Happening Now! Camarines Norte Housing Summit 2023 Highlights: Building Strong Foundations for Peaceful Communities ✨🏡
November 24, 2023, at the Camarines Norte Agro Sports Center in Daet, Camarines Norte, witnessed a landmark event—the Camarines Norte Housing Summit 2023. The summit, themed "Pambansang Pabahay Matibay na Saligan ng Mapayapang Pamayanan," was a collaborative effort to strengthen the foundations of housing and community development in the region.
🌟 Distinguished Guests and Keynote Address:
The summit was graced by the esteemed presence of special guest of honor, Hon. Gov. Ricarte R. Padilla, Governor of Camarines Norte. Atty. Richard L. Manila, C.E., Regional Director of DHSUD Region V, spearheaded this significant housing initiative. Engr. Harold R. Gestiada, Project Manager of the 4PH Program, also added to the event's prestige.

The summit featured insightful discussions from key figures in the field, including Atty. Aquino Martin V. Nillo, Chief of the Legal Division of HSAC RAB-V; Mr. Jose Jaime Tandog, Housing Relationship Officer from HDMF; Engr. Oscar Benecio Penaflorida of NHA; and Mr. Jimmy M. Manes, OIC, VP South Luzon Operations Group from SHFC. Topics ranged from legal provisions to financing and operational strategies.

Mr. Marion Almonte, EnP, and OIC of the HOACDD discussed the salient provisions of RA 9904, shedding light on important regulations. AN AIM TO SERVE THROUGH COLLABORATION. Aiming to reach a wide array of stakeholders and the general public, the DHSUD R5 is launching its 1st HOUSING EXPO by collaborating with the First and Biggest Construction Expo in Bicol, BICONEX (Bicol Construction Expo), on August 4,5 & 6, 2023 at Legazpi City Convention Center, Old Airport Road, Legazpi City.
The 3-day 1st HOUSING EXPO aims to gather stakeholders particularly the Real Estate Practitioners, Key Government Agencies, LGUs, Professionals, Businessmen, Academic Institutions and Realtors to an exceptional platform for expanding network connections, collaboration, and knowledge sharing on the DHSUD’s functions and mandates. To add guaranty to the truckload of insights, as part of inter-agency networking, relevant topics will be delivered by Resource Persons from the Professional Regulation Commission (PRC) and other invited guests.
With this rare opportunity, DHSUD R5 invites interested stakeholders, particularly Professionals, Real Estate Practitioners, Brokers, Salespersons, Developers, to come and participate and grab the chance to gain CPD Points under the PRC Self-Directed and/or Lifelong Learning Modality.
WEEKEND INSPECTIONS. Secretary Jose Rizalino Acuzar and House Appropriations Committee Chairman, Ako Bicol Representative Zaldy Co lead Sunday's inspection of possible housing project sites in Legazpi City and Daraga town in Albay province.
Secretary Acuzar and Representative Co checked on two proposed project sites in Barangays Estanza and Puro in Legazpi City, and Barangay Kiwalo in Daraga.
On Saturday, DHSUD Assistant Secretary Daryll Bryan Villanueva, along with Regional Office 5 Director Richard Manila, and Directors Randy Halasan and Mario Mallari from the Central Office, also inspected two more project sites in Camarines Norte province.
The projects are under President Ferdinand R. Marcos Jr.'s Pambansang Pabahay para sa Pilipino Housing ( ) Program aimed at addressing the country’s housing need pegged at more than 6.5 million units.

HOUSING FOR CAMNORTENOS. Secretary Jose Rizalino Acuzar and Camarines Norte Governor Ricarte Padilla lead the groundbreaking ceremony of a housing project under the Pambansang Pabahay para sa Pilipino Housing ( ) Program in Vinzons, Camarines Norte on Monday.
Called the “Pabahay ng Bagong Pag-asa”, the township development is composed of 18 four-storey medium-rise buildings, targeting more than 800 beneficiaries.
Secretary Acuzar highlighted the significant role played by LGUs in the flagship housing program while Governor Padilla thanked the national government for helping Camnortenos fulfill their dream of owning decent yet affordable shelters.
Also present in the ceremony were DHSUD Undersecretary Avelino Tolentino III, Assistant Secretaries Daryll Bryan Villanueva and Krsnadasi De Leon, Directors Randy Halasan and Mario Mallari, and DHSUD Regional Office 5 Director Richard Manila, and other officials.

