With great esteem, the Ministry of Basic, Higher and Technical Education (MBHTE) extends its sincere congratulations to ALHAFIDH MUZAHEER SUWEB BITO, a resident of Old Maganoy, Datu Abdullah Sangki, Maguindanao del Sur. Mr. Bito won an outstanding achievement in securing the Top 3 position among the 70 participants around the world in the esteemed 27th Session of the Dubai International Holy Qur'an Contest.

The Ministry acknowledges Mr. Bito's diligence and talent in mastering the Holy Qur'an, which brings honor not only to his local community but also to the entirety of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Philippines as a whole.

Mr. Bito is a student of Markadz Ebrahim, Datu Odin Sinsuat, Maguindanao del Norte. An Elementary Graduate of Dimampao Elementary School, Datu Abdullah Sangki, Maguindanao del Sur, Batch 2022.

Both his parents serve as Islamic and Arabic Language (ISAL) Teachers at Dimampao Elementary School, DAS.

As Mr. Bito continues on his path of enlightenment, the MBHTE pledges its continued support and encouragement. May his success inspire future generations to embrace learning and embody the virtues of perseverance and humility.

𝐂𝐎𝐌𝐄𝐋𝐄𝐂, 𝐌𝐁𝐇𝐓𝐄 𝐭𝐨 𝐞𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡 𝐚𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐝𝐞𝐬𝐤𝐬 𝐢𝐧 𝐁𝐀𝐑𝐌𝐌 𝐟𝐨𝐫 𝐁𝐒𝐊𝐄 𝟐𝟎𝟐𝟑

A Legal Assistance Desk (LAD) will be established by the Commission on Elections (COMELEC) in all provinces to assist the Electoral Boards and all persons rendering service for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE).

This was the COMELEC’s primary duty as stated in the Memorandum of Agreement (MoA) signed today, October 19, in Davao City, between the commission and the Ministry of Basic, Higher and Technical Education (MBHTE).

The LAD shall be manned by COMELEC personnel, and Support Staff from the MBHTE, under the supervision and control of the COMELEC. This is in case a report or complaint is lodged against them by reason of or on the occasion of the performance of their functions or duties during elections.

On the other hand, the MBHTE shall monitor the Electoral Boards, Supervisor Officials, and the respective support staff in the performance of their election duties.

MBHTE Minister Mohagher Iqbal emphasized that the partnership is to address a matter of utmost importance – the participation of dedicated Bangsamoro public school teachers in the upcoming BSKE.

The collaboration, according to him, signifies a significant stride towards pursuing honest, credible, and just elections in BARMM, especially since this region is a proponent of Moral Governance.

“As we approach the Barangay-level elections, we must not forget the vital role that our teachers play in ensuring the conduct of fair and transparent polls. Their integrity and dedication are essential in upholding the sanctity of the electoral process, which is the cornerstone of a democratic country,” said Iqbal.

He further affirmed the Ministry’s commitment to support and protect the teachers who willingly step up to serve during the election period.

“This MoA provides a framework that ensures that the rights and welfare of our teachers are upheld. With this partnership, we protect the teachers as they protect our votes – and as they protect our votes, we surely protect the future of children by ensuring that only those elected by the people will run the elective posts,” he concluded.

Meanwhile, BARMM Chief Minister Ahod B. Ebrahim commended the steadfast leadership of COMELEC Chairman Atty. George Erwin Garcia for the openness to partner with the MBHTE.

“I am optimistic that this MoA will address gaps, issues, and concerns that beleaguer the application of the Election Service Reform Act in the BARMM,” said Ebrahim.

Extending the Bangsamoro Government’s appreciation to those will be serving the upcoming elections, Ebrahim said, “we thank you for your invaluable service to ensure a safe and credible 2023 BSKE. May the Almighty Allah bless you with guidance and protection as you perform your crucial tasks in the coming days.”

Completing the 11 division the Regional CPP Team went full on to cascade the SDO of Lanao del Sur 1 for the Field Cascading of the Bangsamoro Ministry of Basic, Higher and Technical Education - Child Protection Policy and the Formulation of School-Based Child Protection Policy.

The 2-day training was held at Lakeview Lanao Resort, Marawi City and was attended by more than 400 participants composed of School Heads, Principals, CPP Coordinators, and teachers.

Present in the affair were the members of the CPP team where Atty. Mojahid Salic G**o, Atty. Dayang Akirah Sansarona, Atty. Hamida U. Mantikayan, Dir. Johnny Balawag, and Dr. Najed Macarimbang served as the speakers in different sessions. The event was also attended by the the ever dynamic and supportive SDS of LDS - 1 𝗗𝗿. 𝗦𝗵𝗮𝗵𝗮𝗻𝗶𝗲 𝗠. 𝗦𝘂𝗺𝗮𝗴𝗮𝘆𝗮𝗻 who also express her support and commitment in the implementation of CPP in LDS 1.

Meanwhile, The UNICEF - Mindanao was also present in the person of Mr. Radoslaw Rzehak the Chief of Mindanao Field Office, Ms. Rohainie Datumanong - Chief of Child Protection, and their other colleagues. They deliver a speech of support and assurance to help in nurturing and protecting the Bangsamoro Children.

Finally, this is where the cascading concludes after almost a year of visiting from one SDO to another.

What's next to this?
The Regional CPP Team will continue on its function to monitor and help division CP coordinators to fulfill their action plan.

The Regional CPP Team continues to cascade with full determination and perseverance the SDO of Lanao del Sur 2 for the last leg of the Field Cascading of the Bangsamoro Ministry of Basic, Higher and Technical Education - Child Protection Policy and the Formulation of School-Based Child Protection Policy.

