing for a charter change that enables foreign ownership and the extension of the term of a son of a dictator at the helm of our country, are not welcome in a university that fought for the democracy it was deprived of in their regime. We, as concerned Carolinians, express collective opposition to the appearance of Imee Marcos in our university grounds!

This morning, state forces commence the second round of ILLEGAL DEMOLITION in Sitio Casia, Brgy. Bangkal, Lapu-Lapu City wherein five (5) arrests were made. Three of which were activists Kei Galon (Anakbayan Cebu Chairperson), Howell Villacrucis (AMA Sugbo KMU Secretary-General), and Deviemar Opo (Anakbayan Lapu-Lapu), alongside two residents, Marjhun Amoroto and Belt Sasar.
Currently, a total of SEVEN ARRESTS have been made including two residents namely Lito Padillon and Cris Gabutan who were arrested yesterday.
A total count of 39 houses have already been demolish and more are under threat.

UPHOLD GENUINE STUDENT REPRESENTATION
We, national democratic mass organizations of the University of San Carlos, collectively assert that the OSFA-initiated University Academic Council (UAC) is an outrageous violation of the democratic rights of the studentry.
The USC Supreme Student Council is the highest governing body elected at-large by the students. The votes of the Carolinian body entrust that the officers in position shall represent the students in relevant matters, this includes the universities’ policies that directly affect the students’ day-to-day lives. The University Academic Council (UAC) is directly responsible for this. With one seat representing the student body, it is only right that the SSC takes the position as leaders elected to bring up the concerns of the Carolinians. However, with the recent decision to not register under the Office of Student Formation and Activities (OSFA), the SSC’s position in the UAC has been rejected by OSFA, to which prompted the office to assert that only a registered student organization is allowed to represent the students.
The process of electing this said officer has been illegitimate and questionable. Despite many organizations not registered under OSFA, their voice and vote have been neglected as these are considered invalid in the eyes of the office. Voting is a basic human right, and with decisions that involve the entire studentry, it is important for all student organizations to have a say in the matter. It is also concerning that there were little to no information drives held to make the voters realize the ramifications of the matter voted upon. The concerns of the students, especially carried by organizations not registered, are no longer brought to the attention of the body best suited to address them.
Even with multiple questions and objections, OSFA has cited administrative orders and policies, to which there is no actual basis. The alluded student manual has not been publicized for students to peruse. Most of these reasonings are only justified verbally, with no solid documents to back up these words. This poses a huge concern, as it would seem that the office is simply making important decisions based only on arbitrary rules that students are not knowledgeable of.
We assert our democratic rights amidst attempts to disenfranchise the Supreme Student Council, the genuine representation of the Carolinian studentry. We call out OSFA in their initiatives to hold an illegitimate and questionable election of a student representative, ultimately dismissing the students who have elected the leaders to forward their concerns. Furthermore, we REJECT the OSFA-initiated UAC and current initiatives to elect a student representative outside of the SSC. We call on the registered student organizations to BOYCOTT THE CURRENT UAC REPRESENTATIVE ELECTIONS, and UPHOLD THE SSC’S POSITION IN THE REGULATORY COUNCIL.

STOP THE ATTACKS ON IP ADVOCATES! STOP REDTAGGING!
In a report from Karapatan Southern Tagalog, IP rights advocates; Job Abednego David, 29; Jimby del Monte, 29; and Alia Encela, 19, were abducted by the 4th Infantry "Scorpion" Batalion and 203 Infantry "Kabalikat" Brigade on So. Malaglag, Brgy. Lisap, Bongabong Oriental Mindoro.
Last seen on September 19, in Sitio Malaglag, Oriental Mindoro, investigating the human rights violations and Humanitarian Law (IHL) caused by the bombing for a 'test fire', of the 203 IBde in Roxas-Mansalay on April 29 and Bansud-Bongabong on May 8, both of which are Mangyan communities.
As a result of resolution 145-2022 by the Sangguining Panalawigan that permitted the entry of mining and quarrying owned by huge comprador-landlords, Bongabong currenly experiences intense flooding and erosion caused by destructive quarrying.
Along with the Mangyan, Job, Jimby, and Alia, are resolute in their unity and stood with the residents and natives affected. The local communities in Mindoro are primarily affected by two gusts of non-stop bombing of civilian communities in the aims of having the "test fire" of said military unit.
The advocates were in the area to investigate the abduction and torture of Pedro Ambad. However, in a press release by the 4th IB and 203 IBde, the advocates were said to be "high ranking members" of the New Poeple's Army.
This abduction and forced surrender through a "psychological warfare" is an old tactic of the military and the NTF-ELCAC. Under the 2024 National Budget, the 10.14 billion confidential funds and loads of AFP budget is approved. These funds are used to spry, harass, and make a ballon of corruption despite it coming from the masses.
ACADEMIC FREEDOM ALERT!
Student organizations registered under OSFA are required to sign a waiver stating that their organization shall NOT engage in partnerships with organizations not registered under the office. This shows that OSFA persists to be anti-democratic, and anti-student!
This waiver is evidence that OSFA wants a divided student body. The waiver LIMITS the freedom of student organizations to collaborate and hence threatens our right to assembly. Furthermore, the admin uses this limitation and hindrance to unity in the student body as a warning to unregistered orgs that the freedom to collaborate with other orgs is just another PRIVILEGE in registering under the office instead of an inherent right.
In addition to this, non-registration under OSFA will still lead to deprivation of access to university facilities. This anti-student rule is still pushed despite calls of student orgs for a better education situation!
Student pubs are pushed to immediately register under OSFA, given that their affiliate organization is registered under it. This implies that publications are not free from regulation by OSFA. Under this regulation, the approval of OSFA is crucial before the release of content and materials. Hence, it diminishes the character of student publications as the genuine voice of the students because they are pushed to cater to a repressive office which has the tendency to silence students.
ANAKBAYAN-USC vehemently condemns OSFA registration with its policy to prohibit partnerships between organizations. This is an evident tactic of the administration to suppress the growing militant student movement within the university and a firm and militant Carolinian community is necessary to face this issue.