MID-YEAR PERFORMANCE ASSESSMENT FOR DHSUD R5.
In compliance with Memorandum dated 25 May 2023, the regional office conducted its Group-Level Assessment and Planning Workshop on June 26,27 & 29,2023 to asses it's 1st semester performance vis-a-vis the CY 2023 targets, highlighting major accomplishments, innovations and catch-up plan for under accomplishments.
The activity is a regionwide directive for all the DHSUD workforce with the optimum goal of achieving agency deliverables for an excellent public service.
"TALAS-ISIP at LIBRENG- GUPIT" ( GAD Mental Health/ Wellness & Program for the Senior Citizens) : The DHSUD R5 under the lead of Atty. Richard L. Manila, C.E., Regional Director conducted a Homeowners Association Summit spearheaded by the HOACDD last June 20, 2023 at BUTC, Tabaco City. The event was participated by key officers of Key Shelter Agencies particularly HDMF, NHA, SHFC, LGU representatives and HSAC RAB V as resource persons. The presence of the Local Chief Executive Officer of Tabaco City Hon. Mayor Cielo Krisel Lagman-Luistro who lead the Oath Taking of various HOA Officers made the event a more meaningful one. Around 200 HOAs attended the summit. The activity was designed to promote both mental health and Wellness for the participants. As a mainstreamed activity ( Client- Focused) a
"Libreng Gupit", particularly for the Senior Citizen Participants harmonized the occasion bringing light mood and a more relaxed atmosphere for all the attendees.
HOA Summit 2023: A Celebration of Partnership and Camaraderie 🎉📣
The Department of Human Settlements and Urban Development (DHUSD) HOACDD R5 took the lead in organizing the highly successful HOA Summit 2023, held in conjunction with the vibrant TABAK Festival 2023. On June 20, 2023, the Bicol University Tabaco Campus Gymnasium in Tabaco City became a hub of knowledge, engagement, and celebration.
Under the theme "Promoting Strong Partnership and Camaraderie for Every HOAn," the summit brought together approximately 200 HOA officers and Board of Directors from Tabaco, Bacacay, and Sto. Domingo Albay. We are grateful for the active participation of these dedicated individuals.
The morning sessions kicked off with an enlightening overview of DHUSD and an introduction to the 4PH program by Atty. Richard L. Manila, the Regional Director of DHUSD R5. We were honored to have esteemed speakers like Ms. Jessamine V. Gnilo, Ms. Ezra Joy L. Deyto, and Mr. Amiel Ray T. Oliver from RDO Revenue District No. 67, Albay, who provided important updates on HOA Taxation. Additionally, Mr. Reynold Martirez from CENRO, Tabaco City, shed light on the Waste Management Program, and Mrs. Rowena Buenconsejo from CDRRMO, Tabaco City, shared insights on Disaster Preparedness and Mitigation.
To infuse the event with excitement and interaction, the HOACDD and HSDO staff organized an engaging icebreaker activity with raffles. The inspirational message delivered by Mayor Cielo Krisel Lagman Luistro uplifted and motivated all participants. Furthermore, the oath-taking ceremony, administered by Mayor Luistro, was a memorable highlight, as it marked the inauguration of the newly elected officers of various Homeowners Associations.
In the afternoon session, EnP Marion A. Almonte enlightened the audience with the salient provisions of RA 9904 and its IRR. Mr. Paul Oliquino, Housing Relationship Officer of PAG-IBIG Fund, provided updates on the Pag-IBIG Housing Program. Atty. Ma. Victoria A. Llanera, Chief Adjudicator of HSAC RAB V shared valuable insights on HSAC Mandates, and Engr. Theodora G. Bandojo, District Manager of NHA-Albay, updated everyone on NHA housing programs. Finally, Mr. Renato Arjona, President of the HOA Federation of Tabaco, delivered a heartfelt closing message, expressing gratitude to all involved.
The success of the HOA Summit was the result of the collaborative efforts of the HOACDD R5, led by EnP Marion A. Almonte, OIC Head and the dedicated HOACDD staff including Karen H. Punzalan, Mary Ann Millete, and Jessica Rosana and the staff of Arc Burce of HSDO.
They received exceptional support from the DHSUD staff, AFD SAO Carolyn Alejo, Paolo Ofemaria, Edna Zaragosa and Joice Belen. We extend our heartfelt appreciation to all participants and speakers, who received certificates of appearance as tokens of recognition.
The organizers ensured that the participants were well taken care of, with snacks provided during the morning and afternoon, and a sumptuous lunch served. Pictorials with all the HOAs were also conducted to capture the wonderful memories of the event.
We express our sincere thanks and appreciation to our stakeholders and key shelter agencies: Pag-IBIG, NHA, SHFC, HSAC, and the LGU of Tabaco City, for their unwavering support and active participation in the HOA Summit 2023.

The DHSUD R5 takes part in the activity conducted on 25 May 2023, at the 9th Floor DHSUD Boardroom, DHSUD Central Office with the approval of the Provincial Development and Physical Framework Plan (PDPFP) and Comprehensive Land Use Plan (CLUP) of the Province of Camarines Norte.
To represent the regional office's recognition of the event and on behalf of Atty. Richard L. Manila, Regional Director, is EnP Mary Kathleen Cristy C.Vibar, Head, ELUPDD.
Camarines Norte Governor Ricarte Padilla, Nueva Vizcaya Vice-Governor Eufemia Dacayo, Aurora Governor Christian Noveras and Davao City Vice Mayor Melchor Quitain, Jr., received their Certificates of Approval from Undersecretary Henry Yap and DHSUD - Environmental, Land Use, and Urban Planning and Development Bureau Director Mylene Rivera, during the awarding ceremony.
