The Philippine Association of Social Workers, Inc. (PASWI) has regularly organized national and regional conventions, training workshops and fora on various issues which are deemed relevant to the practice of social work and other allied professions.
In this regard, we have initiated a Training specifically for Social Workers entitled “Trauma-Focused Social Work Counselling”. This three-day training is a combination of lectures and workshops that aims to teach the participants the skills and competencies in Trauma-Focused Social Work Counselling as an intervention in social work in mental health practice.
The said training aims to:
1. Understand the theoretical perspectives/schools of thought that influence Social Work Counselling (Person-in-Environment, Psychodynamic, Cognitive behavioral, Critical, Postmodern, Humanistic etc.).
2. Recognize the traumatic stress symptoms, particularly PTSD, when dealing with clients suffering from psychological trauma.
3. Improved Social Work Counselling interview skills and Improved client-social worker counselling relationship.
In this regard, Paswi All extends its invitation to interested social workers and case managers to the above-mentioned activity on June 18-20, 2024 at Royce Hotel, Manuel Roxas Highway, Ninoy Aquino Avenue Corner, Clark Freeport, Pampanga. A registration fee amounting to Php 6,500.00/pax without accommodation will be collected to cover all the related expenses of the event. This is on a first come first served basis only.

On November 24, we celebrate the remarkable achievement of the newly registered social workers from Zamboanga City and neighboring areas as they embark on their noble journey to serve the community. The 2023 Oathtaking and Induction Ceremonies, held at the Grand Astoria Hotel Zamboanga City on November 24, 2023, marked a significant milestone in their professional development.
Organized by the Philippine Association of Social Workers, Inc. (PASWI) - Zamboanga City Chapter, in collaboration with the Professional Regulation Commission (PRC) and Board for Social Workers, the ceremony was a testament to the dedication and resilience of these aspiring social workers. They have persevered through rigorous academic training and emerged with the knowledge and skills necessary to make a positive impact on society.
As they take their oath to uphold the principles of social work, these newly registered social workers are poised to play a crucial role in addressing the complex social challenges facing our communities. They will be the frontlines of social justice, advocating for the marginalized and empowering individuals and families to reach their full potential.
We commend the newly registered social workers for their commitment to serving others and making a difference in the world. We are confident that they will uphold the highest standards of professionalism, compassion, and ethical conduct as they embark on their careers.

In light of a calculated disinformation campaign aimed at besmirching our beloved organization, the Philippine Association of Social Workers, Inc. (PASWI) emphasizes its long-standing commitment of serving its members while raising the bar of the social work profession.
A few days ago, an online post began circulating discrediting PASWI, and while it needed to be addressed, it came at a time when the PASWI National was in the midst of conducting the 27th Asia Pacific Regional Conference, which, despite many challenges, was lauded by the International Federation of Social Workers – Asia Pacific, the foreign delegates, and considered a rousing success.
Now, in the middle of the 75th Platinum Jubilee Convention, a milestone in the history of our association, a smattering of misinformed individuals are spreading lies and fake news. Yet PASWI remains unbowed, as it stands firm, anchored on the principles of collaborative leadership, inclusive membership and unyielding in the belief that as social workers, we have the moral ascendancy to alleviate conflicts and not amplify them.
On the issue of transparency, PASWI regularly submits government requirements to the Securities and Exchange Commission (SEC), Bureau of Internal Revenue (BIR), Professional Regulation Commission (PRC), and the Philippine Social Science Council (PSSC); these reports are audited both by internal and external partners to ensure sound operational and financial capacities of the organization. Copies of these financial reports are cascaded during President’s Meetings. In fact, these reports together with the yearly accomplishments are included in souvenir programs distributed to all member-participants during conventions (2018, 2020, 2023). All members who wish to access to these reports may get it through their respective local chapters or through the PASWI national office.
As PASWI continues to transition from the pandemic, practical measures have been put in place to ensure continuity of operations while adopting more pragmatic approaches, thus it allowed its few personnel to work from home instead of going to the office. Despite a small number of staff, PASWI has committed to maintaining an open-line of communications through its official email address and mobile numbers, as well as the use of Facebook and Messenger as its primary social media platforms. This action led to new membership transactions to be done in various local chapters. Furthermore, PASWI has recently put up its own webpage in order to make the association more easily accessible to everyone especially during this digital age.