DESPITE THE CALLS OF CAROLINIANS FOR AN ACCESSIBLE EDUCATION AND AMIDST HEALTH AND ECONOMIC CRISES, CHED CHOOSES TO PRIORITIZE ANTI-STUDENT POLICIES THAT FORWARD NEOLIBERAL EDUCATION
This year alone, Carolinians held surveys, dialogues, consultations, and protests to express their opposition to the proposed 6.95% (average) tuition and other fee increases. This increase is UNJUSTIFIED and has brought no benefit to the student body nor the university staff.
Today, the approval of this average 6.95% increase is announced, showing that CHED and the administration clearly chose to ignore student struggles and demands.
This is a manifestation of NEOLIBERAL EDUCATION, wherein the University is no longer a place for learning and education is no longer a right, but rather money-making machineries that make students marketable to businesses.
However, Carolinians remain militant and choose to resist this framework despite the administration silencing students through more repressive and anti-student policies like OSFA registration.
ANAKBAYAN-USC condemns this average 6.95% increase and call upon Carolinians to unite, remain militant and oppose these policies!

ANAKBAYAN USC stands with Carolinians in their struggle against a colonial, commercialized, and anti-democratic education. We CONDEMN any form of repression and hereby say NO to OSFA registration and call upon Student Organizations to reject this regulation.
The administration has a history of stonewalling when it comes to student demands. The prevalence of RED fees, tuition fee increase, lack of quality facilities, lack of funding for our official student’s publication, lack of funding for student organizations, lack of gender-inclusive policies, witch-hunting of journalists, police presence in the campuses, and lack of significant actions for the betterment of the overall academic situation are evidences that the administration DOES NOT prioritize student welfare and instead continue to allow and propagate the colonial and commercialized state of education.
It is disheartening that amid these conditions, the OSFA registration is prioritized over other pro-student policies that would have significantly helped Carolinians especially during this time of economic and health crisis. Furthermore, it is another threat to student rights and an attempt of student repression.
OSFA MoA is presented as a memorandum that reinforces the partnership of the USC admin to the SSC to better take part in university matters as well as the activities of the council. However, history has shown that despite this, the attacks on academic freedom still prevail with the administration even taking an active role in propagating such attacks.
Under the memorandum, OSFA has an official capability to regulate organizational activities branded as “consultation”. This alone shows its potential as a tool of repression. Students should have the freedom to form organizations and govern those organizations independent of any regulation by the administration or consultant they appoint.
The OSFA MoA is anti-democratic.
The admin asserts that the SSC will be replaced unless it registers under OSFA. This is a clear threat to the SSC by the admin. Moreover, the replacement of the SSC with the University Student Body which the admin itself will initiate, violates the exercise of democracy that happens when the SSC is duly elected by the student body through a clean election. Hence, the voting powers of the student body and the democratic practices in the university is nullified when the admin simply replaces it with who they prefer.
The fact that the admin threatens to replace the SSC in the case of non-registration under OSFA MoA and yet will be “recognized” as a genuine student representation upon registration, entails that the admin’s respect to genuine student representation is only conditional.
The official capability of an appointed adviser-consultant, which will also be the head of OSFA, to regulate student activities or organization-related activities has the potential to be a hindrance to substantial activities that develop student skills and their learning. In the case of student publications which are the voice of the student body, this regulation can be used as a tool to strip away the voice of Carolinians and threatens the freedom of speech.
Moreover, student organizations are pressured to register for funding. To put it simply, the admin provides funds in exchange for compliance. When student interests and welfare is truly prioritized, funding for student organizations should not be conditional. This is a clear manifestation of a colonial, commercialized, and anti-democratic education.
These conditions are evidences that there is a taint in the freedom to build and mobilize organizations and a threat to the right to assemblage. The administration threatening the replacement of the SSC entails that they disregard the student body’s exercise of democracy and the democratic rights of students. This will include mobilizations such as protests, strikes, sit-ins, and any other exercise of democratic right to criticize the education system. A history of the attacks on academic freedom has already proven that.

