Davao City โ As part of the ongoing efforts to establish the Bangsamoro Science High School System in the region, the Ministry of Science and Technology (MOST), in collaboration with the Board of Trustees (BOT), held its 4th BOT meeting on September 5, 2024, at Bajada Suites in this city.
Attending the meeting were BOT members, along with officials from MOST and the Ministry of Basic, Higher, and Technical Education (MBHTE), including BOT Chairperson and MOST Minister Engr. Aida Silongan, Vice Chairperson and MBHTE Minister Mohagher Iqbal, Committee on Science and Technology Chairperson MP Suharto Ismael, MSU System President Atty. Basari Mapupuno, Interim Campus Director and Bangsamoro Director General Engr. Abdulrakman Asim, Bangsamoro M***i Sheik Abdulrauf Guialani, as well as other Technical Working Group (TWG) members. The TWG members present included Director II Nasrodin U. Buisan, Chief Administrative Officer Ramla Bituanan-Lantong, Atty. Norhussien Lauban, Atty. Warda Santiago, Supervising SRS Sittie Benazir Ulama, and other staff.
In her opening remarks, MOST Minister and BOT Chairperson Silongan outlined the key agenda points for the 4th BOT meeting.
โWe will provide updates on our progress, discuss our current status, and outline the remaining tasks that require attention. Our aim is to reach a collective decision on the next steps before proceeding with the significant work required for the establishment of our science high school,โ Minister Silongan emphasized.
Key topics discussed included the designation of a concurrent interim campus director, a review of the campus development plan, updates on human resource hiring, policy updates, infrastructure development, and potential amendments to the law.
The meeting concluded with discussions on other important matters, including the schedule for the next BOT meeting.
MOST and BOT members reaffirmed their commitment to ensuring that the strategy for implementing the BSHS system in the region is effectively translated into reality.

Cotabato City - About thirty (30) employees of the Bangsamoro Governmentโs Ministry of Science and Technology are undergoing a Training Workshop on Records Inventory, Appraisal, and Disposition from September 5 to 6, 2024.
The two-day activity, which is taking place at Crystal Hall, EM Manor Hotel and Convention Center, aims to equip employees with essential records management practices, key underlying concepts, and guidelines in accordance with Republic Act 9470, or the National Archives of the Philippines Act of 2007.

Cotabato City โ In a significant milestone for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the Bangsamoro Standards and Halal Testing Laboratories (BSHTL) is happy and proud to announce the successful completion of its first surveillance visit with special assessment based on ISO/IEC 17025:2017 that was conducted by the designated Assessment Team of the Department of Trade and Industry - Philippine Accreditation Bureau (DTI-PAB).
This external assessment focused on the implementation of the BSHTL Laboratory Quality Management System (LQMS), and the technical competence of the Microbiology Laboratory, Physico-Chemistry Laboratory, and Halal Verification Laboratory on August 28-30, 2024.
The assessment team concluded the assessment by recommending the laboratory accreditation of the Halal Verification Laboratory and the retention of laboratory accreditations for the Microbiology Laboratory and Physico-Chemistry Laboratory.
The BSHTL is also delighted that the recommendations include the new and maintained scopes of accreditations and an additional four (4) NEW approved signatories on top of the existing four (4) competent and skillful approved signatories of the BSHTL. The new recommended scope is the Porcine DNA Detection.

The assessment of the BSHTL Management was led by the Chief-designate, Laboratory Head, and Quality Manager Ms. Rugaya H. Abdullah, RCh, Deputy Quality Manager Mr. Mojahid Acmad S. Magandia, ECE, Document Controller Mr. Almanzur D. Ali, and Deputy Document Controller Ms. Motayam T. Sakandal.
The BSHTL team extends its appreciation to the members of the Top Management, especially to Minister Engr. Aida M. Silongan, MAPDS, Bangsamoro Director General Engr. Abdulrakman K. The Ministry of Science and Technologyโs Advanced Science & Technology Division (MOST-ASTD) engaged in a series of benchmarking activities and technical meetings with several key institutions from August 19 to 22, 2024. The team visited Batangas State University (BATSTATEU), DOST IV-A, PAGASA, PHIVOLCS, and DOST-ASTI, aiming to acquire knowledge for enhancing the ministry's disaster risk reduction and management services.
The benchmarking activity began at BATSTATEU, home to the Response Command Center for Disaster Risk Reduction and Management for Region IV-A. The team received a comprehensive tour of the facility, which showcased the advanced technologies utilized in their operations. The university also presented its masterโs program in Disaster Risk Management (DRM), offering specialized training and knowledge in the field.
The following day, the team visited the DOST IV-A office, where they were introduced to the platforms and technologies used for monitoring hydrometeorological data. Discussions highlighted various ICT tools employed for this purpose.
On the third day, the team visited PAGASA and PHIVOLCS. At PAGASA, discussions focused on the challenges associated with operating early warning stations, and the team requested technical assistance to address these issues. Similarly, at PHIVOLCS, the team discussed the difficulties in maintaining tsunami alert stations and sought expert guidance.
The final stop was DOST-ASTI, where the team was introduced to various technologies that could be adopted to improve disaster preparedness in the region. DOST-ASTI provided insights into how these tools could be integrated into existing disaster management strategies.
This series of visits and technical meetings equipped the Ministry of Science and Technology personnel with valuable knowledge and practical insights into disaster risk reduction and management.

