POLICE CHARGE KATHERINE LONGO FOR YEARS LONG
SEXUAL ASSAULT OF TWO MINOR CHILDREN
On October 29, 2024, the Lebanon City Police Department charged Katherine Longo with R**e of a Child, Involuntary Deviate Sexual In*******se – Victim Younger than Sixteen (16), Involuntary Sexual In*******se With a Child, Indecent Assault – Victim Younger than Thirteen (13), Indecent Assault – Victim Younger than Sixteen (16), Statutory Sexual Assault, Endangering the Welfare of Children, Corruption of Minors, Unlawful Communication and/or Contact with Minors, Aggravated Indecent Assault of A Child, and multiple other Counts. All charges stem from allegations the Defendant s*xually assaulted two minor children in her household over a period of years.
Police received an allegation of potential child abuse committed by the Defendant via a Childline Referral. The Lebanon City Police Department opened an investigation into the Defendant and her two (2) minor children. Police sent the children for a forensic interview during which both children made graphic disclosures of years long s*xual abuse. The Defendant showed po*******hy as a demonstrative aid of her expectations.
Victim One (1) disclosed the Defendant began to mo**st and r**e him at age six (6). The Defendant forced him to perform oral s*x on her. The Defendant forced him to pe*****te her a**s and va**na. The Defendant performed oral s*x on him. The Defendant forced him to lick her a**s after oral s*x. Victim One (1) further related the r**es escalated as he grew older and matured.
Victim Two (2) disclosed the Defendant began to mo**st and assault her at age five (5). She used adult s*xual toys to pe*****te Victim Two (2) which caused her physical pain. The Defendant used her mouth to ‘suck’ on the victim’s chest. The Defendant would grope her ge****ls with her hands. The Defendant forced Victim Two (2) to touch the Defendant’s va**na.
Both victims then described how the Defendant began abusing them together. The Defendant would remove the children’s clothing. She would show them po*******hy. She forced the children to have s*xual in*******se with each other while the Defendant watched. The Defendant would demonstrate the s*xual acts she wanted the children to perform on one another then force them to act out her depraved s*xual desires. At times, the Defendant would r**e one of the children and force the other to watch.
“The allegations put forth by the Victims are heinous. I cannot fathom how a set of facts and string of s*xual assaults could be more evil, more disgusting, and more worthy of a Defendant’s rotting in prison. Any crime of child abuse is horrible but to r**e and mo**st and prey upon children in her own home – this Defendant is the lowest of the low,” said District Attorney Pier Hess Graf.
The Defendant is being held in jail pending the disposition of the charges. Anyone with information on the incident should contact the Detective Bureau at 717-228-4403 or the Lebanon City Police Department.

PRESS RELEASE
On May 16, 2022, the Lebanon County Detective Bureau charged Brian Hungler of North Lebanon Township with multiple Felonies relating to the abuse of his infant child. Detectives charged Hungler for the serious injuries inflicted to the baby’s brain, ribs, and leg bones. Hungler posted bail and remained at large within the community pending trial. The District Attorney’s Office vigorously prosecuted the case from the Preliminary Hearing handled by DA Pier Hess Graf through pre-trial motions and ultimately the trial, conducted by Senior Deputy DA Amy Muller.
Trial against the Defendant commenced Monday, April 22nd before a Lebanon County Jury. Senior Deputy Muller presented evidence of the Defendant’s guilt. Detective David Shaffer testified as to the multiple times the Defendant confessed he caused the injuries to his newborn. Countless doctors appeared to outline the baby’s broken bones and internal brain bleeds for the jury. Lastly, a medical expert from the Hershey Medical Center’s Child Protective Team opined the injuries were caused only by an abuser. The Commonwealth rested its case-in-chief on Tuesday and prepared for closing arguments. Closing statements, deliberation, and the jury’s verdict were expected today.
