The Land Transportation Office (LTO) will no longer issue a paper-printed driver license as it was able to secure around four million plastic cards that is more than enough to wipe out the backlog on driver’s license as well as the current daily usage through new application and renewal.

This development came as the Office of the Solicitor General (OSG) has elevated to the Court of Appeals the injunction order issued by the Quezon City court in connection with the delivery of the remaining 3.3 million plastic cards that were procured early this year.

“The delivery of these four million plastic cards is enough to address both the backlog and the daily usage through application and renewal of driver’s license,” said Mendoza.

“So we would like to announce to our clients, to the Filipino people na wala ng lisensyang papel! Balik-plastic na lisensya na tayo!,” he added.

If the Court of Appeals would rule in favor of the OSG petition, Mendoza said this would mean additional 3.3 million plastic cards on top of the four million plastic cards that are expected to be delivered starting next month.

“Itong four million plastic cards na ito ay parang maagang pa-Pasko sa ating mga motorista na nagtiyaga sa lisensyang papel. Hopefully, Valentine’s Day gift na rin sa ating mga kababayang motorista yun namang 3.3 million na plastic cards na hindi natuloy yung delivery dahil sa injunction,” said Mendoza.

Since he assumed the top LTO post, Mendoza silently worked hard to address the backlog on millions of driver’s licenses which is one of the major problems that he encountered in Day One of his appointment, along with the backlog on license plates.

“This is really good news for all of us. And we in the LTO are very happy that everything is coming together na. We are back on the right track,” said Mendoza.

“And we are likewise happy that under the administration of President Ferdinand ‘Bongbong’ Marcos ay maa-address natin ang backlog na yan sa driver’s license na yan.”

“Kaya sa pagpunta ng ating mga kababayan para mag-apply at mag-renew ng kanilang driver’s license. Hindi na sila mangangamba nab aka ang ma-issue sa kanila ay papel na lisensya. Wala na po yan, lahat ay magkakaroon na ng plastic na driver’s license,” he added.

On license plates, around one million metal plates are currently produced every month and right now, Mendoza said the backlog on four-wheel vehicles were already wiped out.

LTO to study proposal to stamp ORCR of vehicle owners

The Land Transportation Office (LTO) will study putting a stamp on the Official Receipt (OR) Certificate of Registration (CR) of vehicle owners to indicate that the validity of their driver’s licenses is extended, its chief Assistant Secretary Atty. Vigor Mendoza II said.

In line with the directive of Transportation Secretary Jaime Bautista, Mendoza said the LTO is preparing all the measures once the temporary court order, which halts its distribution of plastic license cards, will not be lifted.

“Lahat ng paraan ay ating gagawin kung sakaling hindi man ma-lift itong TRO sa pagdidistribute natin ng license cards. All suggestions are being welcomed by the agency. As I’ve also said before, the LTO has been eyeing to shift to electronic driver’s license and of course, extending the validity of the existing licenses,” Mendoza said.

“Kasama na rin sa ating pinag-aaralan sa ngayon ang paglalagay ng stamp sa mga ORCR ng mga drivers. We will consult with the Department of Transportation on what’s the best measure so that we will no longer add burden to our drivers and motorists,” he added.

It was Agri party-list Representative Wilbert Lee who suggested stamping the ORCR of vehicle owners as this will reduce cost on the part of the LTO.

Mendoza is still optimistic that the TRO on the release of plastic driver’s license cards would soon be lifted. He said addressing the backlogs on the license cards is still among the priorities of the agency.

To recall, the Quezon City Regional Trial Court Branch 215 had directed the LTO to temporarily stop its distribution of license cards from the winning bidder Banner Plasticard Inc.

The 20-day TRO will lapse on Wednesday, September 6.

15 million metal plates ordered to address backlog for motor vehicles, motorcycles

The Land Transportation Office (LTO) has ordered 15 million pieces of metal plates that are used in the production of license plates for both motor vehicles and motorcycles as part of the measures to address the backlog in the soonest possible time.

LTO Chief Assistant Secretary Atty. Vigor Mendoza II said the order, which was initiated by the Department of Transportation under the leadership of Secretary Jaime Bautista, will cover the current 13.2 million backlog for motorcycles and around 179,000 for motor vehicles.

“We already ordered 15 million license plates and the delivery has already started. With this, we expect to address the backlog for both motor vehicles and motorcycles on a monthly basis,” said Mendoza.

Mendoza, however, appealed to the public for understanding, saying the volume of the backlog, especially for motorcycles, requires more time to address the issue.

But the LTO Chief gave assurance that all the backlogs, including the registration of new motor vehicles and motorcycles in the coming months, will all be addressed by next year.

“Humahabol na tayo kase bumibilis na po ‘yung delivery ng plates ‘no to the tune of 250,000 pairs every month for the motor vehicle and 1 million every month for the motorcycle. So this is speeding up already,” Mendoza said during the budget hearing at the House of Representatives.

“Even our production capacity is also increasing at 32,000 per day or around 700,000 per month,” he added.

Mendoza then expressed confidence that all the backlogs would be addressed by next year as well as the daily consumption rate for license plates for new vehicles and those needing plate replacements.
