The Idaho Association of Community Providers ("IACP") is the association of community-based providers supporting individuals with behavioral health and developmental disabilities.
Paper Checks for Magellan - no EFT option at this time.
I just got done attending one of the billing meetings Magellan is offering this week. I heard straight from David Welsh that Magellan will NOT be offering EFT for payments. They claim it is due to the recent cyber-attacks and they want to make sure their system is super strong. So, they are ONLY offering paper checks for payment. When I asked David W. when we could expect EFT to come into play, he did not have a time frame, but did say they were working on it.
There is another session being offered today at 1pm, and a couple more sessions offered on the 16th. I am not able to copy the link into this post, but you should have gotten an email from Magellan about these meetings if you would like to attend. Overall the meeting was about general use of billing practices, but a good reminder of what we all should be doing in our practice.
Hang in there team. Each transition brings unique challenges but we will get through this!!

Small update as of 3/6/24, 9am:
I was able to touch base with an Optum Rep, who informed me that they got word as of Friday, 3/1 that all claims which have been submitted through Change Healthcare should still go through with a 10-15 day delay. Optum has worked on their systems and going forward expect things to go smoothly.
Please take into account that this came from a mid-level Optum Rep, not a high-level rep. With that being said, I have called and emailed Andrea Hansen who is my regional rep for Optum, and I am waiting for contact back from her to confirm this information, as well as to see if there are any new updates. BUT - I wanted to get this small update out there ASAP so our members could be informed of the latest news that we have come across.
After touching base with Andrea, I will create another post with (hopefully) additional information for this group.

Ok Organization!
We are working on some things around the cyber-attack that has occurred with Change Healthcare. Here are some of the things we have learned tonight and steps we will be taking tomorrow:
Some Providers have reported that bunches of their claims are no longer paying due to this cyber-attack. After touching base with a couple of you tonight, and some billers, I'd like to share the plan of action going forward:
Zero-interest Loan
Optum is potentially offering ZERO percent loans if you are one of the agencies effected by this situation. This could be a beneficial opportunity to take advantage of to make sure you, and your staff get paid until these claims can get processed. If you are interested in exploring this option, please contact Optum directly to see if you might qualify.
Submission of claims -
You should be able to submit claims directly though Provider Express if you are no longer able to submit them through your EHR due to the attack. In order to do this:
1. Sign into Provider Express (this is where you update your staff roster for Medicaid)
2. Then go to the tab on the right, click on claim entry
3. Then you should be able to submit your claims
* If you can submit claims through Provider Express, they pay within a couple weeks if the claim is clean.
* You can also see your denied claims and claims that have already gone through, in Provider Express - With these claims, you may be able to attach a claim number for a claim you have submitted but got caught in the cyber-attack, and it has a chance of paying.
Optum Provider Express CAP
I have been informed that Provider Express may have a cap on how many individual claims you can send through that portal, so I will be calling Optum tomorrow on behalf of the IACP to see if, due to the circumstances, they will take the cap off so you all can bill as many claims as you need to until this situation gets rectified. I will send updates out to this group once I get feedback around this topic.
Zoom Call
I would like to know if this group would like to schedule a Zoom call with myself and my biller, to brainstorm any claim submission concerns you might be having? We would like to support you and your agencies through this difficult time and make sure we are doing our best to reduce the amount of damage caused by this unfortunate situation. Please let me know if this is something you would be interested in, and we will schedule a call for the IACP BH group (and any other IACP members that might want to join).

On a personal note - I know times like these can make us lose sleep and create a lot of stress, but the IACP wants to come alongside of you to help ease some of that tension. Kelly Head-Halliday, Shawn Johansson, and Caroline Merritt have been amazing leaders for our supported living subgroup and Home and Community Based Services in general. This year the advocacy and team were strong! We can’t wait to continue this effort in the future. The encouragement and drive of our leaders have been very inspiring.
They have taught us that we can be advocates in this field and that we each have the power to make changes for the better in our community.

I was just informed of a meeting for Region 2 Providers in the morning. It looks like there is an "in-person" option or an online option. Here is the info:
For those who are interested we are having a team from Magellan coming to Region 2 in the morning.
A team from Magellan will be traveling the state to have Q&A sessions with providers. The Magellan team is slated to be in Lewiston on Tuesday February 20th from 9am – noon.
This meeting will be held at the Public Health office at 215 10th Street in Lewiston. The meeting will also be accessible via the Teams link, below.

For the second year in a row, LINC is bringing together folks with disabilities from across Idaho to talk with their legislators about issues important to them. From the direct care worker shortage to a lack of accessible transportation, Idahoans with disabilities have a lot to talk about. This event brings opportunity for all to come to the table and share with those that are making statewide policies into law.
Operation Advocacy: Our Care Can’t Wait 2024
Wednesday, January 31 - Day of Training
Thursday, February 1 - Day of Action
During day one of Operation Advocacy, we will present a training around interactive storytelling and how it can be used to create awareness of an issue. There will also be presentations about Fred Riggers Disability Awareness Day, the importance of voting, and the Our Care Can’t Wait campaign. Day one will wrap-up with tours of the State Capitol building.
On day two, everyone will meet up at the Idaho State Capitol building. We will be on hand for the activities surrounding Fred Riggers Disability Awareness Day. It’s a chance for us to show that there aren’t just one or two of us; we’re here in every community across Idaho.
Operation Advocacy is designed for the beginner in mind, but we welcome experienced folks as well. This event has been designed to be a two-day event so people feel prepared to participate in our law-making process. If you have concerns about getting to Boise or need help finding a place to stay while you’re here, our Independent Living Specialists can work with you on a plan to make that happen.

Provider spotlight - Milestone Decisions INC
This is a pic of our Milestone team at the capital. We went to advocate for our services! We spoke with Senator Cook and Representative Mitchell.
Milestone Decisions is a non-profit in regions 1 and 2 that provides res hab services. As an organization we feel it is important to be part of our community and teach the people we support about advocacy no matter their functioning level. We have an advocacy team that stays caught up in in federal, state, and regional issues and try to help wherever we can. We are very active in IACP and believe in the work that is done in our res hab subgroup and association as a whole. If it is possible to tag Senator Cook and thank him for taking the time to listen to his constituents.
We are heading back to Boise at the end of January for Fred Riggers Day. We are bringing 8 people that we support to go to the capital to help advocate for their services and the decisions that are made on their behalf. We will send more pics then!
