Mayor Neeley announced at a press conference this afternoon that the City of Flint believes it has successfully recovered the majority of its key data in the aftermath of a cyber attack that began August 14, 2024.
โWe appreciate our communityโs patience while we continue to recover from this cyber attack, and we are pleased to share some good news today,โ Mayor Neeley said. โAfter long hours and hard work from both our City of Flint staff and external cyber experts, we have been successful in recovering key data.โ
The City of Flint has installed a completely redesigned network, including Next Generation firewalls to deter cyber criminals and strengthen safeguards. The City has also successfully restored the majority of its servers from backup.
As services become available, the City is testing its systems and reviewing data before going live. The City will continue to keep residents and businesses informed when public-facing systems are ready to go live.
As the City of Flint works to restore its systems safely, state-of-the-art safeguards are being installed to prevent a recurrence. Among other protections, the City of Flint has installed advanced software security on servers and computers on its network.
Flint City Administrator Clyde Edwards issued the following statement on the City of Flint's ongoing recovery from from the cyber attack that began August 14, 2024:

As part of Mayor Neeley's Safe and Clean Summer Initiative, City of Flint street sweepers have been out sweeping major roadways throughout the city. Last week they swept both sides of Grand Traverse. They will continue until all major city roadways have been swept. Residential sweeping will take place this fall.
The City of Flintโs IT Department continues to work closely with cybersecurity incident response experts and the FBI to recover from the disruption to the Cityโs network that began last Wednesday, August 14.
The Flint City Council Committee Meetings are cancelled for tomorrow due to technological and staffing issues. Finance, Legislative and Governmental Operations Committees were scheduled for Wednesday, August 21 at 5 p.m.
The City of Flint has restored some critical functions internally, but continues to ask for residentsโ patience while the billing system remains offline. We want to emphasize that there will be no late fees or water shutoffs at this time. We appreciate everyone who has continued to pay their bills by cash and check.

Milling and paving continues throughout Flint along residential streets. Today paving took place along Thomas Street in the Mott Park neighborhood. Milling machines strip the top layer of old asphalt and the road is swept to make way for the paver to lay a fresh layer of asphalt.
Circle Drive, Linwood and Tuscola Avenues, and 11 other residential streets were also milled last week ahead of repaving. To date, work to mill and repave 32 residential streets has been done or is currently taking place.

The City of Flint and the Flint Fire Department are excited to announce the return of Ronald Stamps as Deputy Fire Chief.
โWe are excited to have Ronald Stamps back with the Flint Fire Department,โ Mayor Sheldon Neeley said. โDeputy Chief Stamps brings a wealth of knowledge and experience with him upon his return to Flint that cannot be matched.โ
Born in California and raised in Detroit, Stamps began his career with the Flint Fire Department in 1985 shortly after fulfilling his service with the United States Marine Corps. He served the Flint Fire Department for 23 years and retired at the rank of Fire Marshall, the number 3 rank in the department.
During his time away from the department, Stamps continued his education by studying electronics, finding careers in both the telecommunications and biomedical fields. Deputy Chief Stamps says he is excited to be back, saying โit feels good, just like old times.โ
Mayor Sheldon Neeley, the City of Flint, and the Flint Police Departmentโs SAKI Unit are hosting the Standing Against Predators and Pedophiles While Honoring Individualsโ Rights and Empowering Survivors (S.A.P.P.H.I.R.E.S.) Conference from Monday, August 12 to Friday, August 16.
The five-day conference will feature lectures and training from experts in areas of law enforcement, health care, victim advocacy, and related community organizations. Mayor Sheldon Neeley and Police Chief Terence Green will give welcoming remarks to attendees Tuesday morning during the conferenceโs first full day.
โThis conference is a great opportunity for the City of Flint to show the rest of the state, and the rest of the country, how we cultivate partnerships with all available resources and organizations in our community to tackle our major crime cases,โ Mayor Neeley said. โWhat we have is a comprehensive plan that addresses every aspect of the criminal investigation process.โ
The S.A.P.P.H.I.R.E.S. group is part of the Flint Police Departmentโs Sexual Assault Kit Investigation (SAKI) Unit. The five-day statewide conference will bring together a team of local, statewide, and out-of-state professionals to provide learning opportunities and motivation, share experiences, and re-imagine responses to Major Crimes, including sexual assault.
Subjects to be discussed include multidisciplinary collaboration, victim advocacy and support, policy and reform, good mental health, council strategies for complex cases, new technology in criminal investigations, human trafficking, understanding sexual assault convictions, the importance of the work, and resources for victims of crimes.
Since 2015 SAKI has been a national effort helping local law enforcement using federal grants from the Bureau of Justice Assistance, U.S. Department of Justice to form units focusing on sexual assault cold cases. Funding for the S.A.P.P.H.I.R.E.S. Conference is being paid from the CVIPI (Community Violence Intervention and Prevention Initiative), the City of Flintโs opioid settlement, and the Community Foundation of Greater Flint.
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) today announced that the City of Flintโs Lead and Copper Rule (LCR) monitoring has shown the 90th percentile for lead to be 1 part per billion (ppb).
This is a dramatic decrease from previous monitoring periods, and the City of Flint wants to help Flint residents understand what this means for our water quality. Compared to previous sampling periods that included more business locations, the current sampling result of 1 ppb more accurately reflects the water quality in Flint homes where water is regularly used.