The Provincial Bangsamoro Science and Mathematics Quiz Olympiad took place from August 27 to 29, 2024, in three key locations: the Special Geographic Area (SGA) of North Cotabato, Cotabato City, and Maguindanao. The event brought together junior high school students from various institutions to compete in a rigorous quiz bee designed to ignite a passion for science and mathematics.

Approximately sixty-two (62) members of Micro, Small, and Medium Enterprises (MSMEs) in the province of Tawi-Tawi benefited from the Technology Fora Caravan, spearheaded by the Bangsamoro Governmentโs Ministry of Science and Technology under the Technology Application and Promotion Section (TAPS).
The 6th leg of the caravan, held from August 27 to 28, 2024, aimed to provide prospective technology adopters in the region with access to technology and innovation resources. The caravan offered participants the opportunity to explore various technological tools, equipment, and services that can enhance their business operations and boost their competitiveness in the market.
The Technology Fora Caravan focused on providing training for MSMEs, with an emphasis on food safety, halal practices, and seaweed processing technologies. It equipped participants with knowledge and skills, helping them understand the application of technology to their specific business needs. This initiative also underscored the importance of adhering to guidelines set by the Food and Drug Administration, ensuring that food products are of high quality and safe for consumption.
Ms. Bea Hannah Midtimbang-Unggui and Ms. Samera Gumandel delivered lectures on Food Safety Concepts and Halal Concepts and Principles, respectively, directly addressing participants' questions during their sessions. The forum facilitated discussions on various aspects of food safety and halal practices. Participants then engaged in a lecture and demonstration by Assistant Professor Meri Lyn Amlani from MSU-Tawi-Tawi College of Technology and Oceanography, College of Fisheries, focusing on seaweed processing technologies. She showcased different types of seaweed and their potential for producing various by-products. Notably, she introduced Seaweed Chips and Pickled Seaweeds as products that can be developed from seaweed processing.
Participants learned the necessary ingredients
and procedures for creating these products and shared their opinions and suggestions for future topics that could further benefit their businesses and production efforts.
Finally, Ms. Bea Hannah Midtimbang presented the various assistance programs offered by the ministry to improve livelihoods in Tawi-Tawi. She outlined the procedures, requirements, and priority sectors eligible for these programs.
As the Technology Fora Caravan continues its journey, it leaves behind a legacy of knowledge-sharing and innovation, empowering local businesses to thrive in a competitive market.

The Ministry of Science and Technology (MOST) continues its mission to empower local communities through its Techno Fora Caravan, which recently visited various locations across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This series of events from June to August 2024 provided essential skills training, technological innovations, and insights into food safety and Halal concepts to help uplift local industries and livelihoods.
The caravan kicked off in Rajah Buayan, Maguindanao, where the event focused on fish processing in collaboration with Mindanao State University (MSU) Maguindanao. The training aimed to enhance local fish preservation and value-adding practices, helping the community develop more sustainable livelihood strategies.
The next stop was in the Special Geographic Area (SGA) in Pikit, North Cotabato, where the focus was on banana processing. Participants learned modern techniques to improve the quality and marketability of banana-based products, providing new opportunities for income generation.
In Marawi City, Lanao del Sur, the caravan continued its focus on fish processing, this time in partnership with the MSU Main Campus School of Fisheries and Aquatic Sciences. Participants gained hands-on experience in advanced fish processing methods that align with industry standards, offering them a competitive edge in local markets.
The next leg of the caravan took place in Lantawan, Basilan, where the focus shifted to cassava processing. In collaboration with the Office of the Provincial Agriculturist, the training introduced new techniques for producing cassava products, addressing both food security and income generation needs in the area.
The Techno Fora Caravan's journey through BARMM highlights the region's potential for growth through technology and skills development. By tailoring each session to the specific needs of each community, MOST aims to foster sustainable development and enhance local livelihoods across the region.

