NOTICE: Parking Facility Construction & Shuttle Service

Construction for the Parking Facility is finally here! We are excited to begin the building process and know the final product will be well worth the wait. While construction is underway, we understand the next 18 months will present a challenging time for parking and are asking for your patience. Below is information regarding street closures and shuttle service:

Beginning midnight, Sunday May 5, 2024, Methvin Street will be closed to all public parking. Affected areas are:

· All street parking in front of the Courthouse on Methvin Street from Fredonia to Center Streets to include the Parking Lot directly in front of the Courthouse on Methvin Street
o Parking lot will be closed at close of business Friday, May 3, 2024
o Street parking will be closed to the public beginning midnight, Sunday, May 5, 2024
· East side of Center Street between Methvin Street and the alley beginning midnight, Sunday, May 5, 2024

We have also taken steps to ease some of the pain for those who normally park in the lot in front of the Courthouse.

Commuter shuttles will begin operating Monday, May 6, 2024, from the City Parking Lot at Center St and Cotton St (behind Silver Grizzly). Shuttles will run continuously between the hours of 7:30am and 5:30pm, Monday through Friday.

PSA: There have been concerns about the level of the grass on the County right of way. Due to allowing for the pollination of the flowers Gregg County Pct.1 will not start our first full mow until June 1st. We appreciate all of our residents for your understanding on this matter.

ORDER OF COMMISSIONERS COURT OF GREGG COUNTY, TEXAS
SETTING POLICY FOR DRIVEWAY CULVERTS
IN COUNTY RIGHTS-OF-WAY

The Commissioners Court of Gregg County, Texas, finds that it is in the best interest of
Gregg County to impose consistent, reasonable policies governing the installation of driveway culverts within the rights-of-way of Gregg County roads in order to provide for drainage along
county roads, to preserve county roads and to provide for ingress and egress to citizens who live
on county roads.
IT IS THEREFORE ORDERED THAT the following policies are adopted:
* A single, initial entrance from a county road to a landowner�s property may be installed by
Gregg County upon written application, with a copy of their property deed attached, and
received from the verified landowner. The landowner shall be responsible for the purchase
cost of the culvert or headwalls in all cases.

* Replacement culverts, driveway access to vacant property, including pastures, secondary
entrances and culvert installations other than single, initial entrance installations are
the responsibility of the landowner. The landowner shall be responsible for all costs
associated with replacement or repair of culverts, including, but not limited to, purchase of
culvert, setting the culvert, back fill with clay, gravel or suitable material, and paving
with a surface material. County shall not participate.

* The landowner shall be responsible for all costs of continuing maintenance and repairs
(including both culvert and driveway).

* At the discretion of the Commissioner, headwalls or safety end treatments (S.E.T.�s)

may be required in either a County installed driveway culvert or an Owner installed driveway
culvert. Should S.E.T.�s be required, they must conform to either 3:1, 4:1, or 6:1. All costs
of headwall material is the responsibility of the property owner.

Discretionary Initial Driveway Culvert Installation by County

* Upon the landowner�s completion and delivery to the Precinct of the written application and
hold harmless affidavit, the Commissioner may, but is not required to, install an initial
driveway culvert using county labor and equipment only. The culvert will be set and back
filled with clay, gravel or RAP.

* Only when required for the protection of the county road edge as determined by the Precinct,
the cost of asphalt material, labor and equipment may be approved from the road edge up to
10� past the center of the culvert.

* At the Commissioner�s discretion and only during initial new installations both the entry and
exit culvert may be installed on a circle drive and are considered a single entrance.

* The Commissioner shall verify that the person requesting assistance is a titled landowner or
legal agent thereof. A copy of the deed in the requesting landowner�s name is sufficient proof
of land ownership unless Commissioner requires additional information.

* Finished surface above RAP or other installation material is the responsibility of the
landowner unless the Commissioner has determined that in order to protect the county road
edge there is a necessity to install up to 10� of asphalt installation as stated above. All
costs of continuing maintenance and repairs are the responsibility of the property owner.

* The Commissioner shall not install culverts on private property.

* The Commissioner shall not install a driveway culvert prior to the installation being approved
by the Commissioner�s Court. Each Commissioner shall assure the installation is in the
legal county right-of-way.

* The Commissioner shall not set culverts in the rights-of-ways of State or private roads.

Owner Installed Culverts

� Any impact to drainage on the county road system resulting from installation of access driveways should be coordinated with the County Precinct prior to installation. A request for an inspection for a driveway culvert must be made from the verified landowner where the culvert is to be installed. A representative of Gregg County will inspect the site to make determinations of the culvert size and its placement upon

notification by the landowner. Once installed, the landowner should notify the precinct for a final inspection. There is no charge for these inspections.

� Any culvert must be of sufficient size to allow water to flow, at its natural rate at its normal peak level, from one side of the driveway to the other.

� Driveway culverts normally shall be a minimum size of fifteen (15) inches in diameter; however, the Commissioner at his discretion may recommend a smaller size culvert. The landowner must contact the Gregg County Road & Bridge Precinct to receive a recommendation on appropriate culvert diameter size and to schedule inspections.
