MP Ampatuan has been one of the 80 presidential appointees to the Bangsamoro Transition Authority (BTA) Parliament since February 2019. She serves as one of the vice-chairpersons of the Committee on Finance and is a member of eight parliamentary committees.

As of August 2024, she has filed 49 principally-authored bills and 121 proposed resolutions, with 43 of them having already been adopted and 65 having been referred to the appropriate committees. Additionally, she co-chairs the Joint Task Force on Camps Transformation (JTFCT) for the government’s side, a peace mechanism under the socio-economic cluster of the Inter-Cabinet Cluster Mechanism on Normalization or ICCMN.

In a recent interview, she emphasized her views on sustainable peace in the Bangsamoro region.

"We just do our job in the best way that we can so we can contribute to the sustainable development of the Bangsamoro region," she stated.

"During the transition period, we need to lay down a strong foundation of governance and uphold the democratic system in order to establish a functional regular government and move towards the sustainable development of the Bangsamoro Autonomous Region," she emphasized.

COMMITTEE MEETING | On Tuesday, 3 September 2024, the Committee on Environment, Natural Resources, and Energy (CENRE) convened to deliberate two (2) proposed resolutions and discuss the creation of the Philippine National Oil Company (PNOC) – BARMM.

Proposed Resolution (PR) No. 430, principally authored by MP Engr. Baintan A. Ampatuan, was approved by the Committee. The resolution, titled β€œResolution Urging the Ministry of Environment, Natural Resources and Energy (MENRE) to Apprise the Bangsamoro Parliament on the Updated Forest Cover and Water Sources of the Bangsamoro Region in Muslim Mindanao (BARMM),” seeks to provide the Bangsamoro Parliament with current information on forest and water resources.

During the discussion, MP Ampatuan emphasized the resolution's significance and urgency, noting the pressing need for updated environmental data amid the ongoing effects of climate change. She also highlighted recent challenges, including the recent El NiΓ±o and potential La NiΓ±a impacts, and cited concerns about flooding in Cotabato City, Maguindanao, and other areas in the Bangsamoro region. MP Ampatuan underscored the historical link between flooding and deforestation, urging MENRE to update the Parliament on environmental conditions and preservation plans.

Additionally, the Committee also approved PR No. 595, which was also principally authored by MP Ampatuan, titled β€œResolution Urging the Ministry of Environment, Natural Resources and Energy (MENRE) in Coordination with Concerned Ministries to Prepare a Comprehensive Solar Electrification Plan for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).”

In her remarks, MP Ampatuan stressed the need for a unified solar electrification strategy. She noted the involvement of multiple agencies in solar projects but pointed out the need for a cohesive plan. MP Ampatuan called for a comprehensive approach to solar electrification and emphasized the importance of a clear, collective strategy, and accurate data to guide implementers and inform policymakers.

COMMITTEE MEETING| On August 28, 2024, The Bangsamoro Parliament’s Committee on Women, Youth, Children, and Persons with Disabilities (CWYCPD) deliberated on, and approved at the committee level, Proposed Resolution (PR) No. 578, titled, a resolution urging BARMM ministries, agencies, and offices in BARMM to set up child-minding centers at workplaces or accessable locations to the workplace. This is a crucial move intended to support solo parents to be more productive by providing safe spaces for their children during work hours.

The Committee was also updated with the outcomes of a recently concluded Gender and Development (GAD) briefing for Bangsamoro lawmakers, aimed at equipping them with the knowledge to craft policies that address gender issues.

Furthermore, updates on Regional Action Plans for Women, Peace and Security (WPS) and Youth, Peace, and Security (YPS) were rendered by invited resource persons from the Bangsamoro Women Commission (BWC), Bangsamoro Youth Commission (BYC), and the United Nations Development (UNDP).

The presentation engaged a discourse, with MP Ampatuan raising several important questions. She asked whether the reports presented reflected the full and integrated reports of the Bangsamoro Regional Action Plan and whether a specific timeframe had been set for its implementation. She also asked the resource persons the challenges faced by various ministries and agencies in achieving the target action plan, specifically asking which ministry is problematic in identifying activities related to gender and development (GAD).

Furthermore, MP Ampatuan asked how the concerned ministries and agencies identify programs and activities that fall under personal services in relation to GAD, as she cited for example the MBHTE where 50-60% of its budget intended for Personal Services.

