DAR Ilocos Norte, DepEd Laoag sign Memorandum of Understanding and Marketing Agreement for School-Based Feeding Program

The Department of Agrarian Reform (DAR) - Ilocos Norte and the Department of Education Schools Division of Laoag (DepEd Laoag) signed a Memorandum of Understanding (MOU) and a Marketing Agreement (MA) for a school-based feeding program which will benefit 2,173 school children.

The program is supported by the Partnership Against Hunger and Poverty (PAHP) which aims to address key challenges in social and economic inclusive growth that require concerted actions and holistic approaches to mitigate hunger, ensure food security and health, and reduce poverty.

The MOU/MA signing was led by Provincial Agrarian Reform Program Officer II Vic M. Ines, Schools Division Superintendent Dr. Joann A. Corpuz EdD, CESO V, Assistant Schools Division Superintendent Dr. Mariecon G. Ramirez EdD, CESO VI, and Chief Agrarian Reform Program Officer Rommel R. Aquino.

During the distribution of Certificates of Condonation with Release of Mortgage (COCROMs) held last July in Lingayen, Pangasinan, Secretary Conrado M. Estrella III shared a tale about a father, a son, and their horse. In the story, the father-and-son duo who rode their horse were criticized by people for being cruel to the animal. However, after they took turns riding and walking, and even abstaining from riding the horse altogether, they still received criticism. The moral of this story, Sec. Estrella said, was being able to take a stand amidst the disapproval of surrounding people.

“So our beloved President decided and took a stand, and that no matter what others may say, he took a stand not to collect the debts of agrarian reform beneficiaries. This is the decision of our beloved President,” the Secretary said in Filipino.

It was this decision that led to the eventual enactment and implementation of the New Agrarian Emancipation Act, which condones all unpaid outstanding loans, amortizations, interests, penalties, and surcharges arising from the award of agricultural lands to qualified farmers under the CARP and related agrarian laws. It also assumes the obligation of paying the remaining debt to landowners of beneficiaries who were granted lands under the Voluntary Land Transfer and Direct Payment Scheme.

In her message during the nation’s first distribution of Certificates of Condonation with Release of Mortgage (COCROMs) in Lingayen, Pangasinan, Undersecretary for Field Operations Office Atty. Kazel C. Celeste shared how the New Agrarian Emancipation Act (NAEA) makes a reality the dream of so many agrarian reform beneficiaries (ARBs) – of becoming full-fledged landowners.

Within just one year after the enactment of the NAEA, the government is immediately able to validate the status of ARBs, and produce and distribute COCROMs to farmers. Usec. Celeste promised that the sacrifices of ARBs will be compensated by more support coming from the Department.

Usec. Celeste was one of the officials of the DAR who spearheaded the simultaneous nationwide consultations during the crafting of the Implementing Rules and Regulations of the condonation law.

A symbol of a promise fulfilled – this is how President Ferdinand Marcos Jr. described the Certificate of Condonation with Release of Mortgage (COCROM). The COCROM is a document that certifies the extinguishment of all the existing indebtedness to the National Government of concerned agrarian reform beneficiaries (ARBs) arising from lands awarded to them under the Agrarian Reform Program. The condonation of the agrarian debt is under the New Agrarian Emancipation Act (NAEA).

In the nation’s first distribution of COCROMs, the President connected the successful implementation of the NAEA with the “biggest project” of the late President Ferdinand Marcos Sr. and former DAR Secretary Conrado Estrella, referring to the Tenant Emancipation Decree (Presidential Decree No. 27) and P.D. No. 2, which proclaimed the entire country into a land reform area.

“Ngayon nabigyan na tayo ng pagkakataon, huwag po nating palalampasin ang pagkakataon natin na masabi naman natin na tinapos natin ang trabaho na sinimulan ng mga ninuno natin,” the President said.

The historic awarding of COCROMs was held on July 19, 2024 in Lingayen, Pangasinan.