PASWI’s elected-officials and members are given the right to be heard and an equal opportunity to share their sentiments using a proper venue – a general assembly of local chapters that happens annually. It is a proactive stance to address the issues and concerns of any member or any elected-officials. During these assemblies, reforms for policies are also expected to be heard and discussed as it is the right and proper venue recognized by the organization. The Board of Directors assigned in different cluster areas are sent to these assemblies to represent PASWI and to ensure that members are afforded the opportunity to be represented.
Despite the innumerable limitations and challenges, PASWI remained strong and steadfast and on a right trajectory by continuing its dedication to deliver the mission of promoting the welfare of its members. PASWI initiated relevant capacity-building activities, academic and professional programs such as webinar series, virtual training, and a face-to–face strategic management and supervisory skills advancement training with CPD units.
PASWI’s commitment to its members remains constant. With client-based interventions, international linkages, round-table discussions and knowledge sharing with partners shows that the organization is dedicated to strengthening the competency of its members in carrying out a life-long commitment to serve the Filipino Social Worker, contribute to the development of our country and upliftment of the lives of our people.
PASWI’s endless work with the Professional Regulatory Commission (PRC) through the Professional Regulatory Board for Social Workers is perhaps the most compelling validation of our work in carrying out our commitment of serving our members. The nomination for Category B of Outstanding Accredited Professional Organization (OAPO) received during the 2022 Professional Regulation Commission Awards is a topnotch validation of the trust and confidence accorded to us by a government institution. Such is indubitable proof that PASWI, as a professional organization, has complied with all the necessary requirements in order to be given an AIPO certification.
PASWI has come a long way, with 75 years of accomplishments both locally and abroad, but it never rested on its laurels. The pioneers, the pillars and the people behind PASWI National endeavor to lead and to serve, and has never resorted to lies or fabrications when confronted with issues and challenges. Throughout calamities, national crises, the pandemic, PASWI reached out, responded to and helped its members by taking proactive stances and fighting for the rights of social workers.
PASWI stands on the bedrock of truth. Its desire to bring together social workers from all over the country remains steadfast. It might falter at times, but it rises ever stronger, it rises ever higher, standing on the shoulders of the giants who dreamt of a strong, cohesive association composed of Filipino social workers, united in ideals, and dedicated to the pursuit of Service for the members and Service for All.

City Social Welfare and Development Officer Ma. Socorro Rojas has been conferred Plaque of Recognition, Hall of Famer for the Outstanding Social Worker of the Philippines award in the field of Local Government by the Philippine Association of Social Workers Inc. (PASWI).
Rojas has been the City Social Welfare and Development Officer since 2014 and is currently the chapter president of the Association of Local Social Welfare and Development Officers and PASWI Zamboanga's president also for two terms since 2016 until 2022.
Prior to the recognition, Rojas was awarded the 2022 Outstanding Social Worker of PASWI and the Gawad Parangal sa Natatanging Kontribusyon ng Manggagawang Panlipunan (Award for the outstanding contribution of a social worker) by the ASEAN Social Work Consortium Philippines.
Rojas’ achievements are evident on the plans, programs and activities undertaken covering her functions as manager and supervisor of Public Employment Service Office (PESO) and chief implementer of the Cooperative Development and Local Youth Development, Solo Parents, Senior Citizens and Person with Disabilities (PWDs) programs.
Rojas took over the CSWDO helm at a challenging time when Zamboanga City was reeling from the devastations wrought by the 2013 Zamboanga siege that resulted to the displacement of over 100,000 families or the so-called internally displaced persons. The siege was followed by the challenges of COVID-19 pandemic from 2020 up to present and in all these situations, Rojas proved her mettle in attending to victims of crisis situations ensuring that no one is left behind.
As CSWDO head, Rojas likewise spearheaded the implementation of cash and food for work programs making sure that the marginalized sector is served and assisted. Programs to assist residents hardest hit by the COVID pandemic were also carried out.
