THE LOW PRESSURE AREA EAST OF EXTREME NORTHERN LUZON HAS DEVELOPED INTO
TROPICAL DEPRESSION “IGME”

The center of Tropical Depression IGME was estimated based on all available data at 530 km East Northeast of Itbayat, Batanes (22.6°N, 126.6°E)
•Intensity
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1004 hPa
•Present Movement
Northwestward at 15 km/h
•Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 720 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
•Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon enhanced by IGME will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
•Today: Ilocos Region, Batanes, Babuyan Islands, Zambales, and Bataan.
•Tomorrow (21 September): Ilocos Region, Batanes, Babuyan Islands, Zambales, and Bataan.
•Wednesday (22 September): Ilocos Region, Batanes, Babuyan Islands, and Zambales.

24-Hour Sea Condition Outlook
•Moderate to rough seas over the following coastal waters:
•1.5 to 3.5 m: The seaboards of Northern and Central Luzon, and the western seaboard Southern Luzon.
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
•Up to moderate seas over the following coastal waters:
•Up to 2.0 m: The remaining seaboards of the country
•Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
•IGME is forecast to move generally west northwestward until Sunday morning (22 September) before turning north northeastward for the rest of the forecast period. On the forecast track, a landfall and passage over Taiwan area is not ruled out. IGME may exit the Philippine Area of Responsibility by Sunday.
•IGME is forecast to remain as a Tropical Depression and may gradually weaken into a Low Pressure Area by Monday (23 September) early morning.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. REDAS MODULE 4 TRAINING FOR THE PROVINCE OF PAMPANGA
Sa pangunguna ng Pampanga PDRRMC katuwang ang DOST PHIVOLCS, ginanap ang "REDAS Module 4 Training for the Province of Pampanga" sa PDRRMC Training Center mula September 9-14, 2024. Ito ay nilahukan ng mga participants mula sa Provincial Government (6 sa PDRRMO, 3 sa PPDO, 1 sa PG-ENRO, 2 sa PEO, 2 sa OPA, 2 sa PASSO at 2 sa PHO) mga Local DRRM Offices ng iba’t ibang LGUs ng Pampanga, at Office of Civil Defense Region 3.
Ang mga facilitators naman sa DOST-PHIVOLCS REDAS Team na pinangungunahan ni Dr. Leonila P. Bautista, at ilang mga eksperto ng DOST-PAGASA at DENR-MGB ang nagbigay ng iba’t-ibang lectures at hands-on activities patungkol sa REDAS.
Ang REDAS ay isang software na ginawa ng DOST-PHIVOLCS na kung saan ay maaaring ma-simulate ang iba’t-ibang mga hazards tulad ng ground shaking, liquefaction, landslides, tsunami, pagbaha, storm surge, at severe wind. Sa training na ito, naituro sa pamamagitan ng hands-on activities ang paggamit sa mga tools ng REDAS tulad ng Exposure Database Mapping (EDM), REDAS MapDig, Satellite Rainfall Monitoring (SRM), Flood Loss Assessment Tool (FLoAT), Crop Damage Assessment Tool (CropDAT) at Seismic Hazard Assessment (SHA).
Nagkaroon din ng field work sa DAVSAN sa Barangay Sindalan, na kung saan ay nagsurvey ng mga pisikal na katangian ng kabahayan sa komunidad upang makabuo ng sample ng exposure database - na maaaring gamitin sa risk and hazard assessment.
Ang REDAS Training ay bahagi ng mga series of trainings ng Pampanga PDRRMC na isinagawa para sa pagtaas ng antas ng kahandaan ng Probinsya laban sa mga sakuna.

The center of Tropical Storm HELEN was estimated based on all available data at 915 km Northeast of Extreme Northern Luzon (OUTSIDE PAR) (26.6°N, 128.2°E)
Intensity:
Maximum sustained winds of 85 km/h near the center, gustiness of up to 105 km/h, and central pressure of 998 hPa
Present Movement:
Northwestward at 40 km/h

After making landfall in Kunigami, Okinawa, Japan at 10:20 PM tonight, HELEN will continue its fast northwestward or west northwestward movement over the East China until it makes landfall over mainland China tomorrow afternoon or evening as a tropical storm.

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon enhanced by GENER and “PULASAN” will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today (17 September): Batanes, MIMAROPA, Bicol Region, Visayas, and Mindanao.

24-Hour Sea Condition Outlook
Gale Warning is in effect over several coastal waters in the western and southern seaboards of Southern Luzon, the seaboards of Visayas, and the western, northern, and eastern seaboards of Mindanao. For more information, refer to Gale Warning No. 5 issued at 5:00 PM yesterday. Sea travel in these waters is risky for small seacrafts, including all types of motorbancas.
Up to rough seas over the following coastal waters:
• 1.5 to 3.5 m: Batanes, Babuyan Islands, and the northern seaboards of Ilocos Region and Cagayan Valley
• 1.5 to 3.0 m: The eastern seaboard of Bicol Region, the seaboard of Visayas outside Gale Warning areas, and the eastern seaboards of Caraga Region and Davao Region.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of the country outside Gale Warning areas.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions.
TRACK AND INTENSITY OUTLOOK
• GENER is forecast to emerge over the coastal waters of Ilocos Sur, La Union or Pangasinan this morning. The tropical cyclone will then move generally westward over the West Philippine Sea until tomorrow (18 September) before turning west northwestward to northwestward on Thursday (19 September) as it heads towards southern mainland China.
• GENER may exit the Philippine Area of Responsibility (PAR) between tonight and tomorrow morning.
• GENER will likely cross the landmass of mainland Luzon as a tropical depression. Slight weakening is also possible as it interacts with the mountainous terrain of Northern Luzon. Over the West Philippine Sea, GENER may reach tropical storm category tonight or tomorrow morning, and further intensification is not ruled out.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. The tropical cyclone will then move generally westward over the West Philippine Sea until Wednesday (18 September) before turning west northwestward to northwestward on Thursday (19 September) as it heads towards southern mainland China.
• GENER may exit the Philippine Area of Responsibility (PAR) between tomorrow late evening and Wednesday morning.
• GENER will likely cross the landmass of mainland Luzon as a tropical depression, although the possibility of reaching tropical storm category or slight weakening prior to landfall is not ruled out. Over the West Philippine Sea, GENER may reach tropical storm category tomorrow evening or on Wednesday morning.
