Change a Child’s Story
Court Appointed Special Advocates (CASA) of Franklin County’s mission is to provide a powerful and consistent voice in court for child victims of abuse and neglect. To that end, CASA recruits and trains volunteers as Guardians ad Litem (GALs) who advocate in Court for the child’s best interest. CASA is the only organization providing such services in Franklin County.
In 1977, a Seattle Juvenile Court Judge found himself faced with making life-changing decisions about which he knew very little. Never confident he had their entire story, he was deeply concerned about what might happen if he made the “wrong” decision. Out of this concern grew the idea for CASA. Each year, approximately 400,000 child victims of abuse and neglect across the country are served by over 1,000 community CASA programs. In response to local needs, CASA of Franklin County was founded in 1991 as a non-profit, volunteer-based program and has steadily grown. In 2019, CASA served a record 882 children with 242 dedicated volunteers. On July 1, 2020, CASA became a department of the Franklin County (Ohio) Board of Commissioners Office of Justice Policy and Programs.
The children CASA serves are involved in cases of the most severe abuse and neglect: lack of food, substance abuse in the home, physical and emotional abuse, sexual abuse and domestic violence. All of the children are currently part of the Franklin County Juvenile Court System. Approximately 84% of CASA children come from families living below the federal poverty level.
These at-risk children require individualized attention and need to be seen on a regular basis. CASA GALs get to know the child and the surrounding circumstances well enough to make fact-based recommendations to Franklin County Juvenile Court about custody, placement, visitation and social service. Volunteers only serve on one or two cases at a time which gives them the opportunity to truly get to know the child and the family dynamics to a degree that is impractical for other professionals. CASA GALs gather and review the facts of the case; interview significant people in the child’s life, including biological and foster parents, extended family, educators, and mental and health care professionals; regularly visit with the child; submit a report to the court of their findings and the child’s wishes and recommend options in the child’s best interest; and support the child until she is placed in a safe, permanent home.
