OCD: No quick fixes; enhanced and long-term flood control solutions needed

Civil Defense Administrator, Undersecretary Ariel Nepomuceno on Monday emphasized the need to prioritize and invest more effort into implementing engineering, science-based, and long-term solutions to effectively address flooding issues.

Following the recent heavy rainfall that led to widespread flooding and the declaration of a state of calamity in various cities and provinces, the Undersecretary reiterated that there is no shortcut to the solutions or quick fixes to address flood-related issues.

“There’s no shortcut to the needed solutions. These must be comprehensive and long-term,” he said.

ANG BUWAN NG HULYO AY NATIONAL DISASTER RESILIENCE MONTH (NDRM)!

Tuwing buwan ng Hulyo, ginugunita o pinagdiriwang ang National Disaster Resilience Month (NDRM) na naglalayong paigtingin ang katatagan ng mga Pilipino mula sa mga panganib at kalamidad.

Ang tema ng NDRM ngayong taon ay "Bantayog ng Katatagan at ang Pagbubuklod sa Layuning Kahandaan"

Binibigyang diin nito ang kolektibong pagkilos ng iba't ibang sektor at sambayanan tungo sa pagpapatibay ng katatagan at kahandaan.

Ang Office of Civil Defense at ibang mga ahensya ay nagsimula nang maglunsad ng mga programa o aktibidad kaugnay ng NDRM.

We welcome a significant stride in the strategic partnership between the Republic of the Philippines and Japan as we formally sign the Reciprocal Access Agreement (RAA) today. This agreement, achieved in less than a year of dedicated negotiations, underscores our shared commitment to enhancing regional security and defense cooperation. It will facilitate greater interoperability and mutual support between the Armed Forces of the Philippines and the Japan Self-Defense Forces, bolstering our collective capacity to respond to common challenges.

The signing ceremony, held at Malacañang, was a testament to the strong ties between our nations which had entered a golden age. Joined by Japanese Foreign Minister Yoko Kamikawa and Defense Minister Minoru Kihara, we reaffirmed our commitment to upholding international law and promoting stability in the Asia-Pacific region. This agreement builds upon decades of collaboration and mutual respect, reflecting our shared values of democracy, rule of law, and respect for sovereignty.

Japan's steadfast support in maritime security and defense capabilities has been invaluable to the Philippines. This agreement not only strengthens our bilateral defense relations but also enhances our ability to address emerging security threats. It underscores our mutual responsibility to safeguard maritime domains and uphold the rights of all nations in accordance with international law.

As we navigate a dynamic and evolving security landscape, characterized by strategic challenges, the RAA stands as a cornerstone of our shared commitment to peace and stability. It opens new avenues for joint exercises, capacity-building, and cooperation in armed forces modernization. Together with Japan, we will continue to promote a free and open Indo-Pacific region, underpinned by respect for international rules and norms.

We commend the dedication and hard work of both Filipino and Japanese diplomats and officials in bringing this agreement to fruition in record time. Mabuhay! # # #
