Localized Environmental and Social Assessment (ESA) and Grievance Redress Mechanism (GRM) Cascading under the SPLIT Project

The PPMO Zamboanga Del Norte held a Target Setting and Re-Orientation Meeting with the Field Validation Teams under the Project SPLIT on April 17, 2023 at DARPO, Dipolog City.

The management intends to reorient the two (2) field validation teams to enhance their understanding of their roles and provide updates on the issued guidelines for the well-rounded implementation of the SPLIT Project in order to achieve a smooth process in meeting the given targets for CY 2023.

PARPO II Villanueva put emphasis on the generation and fast tracking of E-titles and said that the teams' previously documented outputs must be parcelized for future distribution of individual titles. He further added his higher expectations for the team's work performance.

Targets were also set for each team to complete field validation on the 200 hectares of landholding with an approved survey plan.

Meanwhile, Isolde Lopez, Chief LTID/Parcelization Coordinator, directed the team to optimize their time and be proactive in acquiring their assigned deliverables.

The PPMO Zamboanga Del Norte headed by PARPO II Villanueva conducted a Target Planning and Preparation for the Region-Focused Implementation Review held at Top Plaza Hotel, Dipolog City.

The activity aimed to discuss the Field Validation Target and renewal of FVTs for CY 2023 and the presentation of data in preparation to the Region-Focused Implementation Review that will be conducted. Also addressed are the status and updates on the cleansing of data in the CCIS Inventory System and expediting the generation of E-Titles for the upcoming Regionwide CCLOA Distribution.

Also present on the said activity were the new PPMO Support Staff (SS) in M&E Don Leon Ratunil; Validator Kevin Carp's Morado; Admin Maricris Martel and Technical SS Marianita Sapotalo.

Conduct of Project SPLIT Meeting with Stakeholders and ARBs at Labason and Gutalac, Zamboanga Del Norte, spearheaded by PPMO OIC-CARPO LTID/Parcelization Coordinator Isolde L. Lopez. This activity focuses on providing the beneficiaries with a better understanding on the parcelization process, address issues of their landholdings, and secure the necessary documentation to expedite the individual titling of collective CLOAs covered under the SPLIT Project.

Ms. Jecile Anne Tejada, Municipal Assessor of Gutalac, briefed the beneficiaries on the necessary procedures, particularly the issuance of tax declarations and clearances.

Back-to-back DAREA-ZN General Assembly and Project SPLIT Catch-up Planning for the 4th Quarter of CY 2022 on November 11, 2022 at Mibang Hotel, Dipolog City.

DAR Coordination Meeting with the Registry of Deeds at Top Plaza Hotel, Dipolog City. This dialogue with DAR-ROD successfully addressed the issues and concerns as well as its approaches for the process flow and fast tracking of the generation of E-Titles in preparation for the upcoming CLOA Distribution.

Conduct of Formative Assessment, Re Orientation and ESS Feedback Session under Project SPLIT on October 27-28, 2022 at Manuel Resort, Piñan, Zamboanga Del Norte. This two-day activity aims to review deliverables, the continuous and regular process particularly in the validation and splitting of collective CLOAs in the province and enhance the Field Validation Teams' understanding on their roles and responsibilities and process in the project. Also present in the said activity were the RPMO Staff resource speakers headed by Project Engineer Ronald Gadaingan; ESS Specialist Joemar B. Lacaya; Legal Specialist Joelebie Barroca, M&E Support Staff Leonard F. Parcon; MIS Suppory Staff Raphael Ellis Fortich; Verifier Engr. Kristel Joy Graciano; Admin Support Staff Angelica Isabelle Agustin; Finance Support Staff Ryan Tambis and Procurement Support Staff Julie Del Rosario.

FVTs were encouraged to raise any issues or concerns they had, as well as anticipate any problems they might encounter, in order to provide remedial measures for the latter. The session activity on sharing experiences, learning, and insights as an individual and as a team was delivered successfully in order to account for such issues and concerns that need to be considered as communication aids in the development of relationships and teamwork.

