With the base layer of stainless steel mesh, it will function to prevent big debris from entering even when the top layer of open cell foam media wears off next time.
Top layer is of cos the open cell foam, to filter out fine debris but at the same time ensuring decent airflow in.

Without this pre-filter, all the debris can get into the AC system, leaving the cabin filter to do the work of this pre-filter, ie the cabin filter gets clogged up faster.
