β€’ PAENG is forecast to track generally west southwestward in the next 12 hours while decelerating before turning north northwestward or northwestward through Tuesday. By Wednesday, PAENG will begin to turn west northwestward towards southern China. On the forecast track, this tropical cyclone may exit the Philippine Area of Responsibility tomorrow morning or afternoon.

Location of Center (4:00 AM):
The center of Severe Tropical Storm β€œPAENG” was estimated based on all available data including those from Daet and Baler Doppler Weather Radars in the vicinity of Siruma, Camarines Sur (14.0Β°N, 123.3Β°E)

Intensity:
Maximum sustained winds of 95 km/h near the center, gustiness of up to 160 km/h, and central pressure of 985 hPa

TRACK AND INTENSITY OUTLOOK
β€’ Severe Tropical Storm PAENG is forecast to continue moving west northwestward through Sunday across Luzon. On the forecast track, the center of PAENG will traverse the Bicol Peninsula until this noon before crossing the CALABARZON-Metro Manila-southern Central Luzon area this early afternoon through tomorrow early morning.
β€’ Frictional effects associated with interaction with the Luzon landmass may result in weakening into a tropical storm within 24 hours, possibly earlier. However, PAENG may re-intensify into a severe tropical storm once it reaches the West Philippine Sea.

HAZARDS AFFECTING LAND AREAS

Heavy Rainfall

β€’ Until this early afternoon: Moderate to heavy with at times intense rains likely over Apayao, Ilocos Norte, Ilocos Sur, and Babuyan Islands. Light to moderate with at times heavy rains are possible over Batanes, the northern portion of Cagayan, and the rest of Cordillera Administrative Region and Ilocos Region.
β€’ The rest of the day: Light to moderate with at times heavy rains over Ilocos Norte and Ilocos Sur.
β€’ Under these conditions, scattered to widespread flooding and rain-induced landslides are expected, especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps and in localities with significant antecedent rainfall.
β€’ The trough of NENENG and the convergence of its circulation with the southwesterly winds induced by the tropical storm may also bring occasional rains today over the western portions of Visayas and MIMAROPA and the northern and western portions of Mindanao. A Weather Advisory may be issued should the potential for flooding rains further increase.

Severe Winds

β€’ During the passage of NENENG, winds may reach storm-force strength in Babuyan Islands and southern Batanes, and winds of up to gale-force strength may prevail within any of the areas where Wind Signal No. 2 is hoisted. Strong winds (strong breeze to near gale strength) will be experienced within any of the areas where Wind Signal No. 1 is currently in effect.
β€’ The induced southwesterly winds may also bring occasional gusts reaching strong breeze to near gale strength today over most of Southern Luzon and Visayas and the eastern portions of Central Luzon, especially in coastal and mountainous/upland localities of these areas.
HAZARDS AFFECTING COASTAL WATERS
β€’ Under the influence of the surge of northeasterly surface wind flow, a marine gale warning remains in effect over the seaboards of Northern Luzon. For more information, refer to Gale Warning #14 issued at 5:00 AM today.
β€’ The aforementioned surge and the approaching tropical cyclone may also bring moderate to rough seas (2.0 to 3.5 m) over the eastern and western seaboards of Central Luzon and the eastern seaboard of Southern Luzon. These conditions may be risky for those using small seacrafts. Mariners are advised to take precautionary measures when venturing out to sea and, if possible, avoid navigating in these conditions.

TRACK AND INTENSITY OUTLOOK

β€’ Severe Tropical Storm NENENG will continue moving westward or west northwestward over the West Philippine Sea until tomorrow early morning, then turn and move generally west southwestward or southwestward for the remainder of tomorrow through Wednesday morning. On the forecast track, it may exit the Philippine Area of Responsibility (PAR) this late afternoon or tonight.
β€’ Further intensification into a typhoon is likely this afternoon or tonight as it moves over the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 2:00 PM today.