The meeting was then adjourned until the next meeting.

PLENARY SESSION | On Thursday, 29 August 2024, the Second Bangsamoro Transition Authority (BTA) Parliament convened for Session No. 72 (Resumption) of its Third Regular Session.

Parliament Bill (PB) No. 126, principally authored by MP Engr. Baintan A. Ampatuan, entered the second reading and was referred to the Committee on Environment, Natural Resources, and Energy (CENRE); and Committee on Finance, Budget, and Management (CFBM). The bill seeks to designate the Dimapatoy Watershed in Datu Odin Sinsuat, Maguindanao del Norte, as a protected area within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It outlines preservation measures, violations, and penalties.

In her sponsorship speech, MP Ampatuan highlighted the watershed’s natural, ecological, and economic significance. She stressed the importance of managing the Dimapatoy Conservation Area to protect the diversity, maintain ecosystem balance, preserve habitats, enhance climate resilience, and ensure a stable water supply. She then emphasized the Bangsamoro Transition Authority's role as the interim government of the BARMM, and its "duty to protect this watershed”, MP Ampatuan said. Furthermore, she also accentuated how it is essential to develop practical measures to ensure its preservation and sustainability.

The session was adjourned until September 16, 2024, unless a special session may be required.

Cotabato Airport may special passenger’s lounge na

Nadagdagan ang amenities, o pasilidad ng Cotabato Airport ng isang special passengers’ lounge na proyekto ni Bangsamoro Parliament Member Baintan Adil Ampatuan, naisagawa sa pagtutulungan ng kanyang tanggapan at ng regional transportation and communications ministry.

Pormal na pinasinayaan nitong Martes, August 27, 2024, ang naturang bagong tatag na passengers’ lounge sa Cotabato Airport sa Barangay Awang sa Datu Odin Sinsuat, Maguindanao del Norte, tinustusan ng P4,455,000 na alokasyon mula sa Transitional Development Impact Fund ng tanggapan ni Parliament Member Adil-Ampatuan.

Sa naturang okasyon mismo, pinasalamatan ni Minister Paisalin Pangandaman Tago ng Ministry of Transportation and Communications-Bangsamoro Autonomous Region si Parliament Member Adil-Ampatuan sa pagkakaroon ng special passengers’ lounge sa Cotabato Airport.

Ang MoTC-BARMM ang siyang namamahala ng Cotabato Airport, mga walong kilometro ang layo mula sa kapitolyo ng BARMM sa Cotabato City.

Dumalo din sa inagurasyon ng naturang katatapos lang na proyekto ang ilang mga miyembro ng BARMM parliament.

The Bangsamoro Parliament’s Women, Youth, Children, and Persons with Disabilities adopted a resolution encouraging the BARMM ministries, agencies, and offices to establish child-minding centers within the workplace or other accessible locations.

PLENARY SESSION | On Wednesday, 21 August 2024, the Second Bangsamoro Transition Authority (BTA) Parliament convened for Session No. 71 (Resumption) of its Third Regular Session.

One (1) bill on the second reading and three (3) proposed resolutions referred to the committees were discussed in the plenary.

During the discussion on Proposed Resolution (PR) No. 525, MP Engr. Baintan A. Ampatuan proposed amending "committee meetings, public consultations, or hearings" to include other attires. The Members of Parliament (MPs) agreed that while different attires could be worn during committee meetings, such attires should still reflect their roles as parliament members. This amendment was accepted by the proponent.

Meanwhile, in Committee Report (CR) No. 77, submitted by the Committee on Social Services and Development (CSSD) and the Committee on Finance, Budget, and Management (CFBM), regarding Parliament Bill (PB) No. 32, MP Ampatuan continued her interpellation. She detailed the structure of the Disaster Risk Reduction and Management Council, explaining its functions and hierarchical relationship from the national to the barangay level.

She also compared this with the existing National Disaster Risk Reduction and Management Council (NDRRMC) structure, which is coordinated by the OCD and focuses on four key pillars. MP Ampatuan highlighted the similarity in composition between the Bangsamoro Risk Reduction and Management Council (BRRMC) and the national body.

Furthermore, she raised concerns about the proposed Bangsamoro Internal Displacement Coordinating Council (BIDCC) under PB No. 32, questioning how its activation would be determined in the event of a disaster. MP Ampatuan, through establishing an example situation, asked of when a disaster occurs, which of the two bodies would be activated, as the two inherently share the same compositions.

