Planning for all modes of transportation in and around the Twin Ports MPOs exist across the United States for population areas over 50,000.
The MIC is the designated Metropolitan Planning Organization (MPO) for the Duluth-Superior area, including Hermantown, Proctor and surrounding townships on both sides of the bridge. MPOs ensure that transportation infrastructure investments are planned cooperatively by all local jurisdictions (city, county, state and townships).
The MIC's traffic model for the Duluth-Superior area is being used as a forecasting tool in this process. WisDOT and MnDOT are hosting a public meeting on Tues, Oct. 15 at 5pm at the Superior Public Library, 1530 Tower Ave., to give an update abut the project.

The City of Duluth is inviting the community to an open house on Thursday, March 14, 2024 regarding the reconstruction of West Superior Street between Carlton and West Michigan Streets. This open house is intended to allow the community to review the selected layout and provide input on the streetscape elements as the project moves into final design.
The open house will take place on Thursday, March 14, 2024 from 4:30 pm to 6:30 pm at the Clyde Iron Works Malting Building, 2907 Helm Street.
There will be a brief presentation beginning at 5:00 pm by the design team to discuss the project and the design. Community members, however, are invited to attend the event at any time that is convenient for them. City staff and the design team will be available to discuss the project and gather feedback throughout the meeting.
Project design and engineering will occur through 2024, with construction scheduled to take place from 2025 to 2028. Funding for the project will come from a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) federal grant, Municipal State Aid for Streets, and utility funds.
The scope of work for the project includes:
• Full reconstruction of the roadway and utilities.
• Traffic signal study and recommendations.
• Stormwater drainage and infrastructure improvements.
• Street lighting replacement and improvement.
• Pedestrian improvements.
• Multimodal improvements for cyclists and other lightweight human and electric powered devices.