: Salvador Marugay Sr.

Pangasinan is not the furthest that the 79-year-old Salvador Marugay, Sr. has gone to – Laguna taking the first spot – but something about his nine-hour travel from his hometown in Ilocos Norte to Lingayen took the top spot. A farmer since the fresh age of 18 years, his journey from being a teenager burdened with the land he tills, to an agrarian reform beneficiary (ARB) freed from the shackles of debt – took him more than six decades.

Salvador was one of the 12 chosen ARBs to personally receive their respective Certificates of Condonation with Release of Mortgage (COCROM) from no less than President Ferdinand Marcos Jr. himself – and one of the hundreds of other Ilokano and Pangasinense ARBs to receive theirs in the nation’s historic, first-ever distribution of COCROMs to ARBs on July 19, 2024 in Lingayen.

“Nagpapasalamat ako sa desisyon ng pamahalaan ng Pilipinas dahil ang utang ko ay natanggal na, tinanggal ni Apo Presidente Bongbong Marcos,” Salvador shared.

In his ba-ag attire, Salvador offered a song of gratitude. Although unsure if his audience understood his lyrical poetry in his native tongue of Isneg, he sang his emotions in a language understood by all.

In addition to planting palay and vegetables here, the land awarded to him under the Comprehensive Agrarian Reform Program serves as his home with his wife, Mabonna, a place he now calls truly his own.

LOOK: DAR Region 1 ExeCom joins National Conference in Cebu City

The Executive Committee (ExeCom) of the Department of Agrarian Reform (DAR) Region 1, led by Regional Director Maria Ana Francisco, recently attended the 2024 National Formative Assessment & Catch-Up Planning Conference. This event took place from July 29 to August 2, 2024, at the Mezzo Hotel in Cebu City.

During the conference, Regional Director Francisco and the DAR Region 1 ExeCom reported the Department's achievements over the first half of 2024. These accomplishments spanned various programs, including the Land Tenure Security Program (LTSP), Agrarian Justice Delivery Program (AJDP), Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP), Project SPLIT, and overall support operations.

Joining Director Francisco at the conference were OIC-ARD Atty. Glaiza Bernadeth Pinto-Tadeo, PARPO II for DARPO Ilocos Norte and Ilocos Sur Engr. Vic Ines, PARPO II for DARPO Pangasinan Charlotte Lasmarias, and PO III Bobby Bautista.

Tara, Usap Tayo sa Family Planning!” spearheaded by the Commission on Population and Development (CPD), co-implementer of the National Program on Family Planning in the Philippines.

This year’s celebration of National Family Planning (FP) Month focuses on highlighting the significance and benefits of family planning and how it contributes to the optimization of the well-being of Filipino families. It also promotes the necessity of having open discussions about family planning.

Unang bugso ng pamamahagi ng Condonation Certificate | Making history in Region I

Noong Hulyo 9, 2023, pinirmahan ni Pangulong Ferdinand R. Marcos Jr. ang Republic Act No. 11953 o ang New Agrarian Emancipation Act (NAEA). Naging epektibo ito noong Hulyo 24, 2023.

Wala pang isang taon ang nakalipas ay kaagad nang tinupad ng pamahalaan ang pangako nito sa mga agrarian reform beneficiary (ARB) na libreng lupa at kalayaan mula sa kahirapan at utang.

Nitong Hulyo 19, 2024, sa Lingayen, Pangasinan, ay idinaos ang makasaysayan na unang bugso ng pamamahagi ng Certificate of Condonation with Release of Mortgage (COCROM).

Ang COCROM ang nagsisilbing patunay na pinatawad na ng gobyerno ang lahat ng amortisasyon at babayarin ng mga ARB sa kani-kanilang mga lupang sinasaka. Libre nang ibinigay ng gobyerno ang nasa 28,086,712 na square meter ng lupain sa 3,558 na ARB sa Rehiyon Uno. Sa kabuuan, nangangahalagang ₱50 million na utang at babayarin ng mga ARB sa rehiyon ang sasagutin na ng pamahalaan.

