AfA will only collect clients' personal particulars if they wish to get referred to treatment locally. This data remains confidential and will only be accessed by relevant medical personnel.

Q1: WHAT IS ANONYMOUS TESTING?
All tests that AfA Singapore provides are anonymous. We do not collect data such as names, NRIC/FIN, or any other personal identifying details that can be traced back to the client. Clients are assigned randomised registration numbers during their visit, and our volunteers will use these numbers to call them for each step of the testing process.

Over the past year, despite the many challenges we have faced, AfA’s programmes and services continued to make significant strides in the fight against HIV. Client numbers stayed on an upward trend at both our Anonymous Testing Service (ATS) and Mobile Testing Service (MTS).
Through our comprehensive outreach programmes, we worked tirelessly to raise awareness, combat stigma, and promote prevention efforts within the key affected populations in Singapore.
In 2023, we amplified the voices of those affected by HIV/AIDS and advocated for policies that promote equity, justice, and inclusivity. This cumulated at the end of the year when the Ministry of Health announced that HIV nondisclosure requirements under the Infectious Diseases Act would be reviewed, and public health policy aligned with the latest scientific evidence.
From 1st July 2024 onwards, the prices of HIV rapid testing at our ATS and MTS will change to $45 and $35 for 4th Generation and 3rd Generation Tests respectively. The price of HIV Self-Testing Kits remains unchanged at $22.
The price changes are due to rising operational costs. Nevertheless, AfA Singapore remains committed to making HIV services accessible to all, and will continue to work to make more free testing available through our targeted outreach programmes.

AFA FINANCIAL SUPPORT PROGRAMMES FOR PLHIV
A key strategy in HIV prevention and control is ensuring that People Living with HIV (PLHIV) are diagnosed as early as possible and are linked to care. Early diagnosis and treatment adherence have multiple benefits. It improves overall health outcomes of PLHIVs, allowing them to enjoy healthy lives. Suppressing the viral load also prevents further sexual transmission (U=U). Adherence to healthcare is critical, as lapses in treatment has consequences for HIV transmission and disease prevention.
Unfortunately, there are many barriers to accessing healthcare. Key barriers include financial challenges from medical expenses as well as the loss of social support networks.
To address these challenges, AfA offers a range of financial subsidy programmes to help offset treatment costs. Additionally, AfA conducts support programmes for PLHIV to strengthen their social support mechanisms, improve their skillsets, connect with peers, and improve adherence to treatment.

Ask AfA: When can I test for HIV?
You can’t just test for HIV a few days right after your last possible exposure. HIV testing has a window period, which is the time between actual infection and the point when a test will reliably give an accurate result.
HIV test results can be either INVALID, INCONCLUSIVE, or CONCLUSIVE, depending on the number of days since potential exposure to HIV, and the type of HIV test used. Use the charts in this post to help figure it all out!
INVALID RESULTS occur when a HIV test is used before it can detect anything.
This is if the exposure was:
0-14 days before GEN 4 TEST
0-28 days before GEN 3 TEST
0-45 days before SELF-TEST KIT
INCONCLUSIVE RESULTS happen if last exposure was:
21-90 days before GEN 4 TEST
14-90 days before GEN 3 TEST
45-90 days before SELF-TEST KIT
While HIV tests have a slight chance of false negative results during this period, they are still highly recommended as early detection (and treatment) of HIV leads to better health outcomes. If test result is negative, do follow up with a confirmatory test after the 90-day mark.
CONCLUSIVE RESULTS are declared for HIV tests taken at least 90 days after HIV exposure. Follow-up testing is not advised.

Some people sure think they are experts with their knee-jerk reactions to the March 2024 news that Singapore Parliament has passed an amendment to the Infectious Diseases Act. The amendment means that people with undetectable HIV viral load are no longer required by law to disclose the risk of HIV infection to their sexual partners.
Here's what the actual experts in HIV science and services have to say:
- Undetectable = Untransmittable
- Decriminalisation encourages testing
- Decriminalisation encourages treatment, which further prevents transmissions
- Decriminalisation tackles stigma and discrimination
- Criminalisation doesn't work, in fact it obstructs healthcare
Simply put, if you are supportive of ending the spread of HIV, you would be supportive of removing punitive measures and stigma as they are obstacles to HIV services. And for treating PLHIV decently. 😿👍

While we're all still holding out hope for an HIV vaccine, there's been major advances in treatment and prevention options. Prof. Roy Chan, President of AfA, weighs in on HIV science and the steps towards ending the AIDS epidemic by 2030.
Commentary: After 40 years of AIDS, why do we still not have an HIV vaccine? The best way to eradicate a disease is to have an effective vaccine. Yet despite almost 30 years of intensive research and multiple clinical trials, an HIV vaccine remains elusive, says Prof Roy Chan, president of Action for AIDS Singapore.
