Pinoy Houston TV (PHTV) is the First Filipino-American TV Channel in Texas. FEMA Assistance is Available for Impacted Houstonians
Texans who need help applying for FEMA assistance can meet with Disaster Survivor Assistance crews at multiple locations in Houston beginning today, May 21. These crews can assist anyone affected by the recent severe storms, straight-line winds, tornadoes and flooding to kickstart their recovery.
Impacted residents of Harris, Liberty, Montgomery, Polk, San Jacinto, Trinity and Walker counties can visit to get help applying for FEMA assistance, ask questions and learn about available resources. No appointment is needed.

Help is available in most languages – if you use a relay service, such as video relay (VRS), captioned telephone or other service, give FEMA the number for that service.
Residents should be prepared to provide the following information when applying with FEMA:

TWO VICTIMS OF FAKE MARRIAGE TO CHINESE MEN INTRRCEPTED AT NAIA
PASAY, Philippines—Another two victims of suspected fake marriage to Chinese men were intercepted last April 23 at the Ninoy Aquino International Airport (NAIA) Terminal 1.
The Bureau of Immigration’s (BI) immigration protection and border enforcement section (I-PROBES) reported that the two victims attempted to depart on board a Xiamen Air flight bound for China with their supposed Chinese husbands.
The victims, aged 36 and 24, claimed to be China-bound to visit the families of their alleged husbands.
Alias ‘Maria’ presented a certificate of marriage from the office of the civil registrar, but admitted that she did not sign any marriage document and no ceremony took place. She stated that she was merely asked to provide her birth certificate, and their supposed marriage documents were just processed by a friend.
Meanwhile, alias ‘Lia’ presented a 2023 Philippine Statistics Authority marriage certificate with an apostille certification. However, the victim admitted that the certificate was merely processed by her husband through an agent, and no such wedding took place. She later claimed that they had a supposed renewal of vows in 2024, and presented an affidavit signed by two witnesses.
BI Commissioner Norman Tansingco said that most of the victims of this modus are women from the provinces who are unaware of procedures for getting married.
“We have noticed that there is a trend that women hailing form provinces that are less familiar with procedures are the main targets of this modus,” said Tansingco. “Previous repatriations show that victims are made to work in the household without renumeration,” he added.
The victims and their supposed Chinese husbands were turned over to the inter-agency council against trafficking for filing of appropriate cases against the recruiters and es**rts. #

NEW VICTIM OF MAIL ORDER BRIDE SCHEME INTERCEPTED AT NAIA, PRESENTED ORIG MARRIAGE CERT
PASAY, Philippines—Another China-bound victim of the mail order bride scheme was intercepted by immigration officers.
Members of the Bureau of Immigration (BI)’s immigration protection and border enforcement section (I-PROBES) reported the interception of a 20-year-old female victim being es**rted by a 34-year-old Chinese man.
Names of the victim and the suspect have been withheld in compliance with anti-trafficking laws.
The victim initially presented herself to be bound for Shenzhen, China together with her alleged husband on an Air Asia flight, close to midnight of February 28 at the Ninoy Aquino International Airport (NAIA) Terminal 3.
“The immigration officer said both the victim and the suspect acted very suspiciously when asked about their supposed marriage,” said BI Commissioner Norman Tansingco.
They were referred to I-PROBES officers who stated that the female victim was unable to answer basic details about their marriage. She allegedly presented a PSA certificate of marriage stating that they were married in a restaurant in Pasig City.
Upon inspection by the BI’s forensic documents laboratory, it was confirmed that the document presented was genuine.
“However, our officers were alert enough to be suspicious of their statements, having seen several cases like it before,” said Tansingco.
The victim later admitted that no actual wedding happened, and the marriage certificate was processed by her Chinese es**rt through an agent. They admitted to have paid P45,000 for the processing of the genuine document with fake details.
“This is obviously another case of the mail order bride scheme that has resurfaced recently,” said Tansingco. “In these scheme, victims are made to pretend to be the spouse of a foreign national, but they end up as pseudo wives doing domestic work in their destination,” he added.
Both the victim and the es**rt were turned over to the Inter-Agency Council Against Trafficking for further investigation filing of appropriate cases. #