Target ng administrasyon na maipamahagi ang mahigit 200,000 na COCROM bago matapos ang 2024. Nagsisilbi ang mga ito bilang patunay sa pinatawad na ₱11 billion na halaga ng utang ng mahigit 200,000 na ARB sa buong bansa – isa pang patunay na pinangangahalagahan ng pamahalaan ang layunin nito na mabigyan ang bawat magsasaka ng sariling lupa, para sa bagong bukas na masagana.

Pinakaunang pamamahagi ng Certificate of Condonation para sa pinatawad na utang ng mga agrarian reform beneficiary, ginanap sa Pangasinan

Lingayen, Pangasinan – Mistulang fully paid na ang mga agrarian reform beneficiary (ARB) na may utang sa lupa – dahil wala na silang babayaran pa na amortisasyon. Ito ay dahil sa New Agrarian Emancipation Act (NAEA) na naisabatas noong Hulyo 2023, kung saan pinatawad ng pamahalaan ang ₱11 bilyon na mga babayarin ng higit 200,000 na kwalipikadong ARB sa buong bansa.

Ang Certificate of Condonation with Release of Mortgage (COCROM) ang nagsisilbing katibayan na pinatawad at sasagutin na ng pamahalaan ang utang ng mga ARB sa kani-kanilang mga lupang sinasaka.

Isang taon matapos maisabatas ang NAEA ay kaagad nang tinupad ng pamahalaan ang mandato nito na maipamahagi ang mga COCROM.

Ngayong araw, Hulyo 19, 2024, idinaos sa Lingayen, Pangasinan ang makasaysayan na pinakaunang bugso ng pamamahagi ng COCROM. Mismong ang Pangulong Ferdinand R. Marcos Jr. at ang kalihim ng Department of Agrarian Reform (DAR) na si Conrado M. Estrella III ang nag-abot ng mga sertipiko sa mga Ilokano at Pangasinense na magsasaka. Parehong ipinanganak at lumaki ang dalawang opisyal sa Ilocos Region.

"Ang certificate na ito ay simbolo ng katuparan ng ating pangako na buburahin natin ang utang ng mga agrarian reform beneficiary," saad ng Pangulo. "Masasabi natin na tinapos natin ang sinimulan ng mga ninuno natin."

Tinutukoy ng Pangulo ang sinimulan ng kaniyang ama na ang yumaong Pangulo Ferdinand Marcos Sr. at dating kalihim ng DAR na si Conrado Estrella na PD 27, o ang Emancipation Decree noong 1972.

"Ang ating mahal na Pangulo, nag-desisyon, nanindigan - na kahit anong sabihin ng tao - nanindigan siya, wag na nating singilin ang mga utang ng mga agrarian reform beneficiary," sabi ng kalihim sa kaniyang talumpati.

Sa Rehiyon Uno, 3,558 na ARB na may babayaran pa sana na higit ₱50.6 milyon ang nakikinabang sa NAEA. Katumbas ito ng mahigit na 28.1 milyon sqm na lupa sa rehiyon na libre nang ipinamahagi ng gobyerno sa mga magsasaka.

Layon pa ng administrasyon na maibigay ang target nito na 232,835 na COCROM sa mga kwalipikadong ARB sa buong bansa bago matapos ang taon.

Bitbit ng COCROM ang pangako ng pamahalaan sa bawat ARB na mabigyan ng libre at sariling lupa para sa bagong bukas na masagana. (za)

One of the event highlights is the signing of the Certificate of Condonation under Republic Act (RA) No. 11953, also known as the New Agrarian Emancipation Act, by President Marcos Jr. and Department of Agrarian Reform (DAR) Secretary Conrado Estrella III, witnessed by all four (4) Provincial Chief Executives of Region 1.

