This wild river corridor flows through southeastern Oregon from the Idaho/Oregon state line to Owyhee Reservoir.
Visitors can explore this National Wild and Scenic River by floating some of its 120 miles through rugged, spectacular canyonlands and ash flows.
The river was included in the National Wild and Scenic River System in 1984 due to its outstanding scenic, recreational, geologic, wildlife, and cultural values.

Those who think section 9 expects hunting and fishing in ip3 better read this. YoIP-3's Section 9 lists exemptions from the current Oregon law that, as noted, would no longer be protected if voters pass the petition in 2024, as quoted from the petition:
"(a) [The treatment of livestock being transported by owner or common carrier;]Situations of self-defense when it is necessary to defend against the threat of immediate harm to oneself, to other humans, or to other animals;
[(b) Animals involved in rodeos or similar exhibitions;]
[(c) Commercially grown poultry;]
[(d) Animals subject to good animal husbandry practices;]
[(e) The killing of livestock according to the provisions of ORS 603.065 (Slaughter methods);]
[(f)](b) Animals subject to good veterinary practices as described in ORS 686.030 (Acts constituting practice of veterinary medicine)[;].
[(g) Lawful fishing, hunting and trapping activities;]
[(h) Wildlife management practices under color of law;]"

Oregon's Department of Justice issued its analysis of IP-3. It says the measure would remove most of the exceptions allowed under current Oregon law for hunting, fishing, pet breeding and animal harvest for food. It wrote, "The proposed measure would thus criminalize many common farming and ranching practices, as well as recreational and commercial hunting, fishing, and trapping, pest control, and many other practices that are now specifically authorized by law. Commenters noted this would be a far-reaching change to the laws currently governing treatment of animals."
Its June 13, 2022 letter to the Secretary of State lists some effects of the petition by individual statutes, as follow:
"The proposed measure amends ORS 167.315, ORS 167.320, ORS 167.325, ORS 167.330, ORS 167.333, and ORS 167.335. Under ORS 167.315, it is a misdemeanor to intentionally, knowingly, or recklessly injure an animal. Good animal husbandry practices are exempted, as are numerous practices set forth in ORS 167.335, including transportation of animals; rodeos; growing of poultry; the slaughter of animals by methods authorized by law; fishing, hunting, and trapping; lawful wildlife management; lawful scientific or agricultural research; control of vermin or pests; and reasonable handling and training techniques. The proposed measure removes all of those exceptions.