𝗠𝘀. 𝗖𝗥𝗜𝗦𝗘𝗟𝗗𝗔 𝗔𝗗𝗔𝗡𝗧𝗘-𝗣𝗔𝗟𝗢𝗠𝗢, 𝗳𝗼𝗿𝗺𝗲𝗿 𝗣𝗔𝗦𝗪𝗜 𝗭𝗖 𝗕𝗢𝗧 𝗠𝗲𝗺𝗯𝗲𝗿 𝗶𝘀 𝟮𝟬𝟮𝟯 𝗢𝗦𝗪𝗣 𝗔𝘄𝗮𝗿𝗱𝗲𝗲 𝗶𝗻 𝘁𝗵𝗲 𝗳𝗶𝗲𝗹𝗱 𝗼𝗳 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗦𝗼𝗰𝗶𝗮𝗹 𝗪𝗼𝗿𝗸 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲!
The awardee is lauded by her superiors and peers for her compassionate service in the care of patients with complex needs at the Zamboanga City Medical Center (ZCMC). The gargantuan tasks of serving the most vulnerable patients in the biggest hospital in the Region with 800-bed capacity is made simpler and seamless because of her leadership in instituting systems and work processes aimed at helping patients understand the resources that are available to them, thus easing the tensions and stresses experienced by the patients and their families and bringing the services of the government closer to the hearts of its people.
After the launching of the First Malasakit Center in February 2018 in Cebu City, she immediately took the challenge with the guidance of her Medical Center Chief of setting the mechanisms in placed to establish the Malasakit Center of ZCMC. In October 2018, ZCMC Malasakit Center is considered one of the first Malasakit Centers to be considered fully operationalized thru the Joint Administrative Order no. 2018-0001 with the participation of DOH, PCSO, DSWD and Philhealth. To date, the Center has served 31,242 patients throughout the Peninsula and the neighboring areas in the BARMM Region.
As a Medical Social Worker, she goes out of her way to shepherd patients with complex needs, carrying-out the total family approach in assisting complex concerns with long term needs. A case in point was the coordinative effort she made with DSWD 9 in 2022, where she collaborated with said agency for the temporary shelter, transport, and food assistance among others of four (4) cancer patients who have various needs coming from different provinces in the Region. She also established a strategic partnership with Tzu Chi Foundation for the referral of PWD patients to avail wheelchairs. In 2022, three (3) PWD patients were able to access these wheelchairs from the said foundation.
𝗥𝗵𝗼𝗱𝗼𝗿𝗮 𝗣𝗮𝗿𝘁𝗼𝘀𝗮 𝗶𝘀 𝘁𝗵𝗲 𝗢𝗦𝗪𝗣 𝟮𝟬𝟮𝟯'𝘀 𝗔𝘄𝗮𝗿𝗱𝗲𝗲 𝘂𝗻𝗱𝗲𝗿 𝗡𝗚𝗢 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗖𝗮𝘁𝗲𝗴𝗼𝗿𝘆!
Ms. Partosa a prolific Social Worker in her own rights. She has earned her degree on Bachelor of Science in Social Work last 1998, immediately took the licensure exam and passed. She has also pursued her Masters decree in Social Work with 25 units and currently joggling between work and studies.
Early on, she is exposed to development work at a young age particularly, in Maluso, Basilan, working as a young community organizer in Sama-Bajao community or also known as Maluso Samal Bajao Village.
One of her significant contributions as an organizer was running the project (Claret Samal Foundation, Inc.) with the Claretian Missionaries. As a young organizer, she helped develop the organization by realizing its organizational purpose together with the Claretian priest. It was an unprecedented endeavor, mobilizing and involving the community to claim ownership of the area thus, realizing the stewardship of the mangrove area for the Sama-bajao community. Successfully attained funding for the project and develop the Organization vision, mission and Goals as well as owning their identity as bajau and leaders and members of their own tribe and not just followers.
After her stint in Basilan. She later worked with Unbound or formerly known as Christian Foundation for Children and Aging (CFCA). Unbound is a sponsorship and scholarship program which provides basic needs such as food, education, clothing and access to medical care for children and elderly. She started as a Social Worker, directly working with families in the community, aim for empowerment and participation. Years after, she head the department who works tediously on the application and screening of new sponsored child as well as bridging the needs of the target group to available resources of the foundation.
In the latter part of 2009, CFCA has its 1st transition in which she heads the operation however a 2nd transition occurs in the latter part of 2010 in which she chaired the executive coordinating committee and appointed as the 2nd Project Coordinator in 2013. Zamboanga project is the only Unbound in Mindanao thus they work with families in Zamboanga Del Norte, Sibugay and some mission areas in Misamis Oriental, Bukidnon and Tagum.