The New Agrarian Emancipation Act signed on July 7, 2023 aims to alleviate the debt, including unpaid amortizations, interests and surcharges incurred by the Agrarian Reform Beneficiaries (ARB) under the Comprehensive Agrarian Reform Program (CARP) in order to improve the welfare of Filipino farmers and ensure food security and economic growth in the country.

About 12 ARBs, representing each district of the four (4) Provinces in Region 1, are receiving the certificates along with the release of mortgages from the President.

The Chief Executive also hands over a variety of farm machinery and equipment to farmer cooperatives and associations, in addition to distributing cash aid amounting to PhP10,000 each to 10 select beneficiaries from Pangasinan, Ilocos Norte, Ilocos Sur and La Union. Moreover, all four (4) Provincial Governments in Region 1 are receiving Presidential assistance as follows: PhP48.76 million for Pangasinan, PhP50 million for Ilocos Norte, PhP43.33 million for Ilocos Sur and PhP42.9 million for La Union.

Within the day, about 4,600 beneficiaries consisting of farmers, fisherfolk and families are set to receive PhP10,000 in cash aid, as well as additional cash grants and livelihood assistance from several government agencies participating in the event. Likewise, each attendee is given five (5) kilograms of rice to address immediate food security needs.

The Department of Agrarian Reform (DAR) conducts the first distribution of Certificates of Condonation with Release of Mortgage (COCROM) in Lingayen, Pangasinan—another milestone in its full implementation of Republic Act No. 11953 or the New Agrarian Emancipation Act.

This landmark event, led by President Ferdinand Marcos Jr., marks a significant step toward genuine agrarian reform, following the passage of the NAEA in July 2023.

DAR is set to distribute 300,000 Condonation Certificates by the end of the year, providing substantial agrarian debt relief to agrarian reform beneficiaries (ARBs) nationwide.

Making history in Region I

Noong Hulyo 9, 2023, pinirmahan ni Pangulong Ferdinand R. Marcos Jr. ang Republic Act No. 11953 o ang New Agrarian Emancipation Act (NAEA). Naging epektibo ito noong Hulyo 24, 2023.

Wala pang isang taon ang nakalipas ay kaagad nang tinupad ng pamahalaan ang pangako nito sa mga agrarian reform beneficiary (ARB) na libreng lupa at kalayaan mula sa kahirapan at utang. Sa darating na Hulyo 19, 2024, sa Lingayen, Pangasinan, ay idaraos ang makasaysayan na unang bugso ng pamamahagi ng Certificate of Condonation with Release of Mortgage (COCROM). Ang COCROM ang nagsisilbing patunay na pinatawad na ng gobyerno ang lahat ng amortisasyon at babayarin ng mga ARB sa kani-kanilang mga lupang sinasaka. Libre nang ibinigay ng gobyerno ang nasa 28,086,712 na square meter ng lupain sa 3,558 na ARB sa Rehiyon Uno. Sa kabuuan, nangangahalagang ₱50 million na utang at babayarin ng mga ARB sa rehiyon ang sasagutin na ng pamahalaan.

Target ng administrasyon na maipamahagi ang mahigit 200,000 na COCROM bago matapos ang 2024. Nagsisilbi ang mga ito bilang patunay sa pinatawad na ₱11 billion na halaga ng utang ng mahigit 200,000 na ARB sa buong bansa – isa pang patunay na pinangangahalagahan ng pamahalaan ang layunin nito na mabigyan ang bawat magsasaka ng sariling lupa, para sa bagong bukas na masagana.

Nitong darating na Hulyo 19, 2024, sa Lingayen, Pangasinan, sisimulan nang ipamudmod ng pamahalaan ang mga Certificate of Condonation with Release of Mortgage (COCROM) sa mga ARB sa Ilocos Region. Ang COCROM ang nagsisilbing patunay na pinatawad na ng pamahalaan ang utang ng mga ARB sa kani-kanilang mga lupang sinasaka.