Today, rather than face the conclusion of his criminal trial and a jury of his peers, police responded to the Defendant’s home in the early morning hours for the report of a gunshot injury. Law enforcement located the Defendant within his residence; in his hand was a semiautomatic handgun. The Defendant sustained a single gunshot wound to his head consistent with a self-inflicted injury. Emergency medical services attempted lifesaving measures to no avail. The Defendant was pronounced deceased at the Hershey Medical Center this morning. The Lebanon County Detectives will conduct an investigation in conjunction with the North Lebanon Township Police.
“The public can draw its own conclusions about the Defendant’s guilt based on his su***de. In quantifying criminal behavior, abusers of infants are the lowest of the low. The baby suffered daily, unable to speak for himself and cry out against his attacker – his own father. To then take his own life in lieu of facing the jury’s decision is utter cowardice. Our Office will never be deterred from prosecuting and convicting child killers and child abusers. We will always pursue justice for victims of abuse and violence, even when their perpetrators choose su***de over accountability and facing the consequences of their own actions,” said DA Pier Hess Graf.

Two years today, our community lost good man, a veteran officer, and the innocent thought that danger cannot happen in a small town. Two years today, his wife lost her person. Your police are changed forever, but still here and willing to give everything they have to protect all of us. A tragedy didn’t define Lebanon City Police or our County, but the loss and the grief it caused remains. To Lora, her family, and his law enforcement family, we remember. Grief is the price we pay for love. Lt William Lebo, EOW 3-21-22.
GUILTY: A Lebanon County Jury convicted Vincent Sosnowski of Homicide by Vehicle - DUI related and all other attendant charges. The case was prosecuted by Senior Deputy District Attorney Kevin Dugan with assistance from the Lebanon County Accident Reconstruction Team. It was the Defendant's second DUI offense and he faces mandatory years of imprisonment due to the conviction.
On January 16, 2021, Melissa Morrissey was killed as a result of the drunken, reckless behavior of Vincent Sosnowski. After waiting for over three long years, her family finally received justice on Thursday, February 15, 2024, when a jury found Sosnowski guilty of Homicide by Vehicle while DUI, Involuntary Manslaughter and two counts of DUI. Sosnowski, who was convicted of DUI in 2016 after fleeing from the scene of an accident, after crashing into the drive-thru of a fast-food establishment, is facing a mandatory minimum sentence of five years for the incident from January of 2021.
The case, prosecuted by Senior Deputy District Attorney Kevin M. Dugan, originated when Sosnowski, driving with a blood alcohol content of .135%, crashed through a large, downed tree that had fallen across U.S. Route 422 in North Cornwall Township. Sosnowski, traveling at speeds in excess of 25 miles per hour above the posted speed limit, crashed through the downed tree, without braking. In doing so, a large limb from the tree shot through the front windshield. Morrissey, seated in the front passenger seat, was struck by the limb on the left side of her face. She died from her injuries at the scene.
Senior Deputy Dugan was very pleased with the verdict because it finally gives the family of Melissa some closure. “Any case where someone has lost their life is a difficult case to try. As an attorney, you do your best to remove the emotions and focus on the facts and circumstances, but when you are meeting with the family and walking them through this legal process, that can sometimes be very difficult to do”, he stated. “I greatly appreciate the jurors from our community that invested their time and energy before reaching what I believe is the verdict Melissa deserved.”
Sosnowski’s sentencing has been set for March 27, 2024 at 8:30 a.m.

Today, DA Graf ruled a South Lebanon Township Police Officer’s use of force against an armed criminal was justified under the law. The Officer fired two rounds after Cesar Colon committed multiple robberies with a firearm. After his final attempt to carjack a police cruiser at gunpoint, Colon fell to the ground and pointed the weapon at law enforcement(as pictured below in the news article). The Officer fired to defend civilians on the road, his fellow police on scene, and himself.
“This case has a clear message for criminals who want to bring their lawlessness and violence to Lebanon County- ‘dont.’ Our police will pursue you, they will arrest you, and we will bring you to justice before a jury,” said DA Graf during the press conference.
Colon remains incarcerated on one million dollars bail at this time.