BARC Composite Team of DAR Zambo Norte- During the recently conducted Orientation for BARC members from the forty-one (41) SPLIT covered barangays of Siocon, Sirawai and Baliguian, ZDN to provide better understanding on the roles and functions of BARC in the implementation of SPLIT Project.

A proactive two-day activity held at Top Plaza Hotel, Dipolog City on 29-30 September 2022. Process Review of ESS, M&E, and MIS Learning Sessions and Updates addressed the issues and concerns of the Support Staff on Environmental and Social Safeguards. The constraints associated with backtracking and mainstreaming on field validation were taken into account, and relevant measures were provided.

The said activity was attended by PPMOs and support staff; Regional ESS Specialist, Joemar B. Lacaya for the orientation of Project SPLIT, ESS Matrix, Compliance and Updates; and presentation of FVT 100 (Roles and Responsibilities) ; Regional M&E Support Staff, Leonard F. Parcon for the update of DAR Zamboanga del Norte SPLIT Project Accomplishments 2022; and Regional MIS Support Staff, Raphael Ellis Z. Fortich for his updates on CCIS Dashboard and Kobo Manual.

Brgy. Tolon, Rizal, Zamboanga Del Norte - BARC Composite Team successfully oriented and strengthened fifteen (15) SPLIT covered barangays of Rizal, Zamboanga Del Norte. BARC Officers actively participated and addressed issues related to the performance of their duties.

Another batch of BARC Officers from nine (9) SPLIT Covered barangays in Gutalac, Zamboanga Del Norte was successfully oriented by BARC Composite Team on September 13, 2022 at CEARBEMCO, Gutalac, Zamboanga Del Norte. OIC-MARPO Rogelio E. Undap extended his warm appreciation to BARC Officers for their voluntary participation in the BARC Program.

Firming up of LDF/ILDF Completion Target from Validated CCLOAs for the 2nd Semester of CY 2022 at Mibang Hotel, Dipolog City on September 9, 2022 hosted by DAR Zamboanga Del Norte under the supervision of PARPO II Rizzel B. Villanueva, CESO VI. The said activity was participated by DARRO IX Officials headed by Regional Director, Atty. Ramon E. Madroal Jr. and the provincial DAR offices of Zamboanga del Sur and Zamboanga Sibugay. ARDO Engr. Agnes Y. Maata successfully addressed the issues and concerns, resulting in agreements from the three provinces.

During the SPLIT Project Re-Orientation Meeting of the Field Validation Team and Target Setting for the Second Semester of Fiscal Year 2022, held at the Mibang Hotel in Dipolog City on September 6, 2022.

Barangay Agrarian Reform Committee (BARC) Orientation and Oath Taking Ceremony held simultaneously on August 12, 2022 at the SNAS Gymnasium, Sindangan, Zamboanga del Norte. PARPO I Engr. Alfonso A. Tan acknowledged the participation of BARC Officers from different SPLIT Covered barangays in six (6) municipalities of Zamboanga del Norte. PARPO II Rizzel B. Villanueva, CESO VI expressed his great appreciation for everyone's attendance and support to the SPLIT Project. BARC's purpose and functions were addressed by the team, as it will be the primary partner for the successful implementation of the SPLIT Project and other agrarian reform programs. Also present on the activity were Congresswoman, Hon. Glona Labadlabad, who administered the oath to the BARC Officers, Regional Director Atty. Ramon E. Madroñal, Jr. for his inspirational message to sworn BARC Officers and ARDO Engr. Agnes Y. Maata who extended her gratitude for their commitment in the BARC Program.

Orientation to BARC Officers from the ten (10) barangays of Sergio Osmeña was successfully conducted on March 2, 2022 at Dampalan, Sergio Osmeña, Zamboanga del Norte.