The 2-day training was held at Mindanao State University - Iligan Institute of Technology Gymnasium, Iligan City and was attended by more than 400 participants composed of School Heads, Principals, CPP Coordinators, and teachers.

LOOK: The MBHTE-Regional Child Protection Committee in partnership with UNICEF-Mindanao went to Sulu National High School, in Jolo, Sulu on July 21 and 22 for the "Field Cascading of Regional Order No. 683, Series of 2022 or the MBHTE-BARMM Child Protection Policy and Formulation of School Child Protection Policy" for the SDO of Sulu Island. With the successful conduct of the 2-day training this marks the completion of all the island in the region to be cascaded.

The event was attended by more than 400 participants composed of Elementary and Secondary School Heads, Principals, CPP Coordinators, Division Personnel, and Supervisors. The activity was also attended by the presence of the ever enthusiastic and supportive SDS of SULU SDS Hji. Kiram K. Irilis Phd together with his strong support system from the division office of Sulu.

Overall, the activity successfully concluded with an oath of commitment from the participants to support the implementation of Child Protection in Schools. It is expected that this upcoming school year 2023-2024 the SCCP will take effect and function.

Tentatively, the next schedule for the remaining SDO's cascading for Lanao del Sur 1, and Lanao del Sur 2 is set this 2nd week of August.

62 schools under the Schools Division of Tawi-Tawi received IT supplies and equipment from the Ministry of Basic, Higher and Technical Education's (MBHTE) Project Improve Quality Education in the Bangsamoro Land (IQBAL).
During the distribution held Sunday, May 14, at Tawi-Tawi Gymnasium, the SDO received the following:
1. 4 units of Kyocera
2. 62 units of Epson Printer
3. 984 units of Tablet
4. 62 units of Desktop Computers
5. 124 pcs of Wall Fan
6. 62 pcs of Tumbler
Teacher’s Kits and Learner’s Kits were also distributed to the SDO.

The event was attended by a sum of 303 participants composed of Elementary and Secondary School Heads, Principals, CPP Coordinators, Division Personnel, and Supervisors. The activity was also graced by the presence of the ever dynamic and supportive SDS of Maguindanao I 𝘽𝙖𝙞 𝙈𝙚𝙧𝙞𝙖𝙢 𝘼. 𝙆𝙖𝙬𝙞𝙩, 𝘼𝙡-𝙃𝙖𝙙𝙟𝙖 together with ASDS 𝙉𝙤𝙧𝙞𝙚 𝘼. 𝙈𝙖𝙢𝙖𝙡𝙞𝙣𝙩𝙖. This event was spearheaded by the members of Regional-CPP Team headed by Atty. Mojahid S. G**o, Atty. Hamida U. Mantikayan, Atty. Dayang Akirah L. Sansarona, Dir. Johnny G. Balawag, Dr. Najed C. Macarimbang, Mr. Rhyan Saear B. Zabate, Mr. Marc Paul D. Culong, Ms. Roxie A. Guiling, Mr. Charlimagne G. Panda, and Mr. John Eric A. Bendijo.

Overall, the event was successfully done with an oath of commitment from the participants initiated by ASDS Norie, to support the implementation of Child Protection Policy not only in schools but even in the community.

Tentatively, the next schedule for the remaining SDO's cascading for Lanao del Sur 1, Lanao del Sur 2, and Sulu Province is set at the end of May and second week of June.

The MBHTE-Regional Child Protection Committee went to Apo View, Davao City last February 02 and 03 for the "Field Cascading of Regional Order No. 683, Series of 2022 or the MBHTE-BARMM Child Protection Policy and Formulation of School Child Protection Policy" for the Sdo Maguindanao II

The event was attended by a sum of more than 300 participants composed of Elementary and Secondary School Heads, Principals, CPP Coordinators, Divison Personnel, and Supervisors. The activity was also graced by the presense of the ever dynamic and supportive SDS of Maguidanao II Dr. Alma A. Nor.

The CPP Team will continue its cascading activity on the few remaining division left, next on the list is the Schools Division of Maguindanao I.

The Lawyers of MBHTE - Legal and Legislative Liaison Division look on today's activity at the SMX Convention Center Davao, SM City Lanang, Davao City.

After four years, the Integrated Bar of the Philippines (IBP) conducts the first in-person mandatory national convention for lawyers starting today Thursday, Feb. 16, in Davao City 'til Feb 18, 2023.

“More than 3,500 lawyers are expected to attend one of the biggest gatherings held by the IBP thus far,” the IBP said in a statement.

The Ministry of Basic, Higher and Technical Education (MBHTE), through its Regional Child Protection Policy Committee, Legal and Legislative Liaison Division, and Basic Education Sector, continued the conduct of the cascading and formulation of the School Child Protection Policy (SCPP) for Maguindanao II Schools Division last February 1-4, 2022 in Davao City.
It can be recalled that the MBHTE has begun the cascading activity last July 2022 and aims to conduct it in the 11 schools divisions.
Said policy is based on Child Rights Conventions, Philippines and Bangsamoro Government Legislations, and Internationally recognized good practices.
Bangsamoro policies and programs shall take into utmost consideration the best interest of children, youth, and adolescents, and promote their rights such as, but not limited to, their right to survival, development, protection, and participation.
Two of the purposes of this policy are to understand child protection issues and concerns and their importance and to ensure that a safe environment for children is created through preventive measures.
Tentatively, the next cascading is also set this February 2023 for Maguindanao I Division.