FOR IMMEDIATE RELEASE. MAN CHARGED WITH MULTIPLE FELONIES FOR ARMED CRIME SPREE AND ASSAULT ON POLICE.
On November 7, 2023, Lebanon City Police became involved with CESAR ROMERO COLON as a suspect in an armed robbery committed with a firearm. The victim fled; the suspect fired a single round into the air before he escaped the scene via bicycle.
COLON proceeded through the city. He next stole a vehicle after threatening the vehicle’s owner at gunpoint. The suspect fled from police and entered South Lebanon Township. COLON fled the wrong way down Route 422 in the stolen car and wove in and out of traffic. Law enforcement pursued and attempted to take COLON into custody.
Ultimately COLON drove the stolen vehicle to the intersection of Narrows Drive and Route 422 in South Lebanon Township. The suspect crashed his vehicle directly into another car; COLON’s third victim sustained serious injury. Medical personnel extracted the third victim from the scene via ambulance; the collision victim is expected to survive.
After he caused the crash, COLON lost control of his stolen vehicle. The car rolled and skidded before it came to rest in the field adjacent to the oncoming lane of traffic. The suspect exited the crashed vehicle. Rather than give himself up, COLON fled on foot through the field and directly onto Route 422. He approached oncoming traffic and tried to again carjack a vehicle. Both Lebanon City and South Lebanon Police continued to pursue COLON in a valiant effort to stop the ongoing and escalating danger.
A City Police Officer tried to save the victim of the attempted carjacking. The City Officer opened the police vehicle’s driver’s door and commanded COLON submit to police; the Officer gave commands for COLON to give up and surrender.
Instead, COLON immediately turned and moved towards the Officer’s vehicle. COLON possessed and displayed a firearm. He approached the Officer’s open, driver’s side door. COLON brandished the firearm and struggled to gain control of the Officer and enter the police vehicle. Thankfully, the Officer successfully maneuvered the police car away from COLON to safety.
During COLON’s final efforts to steal the police car vehicle at gunpoint, the South Lebanon Police Department approached COLON and the ongoing scene. As COLON turned on the City Police Officer, as COLON brandished a weapon and tried to gain control of the Officer and the police vehicle, a South Lebanon Police Officer fired two (2) gunshots at the suspect. Neither shot struck or injured COLON. The suspect submitted to police thereafter; police took COLON into custody without incident.
In Colon’s possession at the time of arrest was a stolen 9 mm handgun. Upon inspection by police, COLON’s stolen handgun was loaded with a round chambered and ready to fire.
The Lebanon County Detective Bureau and the Lebanon City Police Department jointly filed charges against COLON on November 7, 2023. Detectives charged COLON with multiple Counts of Felony Robbery, Aggravated Assault on Police, Possession of a Stolen Firearm, Possession of a Firearm without a License, and Flight from Police. COLON remains in custody; Magisterial District Justice Anthony Verna set bail in the amount of $ 1,000,000.00.
“Cesar COLON risked the lives of multiple people within Lebanon County. He committed crime after crime with a stolen handgun; he valued no life besides his own. We remain thankful today that every officer involved survived this incident and we continue to pray for the recovery of the victim injured during COLON’s car crash. This spree of violent and senseless behavior shows lessons to us all: our police must remain vigilant of the grave risks their job poses every day and with every incident; our citizens can rest assured their officers and their District Attorney takes crimes committed with guns and criminal activity seriously; and our criminals have a direct example of the dire consequences they face when brought to justice in Lebanon County. We are not Philadelphia or Chicago – if you attack our residents, if you attack our police, we will prevail. I intend to handle COLON’s charges and trial personally,” said DA Pier Hess Graf.
Anyone with information relevant to COLON’s criminal activity should contact the Lebanon County Detective Bureau and/or the Lebanon City Police Department.
DA Graf, Chief Hess, and Victim Witness Coordinator Beth Hoch are at the 50+ Festival all day today, located at the Lebanon Expo Center. The Lebanon Bearcat is parked in front- the emergency vehicle is bullet proof and safely extracts officers and the public from violent situations. Stop out and say hello!