Ang makasaysayan na pamimigay ng COCROM ay masusundan pa sa iba-ibang bahagi ng bansa hanggang sa makamit ng pamahalaan ang target nito na pamamahagi ng mahigit 200,000 na COCROM.

P11 billion na halaga ng amortisasyon sa lupa ng mga agrarian reform beneficiary (ARB) ang sasagutin na ng pamahalaan sa ilalim ng New Agrarian Emancipation Act (NAEA). Nagsisilbing patunay nito ang Certificate of Condonation with Release of Mortgage (COCROM), na sisimulang ipamahagi ng pamahalaan sa Ilocos Region sa darating na Hulyo 19, 2024 sa Lingayen, Pangasinan.

P50 million na halaga ng utang ng mga Ilokano at Pangasinense na mga ARB ang pinatawad ng gobyerno. Wala nang babayaran pa ang lahat ng mga kwalipikadong benepisyaryo ng NAEA.

Layon ng administrasyon na maibigay sa mga kwalipikadong ARB ang nasa 200,000 na COCROM bago magtapos ang 2024.

Taga-Pangasinan ang pinakaunang makatatanggap ng certificate of condonation sa buong bansa.

Sa darating na Hulyo 19, 2024, sa Lingayen, Kapitolyo ng Pangasinan, magaganap ang makasaysayan na unang bugso ng pagpapamudmod ng mga Certificate of Condonation with Release of Mortgage (COCROM).

Ang COCROM ang nagsisilbing patunay na pinatawad na ng pamahalaan ang utang ng mga agrarian reform beneficiary (ARB) sa kani-kanilang mga lupang sinasaka. Ito ay sa ilalim ng New Agrarian Emancipation Act na naisabatas sa ilalim ng kasalukuyang administrasyon. Sa pamamagitan nito, layon ng gobyerno na mabigyan ang mga magsasaka ng sariling lupa para sa bagong bukas na masagana.

Bilang lugar ng kapanganakan ng Pangulong Ferdinand Marcos Jr. at ng Kalihim ng Department of Agrarian Reform na si Conrado Estrella III, sa Ilocos Region napiling una na ganapin ang distribusyon ng mga COCROM. Layon ng pamahalaan na ibigay sa mga kwalipikadong ARB ang nasa humigit kumulang 200,000 na COCROM bago magtapos ang taon.

The Department of Agrarian Reform Regional Office I officials and employees actively and alertly participated in the conduct of the CY 2024 Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) held at the Department of Agrarian Reform Regional Office I Building on 28 June 2024.

The blaring sound of the alarm heard at exactly 2:00 PM in the DARRO1 building signaled the start of the Nationwide Simultaneous Earthquake Drill. As the one-minute-long alarm was heard, DARRO1 officials and employees did the “Duck, Cover, and Hold” technique, a safety measure done to protect an individual from the dangers of an earthquake. They also hid under sturdy materials such as chairs and tables to further protect themselves.

The CY 2024 Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) is conducted pursuant to the Regional Disaster Risk Reduction and Management Council (RDRRMC) 1 Memorandum No. 59, Series 2024, rescheduling the second quarter NSED from 13 June 2024, as noted in the National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum No. 13, Series 2024, to 28 June 2024, to allow more extensive preparations for the activity.

The CY 2024 Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) was spearheaded by the National Disaster and Risk Reduction Management Council (NDRRMC) and the Office of the Civil Defense, the implementing arm of the NDRRMC. Various National Government Agencies (NGAs), Local Government Units (LGUs), and other government entities participated in the activity. It aims to enhance disaster and earthquake preparedness and increase vigilance among Filipinos.

The DAR Regional Office I’s participation in the CY 2024 Second Quarter Nationwide Simultaneous Earthquake Drill (NSED), demonstrates the agency’s commitment to promoting disaster preparedness and risk reduction and exhibits the agency’s care for the safety of its employees and stakeholders. (ab)