As a Social Worker, she aims to align the organization as mandated in R.A. 4373 thus, she undergoes the process in securing DSWD Registration, License and Accreditation. While doing this they continue to navigate innovations that would truly encourage sponsored families’ participation and involvement and ensure that their voices are heard and listened on decision that affects them.
Within her leadership, the organization strengthen the community organization by introducing self-help groups (SHG) making it part of the structure. Both the SHG which dubbed as CONFIANZA and DESEO Socio Economic Program is organic in Unbound program which is a result of various organizational development and leaders conferences. It also opened up opportunities for Unbound to be recognized by Government Agencies and other Non-Government Organization, making them part of the Regional Committee members in Regional Juvenile Justice Welfare Committee, Regional Independent Monitoring Committee for DSWD Pantawid Pamilyang Pilipino and representing Regional ABSNET Officer for Region IX.
She has been practicing Social Work as a profession for 25 years. As a Social Worker, she has shown great dedication and commitment in the mission of NGO’s that she works with.

The awardee is an exemplar of dedication, hard work, courage and excellence in the Social Work Profession, specifically in the Field of International Practice. As a Social Worker in International Practice, she pursued novel applications and development interventions on disaster management and risk reduction in developing countries like Maldives, Lao PDR, Myanmar, Rwanda and very recently, Iran.
Ms. Dalena has the will to face the risks and take on the responsibility to create positive changes in the many struggling communities that she is serving in the international arena.
She got her University Degree in Western Mindanao State University with the degree of Bachelor of Science in Social Work in 1994 and graduated as Magna Cum Laude (the WMSU 1994 Batch Valedictorian). In the same year, she landed as the Board Topnotcher (First Placer) in the National Licensure Examination for Social Workers – a first for WMSU, a first for
Zamboanga City. She also completed her Master in Social Work degree in WMSU. She has completed all academics of her PhD in Development Management - getting ready for comprehensive examination and dissertation writing.
She has over 27 years of solid and extensive experience in providing managerial leadership in development programmes and humanitarian response and technical advisory to National, Sub-regional and Local Governments and Non-Government Organizations (Local and International) in the field of climate risk management, disaster risk reduction and management, preparedness, early recovery and resilience building including post-conflict/post-crisis/post-disaster emergencies and risk informed development (RID). Twenty-two (22) years of which are with the United Nations Development Programme (UNDP) in 5 Country Offices (Philippines, Maldives and Lao PDR, Myanmar in Asia, and Rwanda in Africa) and a number of consultancy engagements in UNDP Asia and the Pacific Regional Hub and UNDP HQ. Over 15 years of these is serving at international level with various UNDP Country Offices. She intermittently serves as Visiting Lecturer in WMSU every time she is in the country.
In 2013, she took an emergency leave from her work in UNDP Rwanda to come home during the Siege of Zamboanga. During her brief 1-month stay, she assisted the Recovery Task Force of the City Government in framing the initial Recovery Framework which later evolved into what it is known as the Z3R (Zamboanga City Roadmap to recovery and Rehabilitation).

We are immensely proud of Mr. Cervas for this prestigious award, which is a testament to his dedication and excellence in the field of social work. He has served the people of Zamboanga City with compassion and commitment for many years, and his impact on the community has been immeasurable.
He is presently the Chief of Welfare and Technical Division of the Office of the City Social Welfare and Development – Zamboanga City. He held positions such as District Supervisor, Training Specialist, Local Youth Development Officer, Child Protection Specialist and several others. Prior to joining the City Government, he was an NGO worker with programs on youth empowerment, community organization and development and capacity-building,
He is a graduate of Masters in Social Work major in Clinical Practice (2013) and Bachelor of Science in Social Work (2007) at Western Mindanao State University. In his extensive work on child protection and youth programming and development, he had attended and participated several trainings abroad and also invited as resource person including the International Visitors Leadership Program (IVLP) on Peace Education and Youth Development by the US State Department in Washington DC, Nashville Tennessee, Milwaukee, Denver Colorado and Los Angeles California; Social Service Leaders Exchange Program (SSLEP) in National University of Singapore (NUS); Training Programme for Young Leaders in Osaka and Fukui Prefecture, Japan; Child Sexual Abuse Prevention and Cybersafety in Hanoi, Vietnam and Bangkok Thailand; and the Forum on Break the Silence in Kota Kinabalu Malaysia.