The Bangsamoro Governmentโs Ministry of Science and Technology (MOST) conducted a Technology Fora Caravan in Parang, Sulu, on August 16-17, 2024. The event aimed to promote and enhance the local handwoven textile industry in Parang through a pioneering partnership with the Department of Science and Technology โ Philippine Textile Research Institute (DOST-PTRI). The partnership marks the first of its kind for this community and seeks to develop textile technology and processes for local adoption.
The TechnoFora Caravan, designed to introduce innovative technologies to potential adopters, was brought to Sulu as part of this outreach. The first day began with a dialogue among key stakeholders, including representatives from MOST, led by Monawara Abdulbadie, Chief Science Research Specialist of the Science and Technology Services Division, and the DOST-PTRI team headed by Evangeline Manalang, Supervising Science Research Specialist of the Technology Transfer, Information, and Promotion Section. The Municipal Government of Parang was represented by Municipal Administrator Abubakar Loong Jr., while Barangay Guimba Lagasan was represented by Barangay Treasurer Misba Abdulkadil. Faculty members from Sulu State College (SSC) and Mindanao State University โ Sulu (MSU-Sulu) also participated, along with the Guimba Lagasan Hoblon Weavers Association, led by their president, Nohana Moh. Hasim.
During the forum, MOST expressed its commitment to boosting Parangโs weaving industry through this initiative. DOST-PTRI presented their existing programs and services related to textile production and highlighted potential ventures for the local community. SSC and MSU-Sulu reaffirmed their dedication to improving the livelihood of the community through research and development. The Guimba Lagasan Hoblon Weavers Association discussed the challenges they face in advancing their craft, while Barangay Treasurer Abdulkadil emphasized the importance of preserving traditional Tausug weaving practices. Municipal Administrator Abubakar Loong Jr. reiterated the local governmentโs continued support for the weaving sector.
On the second day, discussions focused on specific opportunities for the community. Ms. Cheryl Lopez of DOST-PTRI's Silk Research and Innovation Center in Misamis Oriental presented the prospects of sericulture in the BARMM region, highlighting the need for more silk producers to meet national demand. Mr. Anghel Uldo of DOST-PTRI's Technology Transfer, Information, and Promotion Section introduced technology-based livelihood funding opportunities and discussed existing technologies that could benefit the weavers of Guimba Lagasan. The barangay is renowned for producing the traditional Tausug P*s Syabit, a vibrant, geometric textile with deep cultural significance that continues to be the primary product of the community.
The event concluded with representatives from MOST, DOST-PTRI, and SSC visiting the Guimba Lagasan weaving center to assess the current state of the industry and identify technological needs that could help improve their operations. To leverage global networks in advancing the national health research system, the Bangsamoro Governmentโs Ministry of Science and Technology, through the Research, Development, and Innovation (RDID) Division and Bangsamoro Health Research and Development Consortium (BHRDC), participated in the 17th Philippine National Health Research System (PNHRS) at Almont Inland Resort, Butuan City.
The activity, which ran from August 13 to 16, 2024, aimed to highlight the importance of utilizing the power of local, national, and global joint efforts in addressing health challenges and accelerating health research and medical innovations.
The MOST-RDID personnel and BHRDC members who joined the health research activity included:

MOST and BHRDC specifically participated in the Rampa Kultura event, securing 3rd runner-up out of 12 participants nationwide, as well as in the Consortium Poster Competition.
MOST ensures that its personnel are actively engaged in research and development initiatives to enhance their capacities and capabilities, thereby fostering R&D development in the region with a particular focus on health.

Alhamdulillah! The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is no longer the poorest region in the Philippines, as its full year poverty incidence dropped significantly to 23.5% in 2023 (from 28% in 2021 and 52.9% in 2018), according to an August 15, 2024, press release issued by the Philippine Statistics Authority.
This significant improvement only reflects the region's commitment to moral governance in its continued efforts to develop and empower its people

The Bangsamoro Governmentโs Ministry of Science and Technology (MOST) actively participated in the recent public hearing on Parliament Bill No. 164, the Bangsamoro Fast Food Labeling Act.
On August 5, 2025, at the Marcian Garden Hotel in Zamboanga City, MOST Provincial Directors in Basilan, Sulu, and Tawi-TawiโSenior Science Research Specialist Arfie Edris, Senior SRS Ibnurwalid Arabani, Senior SRS Shirmal Mudjahiron, and Technology Transfer Section Head Bea Hannah Unggui-Midtimbangโattended the hearing.
The bill proposes mandatory labeling of food products and condiments by all major fast-food chains operating within the Bangsamoro region.
Stakeholders from BARMMโs island provinces emphasized that the bill should also consider the needs and operational capacities of local businesses, especially smaller fast-food vendors not initially covered by the bill's scope.
The public hearing included participation from various stakeholders in the BARMM region, whose inputs are invaluable for further deliberations on the parliamentโs refinement of the bill.
