El Centro Inc. Announces CEO Transition:
El Centro, a not-for-profit corporation whose mission is strengthening communities and improving lives of Latinos and others through educational, social, and economic opportunities, announced today that Irene Caudillo has decided to step down as CEO, effective July 1st, 2023.
Caudillo has served as President and CEO since 2013. Throughout her tenure, El Centro has made significant strides in advancing its mission and solidifying its foundation for future growth.
“Irene has been vital to the growth and continued success of El Centro,” said longtime board member, J.D. Rios. “Under her leadership, we’ve doubled our budget, seen significant growth and impact of programs and staff, and elevated our reputation as a welcoming and trusted organization to meet the needs of our Latino community, with a collaborative mindset in partnership with many others in the community.”
The Board of Directors has officially initiated its search for a new CEO, with the goal of having Caudillo’s successor named by June 1. In the interest of a thoughtful and thorough search process, both internal and external candidates will be considered.
“While it’s hard to see Irene move on, we look forward to building on everything we have accomplished under her leadership,” said Catalina Velarde, immediate past Board Chair and Transition Committee Chair. “I know the future is in great hands with the incredible El Centro team we have in place today, who will continue to build on the great momentum they’ve established to create an even brighter future for El Centro and the communities we serve.”

El Centro, una corporación sin fines de lucro cuya misión es fortalecer las comunidades y mejorar la vida de los latinos y otros a través de oportunidades educativas, sociales y económicas, anunció hoy que Irene Caudillo ha decidido renunciar como CEO, a partir del 1 de julio, 2023.
Caudillo se ha desempeñado como presidenta y CEO desde 2013. A lo largo de su mandato, El Centro ha logrado avances significativos en el desarrollo de su misión y la consolidación de sus cimientos para el crecimiento a futuro.
“Irene ha sido vital para el crecimiento y el éxito continuo de El Centro”, dijo J.D. Ríos, miembro de la junta directiva desde hace mucho tiempo. “Bajo su liderazgo, hemos duplicado nuestro presupuesto, hemos visto un crecimiento e impacto significativo de los programas y del personal, y hemos elevado nuestra reputación como una organización acogedora y confiable para satisfacer las necesidades de nuestra comunidad latina, con una mentalidad de colaboración asociándonos con muchos otros en la comunidad.”

LMPD violates the rights of people engaged in protected speech critical of policing.
Louisville Metro and LMPD discriminate against people with behavioral health disabilities when responding to them in crisis."
U.S. Department of Justice finds LMPD repeatedly violated civil rights The DOJ says they have reasonable cause to believe that the Louisville/Jefferson County Metro Government and LMPD have engaged in a pattern or practice of conduct that deprives people of their rights under the U.S. Constitution and federal law.
"The record number of Hispanic legislators, including five Republicans and nine Democrats, joining Congress this year reflects the growing influence of the Latino electorate."
New liberal Latino lawmakers are preparing to challenge status quo After the 2020 news of the rightward shift of Latinos, another political phenomenon is taking shape: the rise of progressive Latino leaders.
City Manager Stephen Wade announced Monday that Ernestor De La Rosa was selected to serve as the City of Topeka’s very first Chief Diversity Equity and Inclusion (DEI) Officer. De La Rosa will start in January 2023 and will lead the city’s newly created DEI office.
“I’m thrilled that Ernestor will be our first Chief DEI Officer. This role will truly impact lives in our community, and affect local government policies,” said Wade. “It’s extremely important that we ensure a work environment and community where all have an opportunity to succeed. Ernestor is up to the task, and I look forward to welcoming him to Topeka, and supporting his work for years to come.”
“The idea of DEI has been talked about, and in many ways initiated in America, but for Topeka, this is the first official step by our local government to place DEI at the forefront of all we do. This speaks volumes about the Governing Body and its willingness to embrace the many possibilities active DEI can bring to the City of Topeka,” said Topeka Mayor Michael Padilla. “Ernestor has a strong background in practicing DEI as a government official. I’m excited that he will bring those experiences to Topeka, and help us grow as a community.”
De La Rosa comes to Topeka from the City of Dodge City, KS, where he’s served a variety of roles over the last eight years, including Assistant City Manager, Human Resources Director, Assistant Finance Director, Mobility Manager, and more. He holds a Masters in Public Administration from Wichita State University, and obtained a Bachelor of Arts in Political Science from Fort Hays State University.
De La Rosa, who’s first language is Spanish, was born and raised in Mexico, and immigrated to the United States at 12. He’s a Deferred Action for Childhood Arrivals (DACA) recipient, and is passionate about working in the immigration realm. He’s served on various community boards.
“I am honored and excited to join the City of Topeka. I look forward to working with the Governing Body, city staff and Topeka residents to develop, adopt and implement proactive diversity, equity, inclusion and belonging strategies in all aspects of the city,” said De La Rosa. “I commend city leadership’s commitment to building a robust diverse, equitable, and inclusive workforce and community. Topeka is stronger together.”
De La Rosa will also serve as the city’s Americans with Disabilities Act (ADA) coordinator, where he will work alongside the ADA Advisory Council to make Topeka a safer, more accessible community.
Additionally, Wade announced that Topeka Police Lieutenant Manuel Munoz is serving a special assignment as the city’s Deputy Director of DEI. Munoz, who also immigrated from Mexico, has served the Topeka community as a police officer for more than 30 years. Munoz will continue serving as TPD’s Public Information Officer.
Both De La Rosa and Munoz will be housed out of City Hall. Additional information on how to connect with the city’s DEI office will come out early 2023.

State Representative Ashley Aune and I are the only two legislators in the Missouri House who are Hispanic. On July 1st of this year, Governor Parson signed my bill recognizing Hispanic Heritage month in Missouri. Today marks the beginning of Hispanic Heritage month. I for one believe that diversity makes our country stronger, and I am honored to be just a small part of the state's recognition of that.