MP Ampatuan sought clarification on the BIDCC's exact representation to ensure the bill’s proper composition.

The session was suspended until 22 August 2024.

COMMITTEE MEETING | On Tuesday, 27 August 2024, the Committee on Bangsamoro Justice System (CBJS) convened to deliberate five (5) referred resolutions.

Proposed Resolution (PR) No. 494, principally authored by MP Engr. Baintan Adil-Ampatuan, was adopted by the committee. The resolution requests His Excellency President Ferdinand "Bongbong" R. Marcos, Jr., through the Judicial and Bar Council (JBC), to appoint judges that would fill vacancies in the Shari'a District Courts (SDCs), as established under Presidential Decree 1083, also known as the "Code of Muslim Personal Laws of the Philippines."

Additionally, PR Nos. 83 and 437 were also adopted. In detail, PR No. 83 calls for the immediate activation of the Shari'ah Public Assistance Office (SPAO) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), while PR No. 437 requests Chief Public Attorney Dr. Persida V. Rueda-Acosta to restore the supervision of the Public Attorney's Offices in Maguindanao, Basilan, Sulu and Tawi-Tawi to the BARMM regional office.

3rd Regular Session | Session No. 72 | 8.27.24 28/08/2024

A proposed measure that outlines a framework for registered voters in BARMM to propose, amend, or repeal existing laws and resolutions has advanced to second reading.
In her sponsorship speech, Member of the Parliament Tarhata Maglangit said that "PB No. 165 ensures that the government allows spaces where every voice is heard, every idea is considered, and every citizen is empowered to shape the future of the region."
Member of the Parliament John Anthony Lim also introduced a bill aimed at establishing Environment, Culture, and Opportunity (ECO) tourism villages across local government units in the region.
Meanwhile, the Parliament welcomed a delegation of women from Papua New Guinea and the Autonomous Region of Bougainville. The delegation is in the BARMM for a comparative learning exchange visit, focusing on the Bangsamoro peace process.

TURNOVER CEREMONY | Yesterday, August 27, 2024, the Ministry of Transportation and Communications (MoTC) held the turnover ceremony of the Cotabato Airport VIP Lounge at Awang Airport, Datu Odin Sinauat, Maguindanao del Norte.

The said VIP Lounge was an initiative of the Member of Parliment (MP) Engr. Baintan Adil-Ampatuan, MNSA in partnership with the MoTC.

In her message, MP Ampatuan she reiterated that the VIP Lounge was not made for the elite, but instead it serve as one of the places where officials can shape policy, as it is a venue where heads and or officials of various functions and different places meet.

Furthermore, she expressed her gratitude towards the present leadership of the Bangsamoro for the different programs being implemented in the region today.

PLENARY SESSION| Yesterday, August 20, 2024, the Members of BTA Parliament convened for the resumption of Session No. 71 of its 3rd Regular Session. Two proposed resolutions were approved and referred to the Committee on Rules (COR), and two additional bills were presented for second reading.

Two committee reports submitted by the Committee on Rules were also discussed, namely, Committee Report No. 78 and Committee Report No. 79. MP Ampatuan actively participated during the period of interpellations.

Meanwhile, on August 19, 2024, Parliament Bill No. 35 passed its third and final reading with 48 votes in favor, no objections, and no abstentions yesterday. This bill aims to establish a memorial marker and eco-park in Camp Abubakar, Maguindanao del Norte, honoring those who sacrificed for the self-determination and freedom of the Bangsamoro.

MP Ampatuan voted in favor of the bill. Accordingly, it is among the identified interventions in the Camp Transformation Plan.

Following the passage of the bill, the session continued with discussions and debates on proposed legislations intended to protect the rights of internally displaced persons (IDPs) in the BARMM.

Additionally, two proposed resolutions by MP Baintan were approved, specifically these were: PR No. 617 or "RESOLUTION CONGRATULATING AND COMMENDING MOHAMMAD NUR GUMA-OS CASIB FOR WINNING A GOLD MEDAL AND BEING NAMED NUCLEAR AMBASSADOR AT THE 1ST NUCLEAR SCIENCE OLYMPIAD (INSO) HELD AT NEW CLARK CITY, ANGELES PAMPANGA, FROM AUGUST 1-6, 2024."; and No. PR 618 or "RESOLUTION CONGRATULATING AND COMMENDING CARLOS EDRIEL POQUIZ YULO FOR WINNING TWO GOLD MEDALS AT THE PARIS OLYMPICS 2024."