In his stint as Training Specialist and Child Protection Focal, he was instrumental in making CSWDO – Zamboanga as the only LGU accredited as Continuing Professional Development (CPD) Provider since 2017 where internal social workers benefitted several free CPD programs. The entry, Break the Silence (BTS) on the Prevention of Child Sexual Abuse and Exploitation, became also one of the top finalists in the Child Friendly Cities Initiative (CFCI) globally of UNICEF held in Cologne Germany.
He is currently the P.R.O of Philippine Association of Social Workers, Inc. (PASWI) – Zamboanga City Chapter where he also served as Secretary since 2018. Also, several CPD programs were conducted that benefitted thousands of social workers to earn CPD units for free. He was also a finalist of Most Outstanding Social Worker in PASWI – Mindanao Cluster. He is also the Executive Vice-President of ALSWDOPI – Zamboanga since 2020, Vice-President of Children and Youth Empowerment Zamboanga, Inc. (CAYEZ),

ARD Gatinao is a passionate social worker who has dedicated her career to improving the lives of workers and their families. She is a strong advocate for labor rights and social justice, and she has worked tirelessly to provide support and assistance to workers in need.
DOLE IX's Assistant Regional Director is an epitome of the highest ideals, qualities and competence of a Social Work Professional. Her dedication and commitment to her Profession are exuded in the premium service she is delivering for the welfare of the various clientele she serves most particularly in the field of Labor and Industry. She rose from the ranks in the service for the welfare of the most marginalized workers in the last 29 years with the Department of Labor and Employment. She is an esteemed leader, highly efficient, results-driven, capable, experienced planner and innovative manager. While she demonstrated a range of achievements during her tenure, the following narrative best captures the most recent highlights of these milestones.
As ARD, she is at the helm in the implementation of welfare programs for the workers: She pursues a tracking system to ensure transparency in the labor inspection program and that cases are disposed within the process cycle time; She oversees the implementation of DOLE 9’s Sustainable Livelihood Framework and leads the documentation of DOLE 9’s Best Livelihood Program dubbed as Kagalingan sa DOLE 9. Since 2017, DOLE 9 has been reaping the National Awards for Best Livelihood Program for both the Group and Individual Categories.
As Welfare Officer of the Philippine Overseas Labor Office (POLO) of the Philippine Embassy in Lebanon (2013 February – 2016 February) she implemented programs and services of the Philippine Government through a Team Approach in the Mission (DFA’s Assistance to Nationals Program blended well with POLO’s Welfare Program for Migrant Workers and their Families during her stint as the Philippine Embassy’s Welfare Officer in Lebanon) and Tripartite Partnership (government, employer and the OFW) promoting the welfare and ensuring the protection and interests of Filipinos working and living in Lebanon. Hence, she was given the
Highest Commendation twice, for Excellent and Outstanding Performance by the Chief of Mission, Ambassador Leah M. Basinang-Ruiz in 2015 and in 2016.
Her expertise on project and organizational management, community organizing, networking and alliance building, conflict and crisis management, labor and employer relations, and conciliation and mediation, earned for the Philippine Embassy Mission in Lebanon the mass repatriation of Filipinos who were languishing in various jails in Lebanon for minor offenses and documentation problems from 2013-2016.
She strengthened the Filipino Community organizations and formed an alliance of FilComs which served as an able partner of POLO and the Philippine Embassy in Lebanon; She responded to calls and other requests for assistance necessary for the promotion of welfare and protection of Filipino workers; She developed a Team-Approach system of case management with PE-ATN and POLO-OWWA and took the lead in the development of briefs and in the conduct of case conferences; She assisted in the evacuation and repatriation of OFWs in Syria and delivered on-site OWWA Services from 2013-2016.
Together with her husband, as community facilitators, they also devote their time as a couple in strengthening communities and organizations by conducting learning sessions and trainings on leadership, conflict management, values re-orientation, community resource mobilization, consciousness-raising through basic integrated theater arts, parent-children engagement, organizational management among others.
ARD Gatinao's work has made a real difference in the lives of workers and their families. She is a deserving recipient of the Outstanding Social Worker of the Philippines award.