Anakbayan - USC chairperson spoke today, amidst heavy state police presence around the campus, regarding the effects of a tuition fee increase on the common worker who in USC do not receive a salary increase, who as parents of USC students struggle every day to make ends meet and who as citizens of the Philippines do not even have a minimum wage.
Anakbayan - USC calls on the Carolinian student body to support the demand for a Php750 increase in wages towards a family living wage and to clamor against the commercialization of education.

Yesterday, Marcos Jr. gave his State of the Nation Address, stating that the Bagong Lipunan has arrived. The arrival of this new society is merely just the continuation of the old policies of neoliberalism and counter-insurgency which has led to the broad masses of the Filipino people entrenched in deep poverty and human rights violations.

Anakbayan - USC together with the USC Supreme Student Council and the rest of the NDMOs in the university continue to stand our ground to junk TOFI. We are united in our strong opposition of the 6.95% increase in our tuition and other fees that was submitted by the university’s administration to CHEd. Not to mention, how us Carolinians were lied to when the initial disclosed TOFI was supposedly 5%, and how CHEd made an unexpected monitoring last July 19 that excluded the SSC, despite their assurance that the council would be included in the monitoring scheduled on July 21.

Anakbayan - USC joins with the Supreme Student Council and Kabataan Partylist in front of the Commission on Higher Education (CHED) in condemning the barefaced lies of the University and CHED's collaboration with the administration.
The students have been extremely disappointed with the fact that the administration failed to submit the petition papers and surveys that show the students' opposition to the TOFI which apparently was proposed at a rate of 6.95% to CHED.
CHED promised to monitor the University with the SSC yesterday on July 21 but apparently had done it on July 19 without the students' foreknowledge.
Recently, the university clarified that it proposed a 5% tuition fee increase and not a 6.95%. 6.95%, 5% or even a peso worth of tuition fee increase, the students will undoubtedly reject to pursue the call for a nationalist, scientific and mass-oriented educational system.

STATEMENT | ANAKBAYAN USC DECRIES DECEITFUL AND LYING ADMINISTRATION AND THE COMMISSION ON HIGHER EDUCATION
Anakbayan – USC with its firmest indignation decries and condemns the recent revelation that the administration had lied to the student body regarding the 3-5% increase in tuition fees. During the Pakighinabi, the admin further confirmed that it was going to be a 5% increase in tuition. In fact, according to Commission on Higher Education Regional Office 7 (CHEDRO7), the proposed increase was actually at 6.95%.
This comes after students protested and held a dialogue with CHEDRO7 amidst worsening crisis of the economy and political turmoil brought about by the Marcos Regime. It was also revealed that the University of San Carlos administration had not passed the position papers, petition paper signed by over a thousand Carolinians documenting the students’ opposition to TOFI, despite the administration’s promise to submit them to CHED. The video documentation during the sole and last TOFI consultation last April was also withheld by the administration, submitting only a photo documentation.
It should be noted that CHEDRO7, instead of providing actual solutions and rejecting the proposal (as it has the power to), only gave the students with the promise that it would “monitor” the University. CHED’s monitoring deceitfully happened yesterday without the knowledge of the students and CHED refuses to give the results, instead stating that the students would only be able to get a copy of the admin’s response.
Anakbayan – USC asserts that this is a worsening case of commercialism in our educational system. Instead of our education being a right that can be ascertained by our students, it has become a business to produce marketable employees to transnational and multinational corporations.
The Outcomes Based Education which the Philippines began to adopt since joining the Washington Accord proves the colonial character of education amid increasing tuition as students become overburdened with output in order to become these exact marketable employees to foreign firms.
Anakbayan – USC asserts that we must defend our national sovereignty in regards to education and push for a nationalist, scientific and mass oriented education. We appeal to the student body to call: Junk the Tuition and Other Fee Increases! Education is a Right! Yes to Salary Increase!