3rd Regular Session | GADFPS | Executive Briefing | 8.15-16.24 16/08/2024

Bangsamoro lawmakers gathered in Taguig City on August 15-16 for a two-day executive briefing aimed at improving their abilities to craft gender-responsive and transformative legislation.

Organized by the Gender and Development Focal Point System (GADFPS) in partnership with the Westminster Foundation for Democracy and UN Women, the briefing seeks to integrate gender perspectives into legislative processes.

The two-day activity focused on equipping lawmakers with the tools necessary to create policies that are sensitive to and reflective of gender issues.

It provided a collaborative platform for legislators to exchange strategies and discuss ways to ensure that future laws and policies are inclusive and equitable.

Gender and Development Focal Point System Chair Jonaina Macabando emphasized that the activity is designed to ensure that all policies, programs, and activities are gender-sensitive.

In a message delivered by Chief of Staff Atty. Ranao Datu-Dacula, Bangsamoro Parliament Speaker Atty. Pangalian Balindong emphasized the role of lawmakers in formulating measures and programs aimed at advancing equality, equity, and empowerment in the region regardless of gender, ethnicity, or religion.

The Bangsamoro Parliament’s Public Works Committee convened in a hearing today, August 6, to evaluate the financial performance and accomplishments of the Ministry of Public Works for fiscal years 2020 through 2023.

During the hearing, the Ministry presented a summary of its accomplishments, which included major developments in infrastructure across the BARMM.

Among the notable projects were the construction of roads, water systems, and bridges intended to improve connectivity and public services throughout the region.

The projects were funded through the regular infrastructure budget, the Transitional Development Impact Fund (TDIF), the Special Development Fund (SDF), and contingency funds.

Committee Chair Hussein MuΓ±oz stressed an expedited project implementation process to maximize benefits.

Engr. Danilo Ong, the newly appointed officer-in-charge of the MPW, also shared his strategic vision for the Ministry and highlighted collaborative efforts with the national government, such as road network development projects aimed at improving infrastructure in conflict-affected areas within the region. DAVAO CITY | More input and recommendations on revenue collections were shared by the different BARMM ministries as the two-day focus group discussion called by the Bangsamoro Parliament’s Ways and Means Committee wrapped up on Friday afternoon, August 2.

Emphasizing the need to listen to their suggestions, CWM Chair and Deputy Speaker Paisalin Tago said that ministries, agencies, and offices of the regional government will be one of the most directly affected by the proposed Bangsamoro Revenue Code as they will implement it through collecting taxes and fees.

β€œThe revenue code will finance the stability and sustenance of the Bangsamoro government with the help of the Bangsamoro people,” Tago added.

Heads and representatives of various BARMM ministries, agencies, and offices gathered for two days to give their legislative input in improving the BRC.

Ministry of Public Works representative Sittie Nadia Karim proposed for a one-time regional tax on lands within the territorial jurisdiction of the BARMM levied, assessed, and collected from taxpayers under the special development levy provisions.

She added that lands benefited by public works funded by the local government units as basic services under the Bangsamoro Local Governance Code should be exempted from paying the special development levy, as well as those government-funded construction and maintenance of public ports be exempted from paying fees for port establishment, construction, maintenance, and operation.

Meanwhile, Health Ministry’s Ehsan Paudac discussed the inclusion of application fees for license to operate, authority to operate medical facilities and dental laboratories in the region, and issuance of certificates of accreditation, and the need and permit to construct.

Focusing on revenues that may be collected from housing units sales, Salem Demuna of the Ministry of Human Settlements and Development recommended incorporating MHSD’s additional non-tax revenue source into the proposed revenue code.

Nasrudin Buisan, Ministry of Science and Technology representative, proposed revisions on fees and charges on other laboratory tests to include calibration services such as metrology calibration and shelf-life laboratory analyses.

Another round of FGDs in Cagayan de Oro with Islamic finance experts is scheduled by the CPW this month. (LTAIS-Public Information, Publication, and Media Relations Division)