The City of Flint adds orthophosphate to the water to prevent pipe corrosion and keep lead and other metals from entering drinking water. The State-mandated LCR monitoring is designed to show how well these corrosion control measures are working.
Corrosion control works best when water is flowing through pipes every day, so that they are coated with orthophosphates. When water sits still in a lead pipe, the corrosion control chemicals are not as effective, and lead has more opportunity to leach into the water.
In most homes where a lot of water is consistently used for bathing, laundry, and washing dishes, corrosion control tends to be more effective. Most businesses do not use as much water as homes and the water in businesses is often stagnant for long periods of time.
In previous sampling periods, the City of Flint was replacing lead service lines as quickly as they could be found, so there were not many known residential lead service lines available for testing. So, the City had to test more business locations that were known to have lead service lines. As expected, lower water usage at those locations resulted in higher lead levels.
However, in Fall 2023, the City completed about 1,000 investigative excavations and was able to identify over 200 residential lead service lines. The City is partnering with the State of Michigan to fund and complete these replacements, but in the meantime, the City was able to conduct testing at many of these homes this summer. Thatโs why Flintโs current 90th percentile for lead of 1 ppb more accurately reflects the water quality in Flint homes with normal water usage.

Flint Mayor Sheldon Neeley is sending a resolution to the Flint City Council next week that would allow more low-income Flint residents to qualify for a 50% reduction in their property taxes through the Homeowner Property Exemption (HOPE) program. Mayor Neeley is proposing to raise the income limit to qualify from 150% to 200% of the federal poverty level.
โAs we continue to see inflation rise and impact families, we know that low-income Flint residents are hit hard by the rising cost of living,โ Mayor Neeley said. โThis proposal will allow more families to qualify for reductions to their property tax bills, keeping more money in familiesโ pockets to meet their daily needs.โ
The resolution will be on the Flint City Councilโs Finance Committee agenda next Wednesday, August 7. If the resolution advances to the regular city council meeting and is approved, the new income limit would take effect in January 2025.

Flint Mayor Sheldon Neeley has announced a new Peer Mediator initiative to help Flint youth de-escalate violence. The program will train 12 to 14 year-olds as Peer Mediators to resolve conflicts before they escalate to violence. Participants will learn communication skills, non-violent intervention, and how to deal with negative emotions.
The City of Flint will fund the program through its Community Violence Intervention and Prevention Initiative, which mobilizes federal Department of Justice dollars to help community partners to address violent crime, particularly gun violence. Youth will receive a stipend for participating in the program.
New Standard Academy, Flint Community Schools, and the Peacekeepers have confirmed that they will participate, and Mayor Neeley is seeking additional school and community partners to implement the program. The City of Flint plans to train 10 youth as Peer Mediators in each school, including 5 girls and 5 boys.
Jayshawn Allen, age 14, is helping lead the way as the first student to join the Peer Mediator program at New Standard Academy. He expressed gratitude for the showing of support for Flint youth, and said people his age donโt often get the encouragement they need.
โIโve lost a lot of family and friends to the senseless gunfire and gun violence, and I think we need a change in the City of Flint, and not just here, but everywhere,โ Allen said.
Four New Standard Academy students have lost their lives to gun violence, including a 15-year-old and a 12-year-old within the last three weeks. Correy Black, the Principal at New Standard Academy said his school is committed to partnering with โall those who seek to do whatโs best for kids.โ
โWhen [kids] have problems to solve, we should talk them through it and find a sensible solution, not one that is founded in violence,โ Principal Black said. โWe are working hard to do our part, but I need parents to be nosy again. As kids say โyouโre doing too much,โ but we need you to start doing too much again. Get involved and get intimately involved in the lives of your children.โ
Mayor Neeley issued a call to action to all sectors of our city, calling on faith-based, educational, non-profit, law enforcement, and social services partners, as well as parents and families, to come together to stop the cycle of violence among adolescents and children in the City of Flint.
โThis is a call to action for everybody inside the City of Flint,โ Mayor Neeley said. โWe need to work together to make sure our kids have a future in this community. We need to do more.โ

Mayor Sheldon Neeley and the City of Flint celebrated the retirements of two employees this week with over a half century of service between them combined. Tom Hertz is retiring from the Information Technology Services Department, and Marian Bakan is retiring from the Wastewater Treatment Plant.
Each of them was given a certificate of recognition signed by Mayor Neeley, a specialty commemorative coin emblazoned with the city seal, and other gifts to say thank you for their years of dedication and service to the City. We wish them the best and happiest of retirements.
